Cauvery notification gets Law Ministry nod

cauveryNew Delhi, Jan 21: The decks have been cleared for notifiying the Cauvery Water Dispute Tribunal (CWDT) final award, with the Union Law Ministry giving its approval.

“The Law Ministry has given its nod to notify the award by clearing the draft notification. Now, the Water Resources Ministry will decide whether to go ahead with issuing the notification or not,” sources in the government told Deccan Herald.

The Law Ministry also clarified that the Inter-State Water Disputes Act, 1956, will not prevent the Centre from notifying it despite the pending petitions in the Supreme Court.

Sources said though the Water Resources Ministry is ready to issue the final notification, it has sought the Law Ministry’s opinion  to avoid any legal complications.  The Water Resources Ministry also referred the matter to the prime minister as the issue involved inter-state dispute.

The prime minister, who is also the chairman of the Cauvery River Authority (CRA), is likely to suggest to the ministry whether it can go ahead with the notification by the end of this month.

When the Cauvery dispute came up at the recently held Congress Core Group meeting here, it was decided that the matter be left to the prime minister to take a final call on. Water Resources Minister Harish Rawat was learnt to have briefed the core group, which includes the prime minister and party chief Sonia Gandhi.

While, on the one hand, Karnataka has opposed the notification of the final award, Tamil Nadu, on the other , has been pressing for an early notification. Though the Centre had informed the Cauvery water-sharing states of Karnataka, Tamil Nadu and Kerala and the Union Territory of Puducherry that it would notify the award by December-end, it was delayed as the matter was referred to the Law Ministry.

In what was then described as a balancing act, the tribunal gave Tamil Nadu 419 tmc of water (as against the demand of 562 tmc), Karnataka 270 tmc (as against its demand of 465 tmc), Kerala 30 tmc, and Puducherry 7 tmc. It had reserved 10 tmc for environmental protection. The tribunal’s award will come into effect within 90 days of its notification by the Centre.

After the issuance of the notification, institutions like the CRA and the CMC?will cease to exist. New organisations like the Cauvery Management Board and the Cauvery Water Regulation Committee will be constituted which will have representatives from all the co-basin states, and experts in hydrology and agriculture.

They will be under the control of the Centre.

Muscat, May 18: An Air India special flight left for Hyderabad with a total of 182 stranded Indians from Oman on Monday.

"IX 818 departed for Hyderabad with total 182 passengers. We again express our gratitude to Omani & Indian authorities and wish all the passengers, safe journey home," Indian embassy in Oman said in a tweet.

Under the Vande Bharat Mission, Air India operated repatriation flight from Oman on Sunday to Kerala. It had brought back 183 Indians.

The phased evacuation is being done under the Centre's 'Vande Bharat' mission whose second phase started from May 16.

In order to facilitate the return of stranded Indian nationals in Oman, the Indian government has decided to operate more special flights to Bangalore, Calicut, Delhi, Kannur, Kochi, and Gaya on May 20, 21, 22 and 23.

Under the second phase, a total of 149 flights, including feeder flights, are expected to be operated to bring back stranded Indians from 40 countries.

New Delhi, May 21: Prime Minister Narendra Modi on Thursday paid tributes to Rajiv Gandhi on his death anniversary.

Former prime minister Gandhi was assassinated on this day in 1991 in Tamil Nadu's Sriperumbudur by a suicide bomber during an election campaign.
 
"On his death anniversary, tributes to former PM Shri Rajiv Gandhi," Modi tweeted.

New Delhi, May 30: As the NDA government completes one year of its second term, Prime Minister Narendra Modi listed several achievements and initiatives taken by his government in the past year in an audio message addressed to the people of the country.

PM Modi said, "This day last year began a golden chapter in the history of Indian democracy. It was after several decades that the people of the country voted back a full-term government with a full majority."

"Your role has played a pivotal role in creating this chapter. In such a situation, this day is an opportunity for me to bow to the citizens of the country and the democratic ethos of our nation," said PM Modi.

"Had the situation been normal, I would have got the chance to meet you. Your affection and active support in the past year have given me new energy and inspiration. During this period, the way you have shown the collective powers of democracy, they have become an example for the whole world," he added.

PM Modi talked about several important initiatives taken by his government in 2014 as well as India's demonstration of its mettle through the surgical strike and airstrike.

"Six years ago in 2014, the people of this country voted to bring a major change in the country. You voted to change the country's policy and manner. During that tenure where surgical strike and airstrike took place, one rank one pension, one nation one tax GST, and better MSP for farmers were also fulfilled. That period was dedicated to fulfilling many needs of the country."

He further said that in these years the country has seen systems coming out of the quagmire of inertia and corruption. The country has seen governance change to make life easier for the poor.

"During that period, India's stature in the world increased. By opening bank accounts of poor people, by giving them gas connections, by providing free electricity connections, by building washrooms, by building houses, the dignity of the poor has also been increased," said PM Modi.
