New Delhi, Feb 1: The Union Cabinet on Thursday paved the way for further consideration of Lokpal legislation in Parliament as it approved most of the modifications recommended by a Rajya Sabha Select Committee on its draft Lokpal Bill.

The Cabinet approved 14 of 16 recommendations made by the committee. These include the mode of appointing the Lokpal and CBI director. The Cabinet, however, delinked the Lokpal from the institution of Lokayukta at the state level. Contrary to provisions of the earlier draft, states will continue to appoint Lokayuktas.

The Cabinet accepted that the CBI director will be appointed by a panel comprising the prime minister, the leader of opposition in the Lok Sabha and the chief justice of India. But it dropped related recommendation that CBI officials involved in probing cases under Lokpal supervision will not be transferred by the government. Therefore, though the CBI will be under the Lokpal, the government will have the authority to transfer them. The Cabinet decisions were announced by Minister of State for Personnel V Narayanasamy.

Non-religious charitable institutions receiving government funds too will come under the Lokpal purview, though the Upper House panel did not favour this.

As per the decision, the nine-member Lokpal will be selected by a panel comprising the prime minister, Lok Sabha Speaker, leader of the opposition in the Lok Sabha, the chief justice of India and an eminent jurist who will be in turn selected by the first four.

The decision to leave out Lokayukta appointment came after states vehemently opposed and accused the Centre of “usurping the rights of the states in the Lokayukta appointment.” Owing to opposition, the controversial bill got stuck in the Upper House. After the enactment of the billl by the Centre, states will have to appoint their Lokayuktas within a year.

The Cabinet decision came under fire from the BJP, the Aam Admi Party’s Arvind Kejriwal and social activist Anna Hazare. The BJP said the government was not serious in giving autonomy to the CBI while Kejriwal said the bill as approved by Cabinet cannot curb corruption. Hazare said the prime minister and UPA chairperson Sonia Gandhi cannot be trusted to bring a stringent Lokpal. The Lokpal Bill was stuck in the Rajya Sabha in December 29, 2011, over the Lokayukta acrimony. Following this, it was referred to a House Select Committee. The revised bill is likely to be introduced in the first half of budget session of Parliament.

The select committee had recommended a number of amendments to the bill with a view to strengthening the CBI, that include setting up of a directorate of prosecution headed by a director of prosecution under the overall control of director, CBI, appointment of director of prosecution on the recommendation of the Central Vigilance Commission, maintenance of a panel of advocates by the CBI, other than government advocates with the consent of the Lokpal for handling Lokpal referred cases.

Kolkata, May 11: Murshidabad district, one of the biggest contributors to the army of migrant workers from West Bengal, received news of unnatural deaths of three of these people since Saturday. While two died in Kerala, one was found dead in a rented house in Odisha.

Residents of Baliaghati village in Murshidabad’s Suti police station area said Safikul Sheikh (31) was killed in a road accident in Kerala. Sheikh’s associates called up his family on Sunday morning and said he had gone to a local market, violating lockdown orders, when the accident took place. Sheikh wanted to return home before Eid but got stranded.

Mohammad Hafijul, one of Sheikh’s relatives, said, “A few days ago a special train from Kerala carried migrant workers to Murshidabad but Safikul did not have the money to buy a ticket. We do not know how his body will be brought back.”

In another incident, a 24-year-old resident of Domkal allegedly hanged himself in Kerala on Saturday. He used to work in a brick kiln. His mother said, “My son was depressed as he could not buy a ticket to board the special train that came to Murshidabad. We have appealed to the local administration to bring back his body.”

In the third incident, Bakul Sheikh (24) died under mysterious circumstances at Sonepur in Odisha where he went five months ago to work as a mason. Sheikh hails from Kohetpur village in Shamserganj. His relatives told the local police that his associates called up and said he was found dead inside the toilet of the house where he was living with other migrant workers.

Jan 27: Bollywood Film Director Anurag Kashyap, who has been vocal about his political views on social media, slammed Union Minister Amit Shah and accused him of being 'cheap'.

"How timid our Home Minister is. Its own police, its own goons, its own army and security increases and invades unarmed protestors. Amit Shah has crossed the extent of cheapness and inferiority. History will spit on this animal," Kashyap tweeted.

The film director has taken an active part in the anti-Citizenship Act protest rallies and was against the Jawaharlal Nehru violence. He also came in support of his contemporary Deepika Padukone when the latter faced backlash for showing up at JNU in support of the students.

New Delhi, Jun 25: The Congress on Thursday asked Prime Minister Narendra Modi why has not India gained anything from the "strange bonhomie" which it claimed he shared with China.

Seeking to turn the tables on the ruling party, Congress spokesperson Pawan Khera said the BJP also shared bonhomie with the Communist Party of China (CPC) with several party-level exchanges taking place in the past.

He sought to know whether India's borders have become safe after these exchanges in the last many years.

The Congress leader asked what has the country gained out of these exchange delegations and why are the borders insecure despite the bonds that the two ruling parties of India and China share with each other.

"There is a strange kind of bonhomie between Narendra Modi and China, a two decade old bonhomie. Why doesn't the country get the benefit of that bonhomie," he asked at a virtual press conference.

Khera said all that the Congress will continue to question is about the political will that just does not get visible when it comes to China.

"Whatever is happening on the border today, is it despite the bonhomie which you have with China, or is it because of the bonhomie which you have with China. The country needs to know," he asked.

"We do want to ask you, if as president of the party, Rajnath Singh, Nitin Gadkari and Amit Shah have been sending delegations,  strengthening the bonds between the Communist Party of China and the BJP. What has the country gained out of these bonds? Why are the borders insecure despite these bonds that you have," he also asked.

The ruling has hit out at the Congress for signing an MoU with China's Communist Party and has questioned its "bond" with the ruling party in China.

Khera also asked what role did the India Foundation, an organisation run by National Security Adviser Ajit Doval's son has in strengthening the bonds with China.

"Why does India Foundation keep visiting these countries? Who do they meet? What's the outcome? What's the role of NSA Ajit Doval's son- Shaurya Doval? He keeps attending these meetings through India Foundation? These are important questions in the light of what is happening," he asked.

Khera said the prime minister is showing "red eyes" to those who are asking him questions instead of showing them to the enemy.

"It is time to stand with the Army and show red eyes to China," he said.

The Congress leader said questions will be asked to Modi especially when there are definitive reports, satellite images of incursions in the Ladakh region of India by the Chinese.

He alleged that China laps up the comment of Modi and uses it across the world that the Indian prime minister says that China is in its own territory and Galwan is theirs.

"After a lot of pressure, PMO contradicted what the prime minister said. This kind of a goof up is unpardonable," he alleged.
