New Delhi, Mar 27: Congress leader Digvijaya Singh dubbed the experiment of "two power centres" in UPA as a failure and said Rahul Gandhi should not repeat Sonia Gandhi's decision to nominate a leader as prime minister.diggy

"Personally, I feel this model hasn't worked very well. Because, I personally feel there should not be two power centres and I think whoever is the PM must have the authority to function," the Congress general secretary said in a TV interview.

While Singh clarified that Sonia had never interfered in government functioning during the two UPA stints, his comment marked the first frank assessment of the split leadership of government and party post-2004.

The former Madhya Pradesh chief minister has often been a critic of the government's policies and his remarks can be seen as a less than flattering assessment of Prime Minister Manmohan Singh's stewardship.

The stinging analysis of the UPA experiment came in the context of Singh strongly rebuffing suggestions that Rahul was reluctant to take up the top job and a reiteration of the belief that the Congress president should also be the PM when the party is in power.

Media reports earlier this month quoted Rahul as telling party MPs that he did not want to become the PM and was instead keen on focusing on organizational revival.

While reinforcing apprehensions in some party quarters that he continued to be a reluctant leader despite his elevation at Jaipur, the statement was read by some to mean that he could repeat the experiment put in place by mother and Congress chief Sonia.

Singh denied the "I-will-not-be-PM" remark attributed to Rahul Gandhi. "Rahul said his priority was welfare of the people. Media assumed that he was saying becoming PM was not his priority," the AICC leader explained.

According to Singh, Rahul told him that his statement had been misrepresented.

The denial of the "not-be-PM" statement, read alongside the failure of "dual power centre", coming from the senior leader seen to be close to Rahul, indicates the heir-imminent would be willing to take up the top job if Congress leads a coalition to majority in 2014.

The statement apparently rebuffing the PM's post kicked off murmurs about the "next Manmohan Singh" in Congress, a reference to the leader who could be put in the hot chair if the Gandhi family did not claim it.

Congress insiders said the picture of a reluctant prince was not good for the party's health ahead of elections as it carried the risk of demotivating cadres and confusing voters. The Gandhi family is seen as the glue holding together diverse factions and ideological camps that crowd the organization from top to bottom.

Singh praised the leadership of 10, Janpath, to advocate that Rahul should step up to the plate when the time comes. "I think... I strongly feel that... when time comes and if the Congress gets majority or it is in a position to form the government, I think Rahul Gandhi should take the call," he said.

He said even in an unwieldy coalition, Rahul would be able to manage the intricacies of the coalition politics since he is "mature enough" and would have the assistance of senior party leaders.

New Delhi, Feb 6: Unemployment rate in the country as per a new survey was 6.1 per cent in 2017-18, the government informed Rajya Sabha on Wednesday.

Minister of State for Labour Santosh Gangwar said the government is conducting a new Periodic Labour Force Survey (PLFS) with new parameters and bigger sample size, and its results cannot be compared with previous surveys in this regard.

"As per the new Periodic Labour Force Survey being conducted by the government, the labour force participation is 36.9 per cent and the rate of unemployment for 2017-18 is 6.1 per cent," he said.

Replying to supplementaries during the Question Hour, the minister said the report of this survey is very different than the surveys conducted in previous years.

This survey is not comparable to previous surveys, he said, adding it was an attempt to provide authentic data with the new survey conducted through the Ministry of Statistics.

"We are focusing on infrastructure development and ease of doing business and India's position in the world has improved. India has improved its position to 63rd rank now in 2019 against 196 in previous years," he said.

"Our government is very conscious of creating employment opportunities and is running such programme which generates employment.

"The way our government is functioning, employment opportunities are being created and the youths are getting jobs also," the minister said.

Gangwar said the government has stopped the previous survey as the sample size was low and an attempt is being made to improve the data by adding various parameters and provide more authentic data.

The minister said it will take time for collection of data as households have to be visited on the ground for authentic data collection in rural areas also.

Ayodhya,  Aug 4: Various religious ceremonies have been conducted for the past 108 days by saints in Ayodhya and Prime Minister Narendra Modi will take part in `muhurat puja' at 12.44 pm on Wednesday as part of 'bhoomi pujan' for construction of a grand Ram temple.

PM Modi will arrive at 12:30 pm at the Ramjanmbhoomi and take part in various prayers including the main "bhoomi pujan".

Govind Giriji Maharaj, treasurer of Shri Ramjanmbhoomi Teerth Kshetra Trust, said that the religious ceremonies will begin from 8:30 am in the morning and will continue till 12:30 pm.

"The Prime Minister will arrive at 12:30 pm and he will offer `puja' for 15 minutes and take 'sankalp'. First Lord Ganesh will be worshipped then he will offer prayers of eight shilas. Some prayers at shilas we have conducted already," Giri told said.

"The muhrat of pooja is at 12: 44 pm. He will say words 'prathisthapayami' and it is crucial to be done in that muhrat," he said.

Elaborating on the rituals to be performed tomorrow by the Prime Minister, the trust member said that most important is `Kurm Shila' .

"The most important is Kurm Shila - this is right beneath the place where Ram Lalla will be seated. It is this ceremony that we are conducting tomorrow. A cone of Bakul tree wood will be kept in ceremony. This isn't an ordinary cone, it is made of various metals including gold and silver. 

A lotus with nine gems too will be part of pujan which will be offered to this cone by the Prime Minister," he said.

"These are intrinsic to main bhumi pujan. The first religious ceremony was of Devi Kali. There are two devi kalis here, `choti' and `badi'. She is kuldevi, family's goddess of Sita. Today we held Ramarchan ceremony," said Giri.

The Vedic pundits who are involved in religious ceremonies have come from Delhi, Mathura and Kashi.

Asked about the absence of Nepal's religious head of Janaki Mandir, he said that there are many, including 20 religious heads, who would not able to come because they can't leave their seat in Chaturmas.

On the design of temple, Giri said, the old design will remain as it is except a rise in height.

"The structure has become popular and we will keep it. Keeping in mind the modernisation of architecture, we have raised height from 128 feet to 161 feet and instead of three peaks we will have five peaks," he said.

Kanchi Pithadhishvar Maharaj has sent silver coins as souvenirs for every sadhu participating in it, Giri said.

Invitations have been sent to 175 people, including 135 saints of 35 religious organisations to attend the foundation stone-laying ceremony of Ram temple.

The construction of Ram temple will begin in Ayodhya after the ceremony to lay the foundation stone.

Jammu, Jan 23: The National Investigation Agency (NIA) has brought the disgraced Deputy Superintendent of Police (DSP) Davinder Singh to Jammu for investigations.

According to sources, Davinder Singh has been brought on a transit remand. A formal remand from the NIA court for interrogation will be taken on Thursday.

On Wednesday, fresh raids were carried out by the NIA at Singh's residences in Srinagar.

Singh was caught while transporting two militants, Naveed Babu and Rafi Ahmed, and a lawyer Irfan Ahmed in a vehicle to Jammu on January 11.

According to sources the two militants and the lawyer had plans to travel to Pakistan after reaching Jammu.

The case was transferred to the NIA after initial investigation by the Jammu and Kashmir Police.

Singh has been dismissed from the service and the Jammu and Kashmir administration on Monday forfeited the commendation medal and certificate awarded to him.
