President rejects mercy pleas: 3 to hang for mass murders, 1 for rape

New Delhi, Apr 5: President Pranab Mukherjee has rejected mercy petitions of three mass murderers and a rapist-killer confirming death sentences awarded to the convicts.

Uttar Pradesh's Gurmeet Singh, convicted of killing 13 members of a family, and Suresh and Ramji who were found guilty of killing five relatives over a property dispute, are among those whose clemency has been rejected.

Unlike his predecessor Pratibha Patil who saved four rapist-killers from the gallows, President Mukherjee took a more hard-nosed view in rejecting the mercy petition of Haryana rapist-murderer Dharampal who now faces a death sentence.

These three are among the five cases in which Mukherjee has rejected clemency pleas. Mukherjee has dismissed five mercy pleas while commuting death sentence to life term for two others.

According to information provided by the home ministry in response to an RTI application filed by Asian Centre for Human Rights (ACHR), Gurmeet Singh and Suresh and Ramji's clemency pleas were rejected with the ministry's judicial division's response dated March 28, 2013.

'Dharampal to be hanged in Ambala'

Meanwhile, Haryana jail authorities confirmed on Thursday that the mercy petition of Dharampal, a rape convict who murdered five members of the victim's family while out on parole in 1993, had been rejected by the President. His plea has been pending for 14 years. Haryana DGP (Prisons) Sharad Kumar said the hanging will be carried out in Ambala Jail.

Dharampal was charged with raping a girl in Sonepat in 1991 and was given a 10-year jail sentence in 1993. Shortly after being granted parole, he bludgeoned to death the girl's parents, a sister and two brothers while they were sleeping in their home.

Dharampal and his brother Nirmal were awarded death penalty for the murders in 1997. The sentence was upheld by the High Court a year later. However, in 1999, Supreme Court commuted Nirmal's death sentence to life imprisonment.

The longest pending case is that of Gurmeet Singh who killed 13 members of a family on August 17, 1986. The others cases are of Suresh and Ramji, also from UP, who were convicted for killing five members of brother's family.

Among the other cases that have been disposed off by the President are of Sonia, daughter of a former Haryana MLA, and her husband Sanjeev, who drugged and killed eight of her family in Hisar in 2001 including her parents.

Other cases relate to Sunder Singh from Uttarakhand is convicted for murder of five members of his brother's family on June 30, 1989, Jafar Ali from Uttar Pradesh who was convicted for killing wife and five daughters in 2002 and Praveen Kumar of Karnataka, convicted for killing four members of a family on February 23, 1994.

The President had earlier disposed off 8 death row convicts in 5 cases. He had rejected the mercy plea of 26/11 Mumbai attack terrorist Ajmal Kasab on November 5, 2012 and of Parliament attack convict Afzal Guru on February 3, 2013.

The President had also rejected the mercy petitions of Saibanna Ningappa Natikar (Karnataka: convicted for killing wife and daughter) and mercy petitions of slain brigand Veerappan's associates Gnanaprakash, Simon, 'Meesai' Madaian and Pilavendran, who were sentenced to death for killing 22 police personnel in 1993.

However, the mercy petition of Atbir (Delhi), who was convicted for murder of his step-mother, step-sister and step-brother over property, was commuted to life imprisonment by the President.

New Delhi, Feb 18: India emerged as the world's fifth-largest economy by overtaking the UK and France in 2019, says a report.

A US-based think tank World Population Review in its report said that India is developing into an open-market economy from its previous autarkic policies.

"India's economy is the fifth-largest in the world with a GDP of $2.94 trillion, overtaking the UK and France in 2019 to take the fifth spot," it said.

The size of the UK economy is $2.83 trillion and that of France is $2.71 trillion.

The report further said that in purchasing power parity (PPP) terms, India's GDP (PPP) is $10.51 trillion, exceeding that of Japan and Germany. Due to India's high population, India's GDP per capita is $2,170 (for comparison, the US is $62,794).

India's real GDP growth, however, it said is expected to weaken for the third straight year from 7.5 per cent to 5 per cent.

The report observed that India's economic liberalisation began in the early 1990s and included industrial deregulation, reduced control on foreign trade and investment, and privatisation of state-owned enterprises.

"These measures have helped India accelerate economic growth," it said.

India's service sector is the fast-growing sector in the world accounting for 60 per cent of the economy and 28 per of employment, the report said, adding that manufacturing and agriculture are two other significant sectors of the economy.

The US-based World Population Review is an independent organisation without any political affiliations.

New Delhi, Feb 3: In the third such incident inside of a week, two unidentified persons opened fire outside Gate No. 5 of Jamia Millia Islamia on Sunday night, the Jamia Coordination Committee (JCC) said.

A statement issued by the committee, a group comprising students and alumni of the university formed to protest against the Citizenship Amendment Act, said the attackers were on a red Rcooty.

No one was injured in the attack. One of the miscreants was wearing a red jacket, the statement said.

"Firing has taken place at Gate No.5 of Jamia Millia Islamia right now by two unidentified persons. As per report, one of them was wearing a red jacket and driving a red Scooty having vehicle no. 1532 or 1534," the statement said.

Police said they were verifying the JCC's claims.

Asim Mohammed Khan, former Congress MLA from Okhla, said the incident occurred around 11.30 pm. "We heard the gunshot. That is when we stepped out to see and the two men left on a Scooty," a student said.

"We have taken down the vehicle number and called police," he added.

This is the third firing incident in the Jamia Nagar area in a week.

On Thursday, a minor fired at anti-CAA protesters marching towards Rajghat, injuring a student.

Two days later, a 25-year-old fired two rounds in air in Shaheen Bagh in Jamia Nagar. No one was hurt in the incident.

The incident on Sunday night triggered panic in the area. A police vehicle had reached the spot after the incident but was chased away by angry students.

Hundreds of students and locals gathered outside the university.

Many raised slogans against the Delhi Police. They also staged a dharna outside the Jamia Nagar police station.

Shezad Ahmed, a JMI student and resident of Zakir Nagar, said they were not even allowed to protest peacefully.

"We are not going to be deterred by such incidents. We will continue with our protest," he added.

New Delhi, Feb 5: Taking on Delhi Chief Minister Arvind Kejriwal after Shaheen Bagh shooter Kapil Baisala was identified as an AAP worker by police, BJP chief J P Nadda on Tuesday said it exposed the party and Kejriwal who were playing with the country's security.

The Aam Aadmi Party hit back, questioning the police investigation.

In a series of tweets, Nadda said people of the country and Delhi today have seen the "dirty face" of AAP.

"For political longing, Kejriwal and his people even sold the security of the country. Earlier, Kejriwal used to insult the Army and advocate terrorists, but today relations with those who carry out their terrorist activities came to light," he said.

Nadda said he wanted to make it clear to Kejriwal that this country is bigger than any election, any government, and "this nation will not forgive those who play with its security. Kejriwal and his entire team have been exposed. The people of Delhi will give a befitting reply".

He claimed the entire country has seen "photos of Imam Hussain, the MLA and former minister of the Delhi government, with a radical terrorist organisation, PFI".

Days before Delhi goes to polls, police claimed that Baisala is a member of the Aam Aadmi Party. They said Baisala joined the party in early 2019 along with his father.

Police said it had photos of Baisala purportedly joining AAP along with his father Gaje Singh last year.

AAP's Rajya Sabha MP Sanjay Singh alleged that photos which were part of investigation were leaked to the BJP. He also said the party will approach the Election Commission to raise this issue, which has cropped up four days before the polling date.

"On whose instance, the police is giving statement? How did the photos which were part of the investigation reach the BJP? Before the news came out, Manoj Tiwari in the morning stated that the accused was from AAP. How did Manoj Tiwari get this news," Singh questioned in a press conference.

Union minister and BJP's in-charge for the Delhi polls, Prakash Javadekar, in a press conference alleged that "their (AAP's) designs are very clear from the beginning and they are trying every trick".

The whole conspiracy of AAP is to "divide society, cause fear in a community and create a vote bank," he charged.

Javadekar also claimed that photos of Baisala were recovered by police from his mobile phone although they were erased.

He also claimed that Baisala and his father were welcomed by Sanjay Singh at their joining of AAP.

"This proves AAP misleads youth and pushes them on the wrong path. AAP's strategy is to divide two communities, they want to instigate riots in Delhi," Javadekar alleged.

He further alleged that AAP leader Sanjay Singh had said violence would take place in Delhi. Their "conspiracy has been exposed by Delhi Police," he claimed.

"We condemn this politics of AAP," he said.

Javadekar also claimed this was "not an isolated incident" as AAP member Amanatullah Khan made a "very provocative speech" and the party supported Shaheen Bagh and did not give permission for the prosecution of members of the "tukde-tukde gang".

He hinted the BJP could approach the Election Commission against AAP over the issue.
