JPC draft triggers political storm

JPCNew Delhi, Apr 19: A political storm broke out today over the draft JPC report on 2G scam with former Telecom Minister A Raja claiming that all decisions were taken in consultation with Prime Minister Manmohan Singh and the BJP accusing panel chief P C Chacko of trying to save the government.

Chacko, however, sought to defend the draft report authored by him giving clean chit to the Prime Minister and Finance Minister P Chidambaram, saying it was based on the terms of reference which covered a ten-year period.

"We have to go in a chronological order...it is not that we are targeting one person or period," he said adding that Joint Parliamentary Committee (JPC) members should look at the draft on the basis of merit and not with a "political mind".

Raja, who has been charged in the draft report with misleading the Prime Minister on 2G spectrum issue, maintained he had done everything in consultation with Prime Minister Singh and would send a detailed note in his defence to the panel next week.

"I had done everything in consultation with the Prime Minister. After demitting office, I told everyone that whatever I did was in consultation with the Prime Minister.

"After I was arrested, I advanced the same argument in court and at the time of framing of charges, the same argument was forwarded. My stand has been very clear," he told reporters in Chennai.

BJP said the draft report was an effort to protect the Prime Minister.

"The draft report looks like a Congress document and not a JPC report in which there is an overpowering desire to save its leaders including the Prime Minister and the Finance Minister in the 2G scam," party leader Ravishankar Prasad said in Delhi.

Telecom Minister Kapil Sibal said the report is not yet finalised and requested the media and the opposition to refrain from speculation.

"The JPC report is yet to be finalised. JPC is going to meet, and once it is finalised, it shall be presented to Parliament. And that's the time we all shall debate it," Sibal said.

DMK chief M Karunanidhi took a dig at the draft JPC report saying, "How can one believe that a minister misled the Prime Minister?"

Asked whether he would give any advice to Raja on the issue, Karunanidhi told reporters in Chennai, "He was a minister of the department. I don't have to give him any advice that he doesn't know. Justice should be given in the right way."

Terming the leakage of the draft as a "gross breach of Parliamentary propriety", BJP said its contents appeared like Congress documents where attempts have been made to save its leaders including the Prime Minister.

"The media showed the JPC draft report on 2G scam extensively. This is a gross breach of Parliamentary propriety where any report draft is debated, discussed, amendments are moved in the formal meeting and thereafter views are taken," BJP's Ravishankar Prasad said.

Sibal said both media and the opposition should refrain from speculating and wait for "a proper debate" within and outside Parliament.

The minister said, "We are now committing the same mistake as we did in the past. Without the CAG submitting its report to Parliament, the opposition started protesting, newspapers started writing well in advance and leakages of the report made public discourse very difficult."

Responding to opposition's attack on the draft, JPC chief Chacko said, "The anger was anticipated."

He said the members should not examine the draft report with a "political mind" but go on the basis of merit.

He also said the draft was a "good job" as no other committee in the past decade has "done this much work".

New Delhi, Jan 22: The BJP on Wednesday cited statements of several opposition leaders to accuse them of "abusing" Hindus for their appeasement politics and referred to the Congress as "Muslim League Congress".

Seeking apologies from Congress president Sonia Gandhi and NCP chief Sharad Pawar, BJP spokesperson Sambit Patra said leaders of these parties have used the ongoing protests against the amended citizenship law to "abuse" Hindus.

Chavan has said in a public meeting that the Congress decided to join hands with the Shiv Sena to form government in Maharashtra as Muslims wanted the party to stop the BJP, Patra stated, claiming that it shows the opposition party has nothing to do with people belonging to other religions, including Hindus.

Patra also referred to a statement from an NCP leader to attack the opposition.

Asked about Congress leader Mallikarjun Kharge's reported jibe at the RSS for its "non-participation" in the freedom movement, the BJP leader shot back, asking if parents of Sonia Gandhi, who is of Italian origin, had fought in India's independence struggle.

The Indian National Congress, he said referring to the opposition party's full name, should be called "Muslim League Congress".

Dhaka, Jan 3: Bangladesh's paramilitary force chief said on Thursday that a total of 445 Bangladeshi nationals returned from India in last two months following the publication of the National Register of Citizens (NRC) by the Indian government.

Border Guard Bangladesh (BGB) Director General Maj Gen Md Shafeenul Islam disclosed the figure during a press briefing here.

"About 1,000 people were arrested in 2019 for illegal border crossings from India to Bangladesh, with 445 of them returning home in November and December," he said.

After verifying their identities through local representatives, BGB came to know that all the intruders are Bangladeshis, Islam said, adding that 253 cases were lodged against them for illegal trespass, while initial investigations found that at least three of them were human traffickers.

The BGB Director said the trespassing did not create any tension between the border forces of Bangladesh and India.

Last week, Islam visited India where he said that the creation of the NRC is completely an "internal affair" of India and the cooperation between the border guarding forces of the two countries is very good.

He said the BGB will continue to do its work of preventing illegal border crossings as per its mandate.

A BGB delegation, led by Islam, was on a bilateral visit to India to hold DG-level border talks with its counterparts, the Border Security Force (BSF).

The talks took place from December 26-29, during which a host of issues related to cross-border smuggling and activities of criminals and others along the 4,096-km-long front were discussed.

Responding to a question, Islam said, "No discussion was held at the conference over the (NRC) issue".

He said during the five-day talks held in New Delhi, the BGB demanded that the BSF should take effective steps to prevent killings of Bangladeshis on frontiers as casualty figures sharply rose in 2019.

"The number of border killings in 2019 was highest in the last four years. As per our calculation, the number of such unexpected deaths was 35," the BGB chief said.

However, the BSF estimate of the casualty figure is much lower than our calculation, he said.

Islam said the BSF is following the policy of maintaining maximum restraint and minimal use of force even after being attacked by "armed border offenders".

A statement issued by the BSF last month in New Delhi after the conclusion of the DG-level talks said, "On the concern of the BGB regarding the death of Bangladeshi nationals on borders, it was informed to them that a non-lethal weapon policy is strictly followed by BSF personnel on borders.

"Firing is resorted to only in self-defence, when BSF patrols are gheraoed and attacked by ‘dah’ (a sharp-edged weapon) etc. It was specified that the BSF does not discriminate between criminals based on nationality," it said.

New Delhi, Mar 25: The government is likely to agree an economic stimulus package of more than Rs 1.5 lakh crore ($19.6 billion) to fight a downturn in the country that is currently locked down to stem the spread of coronavirus, two sources familiar with the matter told news agency.
The government has not yet finalised the package and discussions are ongoing between Prime Minister Narendra Modi's office, the finance ministry, and Reserve Bank of India (RBI), said both the sources, who asked not to be named as the matter was still under discussion.

One of the sources, a senior government official, said the stimulus plan could be as large as Rs 2.3 lakh crore, but final numbers were still in discussion.

The package could be announced by the end of the week, both sources added.
