Pawan Kumar Bansal and Ashwani Kumar resign, BJP sharpens attack on delayed action

Pawan_Kumar_BansalNew Delhi, May 11: Law Minister Ashwani Kumar and Railway Minister Pawan Kumar Bansal have been asked to put in their papers, a decision that came on Friday evening, after Congress President Sonia Gandhi conveyed to Prime Minister Manmohan Singh that their continuation would further muddy the image of the party and the government.

As indicated by ET in a report on May 10, the Congress leadership axed the two ministers in a move seemingly aimed at dispelling the impression of shielding the embattled ministers and savouring the much needed political bounce from the party's election victory in Karnataka. Both Kumar, who faces the charge of brazenly intervening in the CBI's investigation into the coalfield allocation scandal, and Bansal, who is embroiled in a cash-for-jobs scam, appeared to run out of the prime minister's stout backing after the Congress president forced his hand. Gandhi's intervention came two days after the government chose to end Parliament's budget session ahead of schedule amid the demand of the Opposition to sack the two ministers before debating important bills such as the one on food security. The government had refused to give in to the demand even as the budget session turned out to be least productive ever due to the gridlock.

The party brass can now use the vacancy at the railway ministry to appease Karnataka leader Mallikarjun Kharge, who lost out to Siddaramaiah in the election to the post of chief ministership earlier on Friday, a senior Congress leader told ET. Kharge is currently handling the labour portfolio at the Centre.

The main opposition, Bharatiya Janata Party, sharpened its attack on the government, saying if Bansal and Kumar had resigned earlier, Parliament's time would not have been wasted. BJP spokesman Shahnawaz Hussain questioned the prime minister for allowing the two ministers "to continue for so long despite the SC rap on one and the CBI tightening its noose around other".

Hussain said the government should have heeded the advice of BJP's Sushma Swaraj. "The leader of opposition Sushma Swaraj had said that both ministers should resign and then Parliament can run. But two days before the session was to end, it was adjourned sine die. The Congress must have thought it would get some respite but the BJP will continue its fight outside Parliament," Hussain said.

The PM was believed to have had reservation on dropping the law minister in particular because while Bansal faced charges of financial impropriety, Kumar faced the rap in an exercise that also involved the

Prime Minister's Office and the coal ministry. Recent reports have alleged that Bansal presided over a ministry riddled with corruption. The CBI's investigations into the case have been pointing to the involvement of the minister's kin as well as officials in fixing important appointments.

On May 3, the CBI had arrested railway board member Mahesh Kumar for allegedly paying Rs 90 lakh as bribe for a posting in the Railway Board. The negotiations were allegedly done through the minister's nephew, Vijay Singla.

Hyderabad, May 19: Telangana Chief Minister K Chandrashekar Rao has hit out at the Narendra Modi-led NDA government over the fiscal stimulus package, accusing it of treating states like "beggars" and imposing "laughable" conditions for increasing borrowing limits under the FRBM Act.

"This is 'pure cheating. Betrayal. Jugglery of numbers. All gas. The Centre has reduced its own prestige," he said while referring to conditions linked to the increased borrowing limits for states under the Fiscal Responsibility and Budget Management (FRBM) Act.

Rao cited international journals that had commented on whether the Union Finance Minister's aim was to revive the GDP or to reach the Rs 20 lakh crore number (the stimulus package announced by Prime Minister Narendra Modi).

"This is a very cruel package. It is fully in a feudal policy and dictatorial attitude. We fully condemn this. This is not what we asked for," Rao, who had supported several measures taken by the Centre so far in the fight against coronavirus, said.

At a time when the finances of states were paralysed due to COVID-19 global pandemic, the state governments wanted funds to reach them so that they can help people in different forms, he said. "When we asked for it, you treat states like beggars, what did the Centre do? Is this the way reforms are implemented in India?" he asked during an interaction with media on Monday after a cabinet meeting.

For example, two per cent increase under the Fiscal Responsibility and Budget Management (FRBM) Act (about Rs 20,000 crore in Telangana) has been given.

But, the conditions put are "laughable" and "very nasty" though the loan was to be fully repaid by the state, he said.

Explaining the situation, Rao said Rs 2,500 crore would be given if reforms were implemented in power sector and Rs 2,500 crore would be allowed if reforms in market committees as suggested by the central government are accepted.

"Is this a package? What is this? This cannot be called a package. Very sorry.. This is not the policy to be followed in a federal system... Then what are the state governments for?" the Telangana Rashtra Samithi supremo asked and said they were also constitutional governments and not subordinates.

The CM said he felt anguished and the way the Centre was wielding control over states was against the spirit of federalism.

"Prime Minister ji said cooperative federalism. This has proved that it is totally hollow and bogus," he added.

The state, however, has already fulfilled certain conditions, he added.

On the occasion, Rao also outlined his government's certain policy guidelines for regulatory farming proposed to be implemented.

On the additional water proposed to be drawn by the neighbouring Andhra Pradesh from Srisailam project, he said there was no question of compromising on the states interests.

Flaying Opposition criticism against his government for allegedly failing to protect the state's interests, Rao said he had sought peaceful co-existence with all the neighbouring states.

Thrissur, Mar 23: Kerala police on Monday has booked a Catholic priest for violating the Covid-19 advisory against conducting Holy Mass in which more than 100 people attended.

Fr. Pauly Padayatti, vicar of Nithya Sahaya Matha (Mother of Perpetual Help) church at Koodapuzha near Chalakudy in Thrissur district has been arrested by the police.

Despite the strict restrictions of the health department and the Kerala Catholic Bishops Council (KCBC) to temporality suspend church services involving laity in churches, the vicar conducted the Holy Mass on Monday.

The police have also registered case against the devotees for violating the guidelines by attending the service.

The top church leadership including Cardinal Mar George Alencherry repeatedly urged the laity not to go to churches for Holy Mass or other services.

The faithful have been asked to participate in the online streaming of Holy Mass by bishops and priests and pray from their homes.

Aurangabad, Jan 29: Accusing Prime Minister Narendra Modi and Union Home Minister Amit Shah of creating a conflict between Hindu and Muslim communities in the country, former JNU student leader Kanhaiya Kumar has said the Citizenship (Amendment) Act (CAA) was adding fuel to the fire.

He was speaking at a rally held on Tuesday at Pathri in Parbhani district of Maharashtra against the CAA and the National Register of Citizens (NRC). It was organised by NCP MLC Abdullah Durrani.

"Modi and Shah used to create conflicts between Hindus and Muslims during the Gujarat elections. Now they are adopting the same strategy in the country," Kumar alleged.

Citizens should keep the religious conflicts aside and question the present government about unemployment and the poor state of the economy, he said.

"Through the CAA, the government is adding fuel to the fire, which is already raging in the country," he alleged.

When anyone questions the government about the problems existing in the country, it in turn asks him about his citizenship, the former JNUSU leader alleged.
