We will never know the exact number of dead: Uttarakhand CM

Uttarakhand_CMDehradun, Jun 30: The exact number of people dead or washed away may never be known, Uttarakhand Chief Minister Vijay Bahuguna said today as estimates of casualties in the worst natural disaster in the state run from several hundreds to several thousands.

"We will never know the exact number of those dead and the number of people who have been buried or washed away," he said in an interview.

State Assembly Speaker Govind Singh Kunjwal had stated yesterday that the number of those killed could breach the 10,000 mark but the Chief Minister had said the figure was incorrect.

"There are 500-600 bodies which are visible, not only in Kedarnath area, but also in the entire state," he said as Uttarakhand makes a difficult limp back to normalcy from the tragedy.

Bahuguna said as far as people from the state who are missing are concerned the district authorities will work on that. "For the victims of my state we will give the compensation and put them on fast track."

As for those who are from other states they should lodge complaints in their state, he said.

"If the states confirm to Uttarakhand that people from their states had come on pilgrimage here and that these number of pilgrims should be presumed to be dead and have not come back, we will accept their version and the compensation amount will be paid to respective chief secretaries for distribution to victims of the respective states," he said.

"There is a DIG rank officer (Mr. Gunjiyal) who is up there in Kedarnath and has been assigned the task of cremation of bodies. The process of cremation is on.

"The bodies which were lying on the streets (have been taken for cremation). A number of bodies are stuck in the buildings where they were living but for them (to be extricated) you require some machines. Some JCB machines are being made available," Bahuguna said.

Bahuguna said the Air Force and PWD were deciding on the design and make of JCBs which will be carried on choppers to these places.

"Bodies which are in Rambada no one can reach (them) but the question is what do we do to them so that the environment is not polluted. Some chemicals and powder have to be used."

Asked about the criticism over the response to the disaster, he said the response from the Army and the government was very prompt.

"There was no delay. Only because of bad weather and connectivity problem it took time for them to reach. But when they reached and the very fact that thousands were evacuated and in the last so many days more than a lakh people were evacuated without there being a law and order problem, the credit should go to the state government that there was no law and order problem."

He said there were more than 200 villages where there is no connectivity and these have to be rehabilitated. A survey is being conducted for this and experts will be consulted.

"Food will be sent to these villages. Work is in progress. We are dropping food so that these villages can sustain themselves for two months. Relief material is being parked at the district headquarters."

The Chief Minister said in a week's time mule paths will be made in all the locations so there can be some connectivity.

"No village will be left out where relief will not reach. That is our priority. It will take time as you cannot make metalled roads during monsoons.

"I don't agree with this that it is a man-made disaster. Calamities are not in our control. I cannot control tsunami, earthquake or cloudburst. What can I do in such a scenario is how can I save my people. Calamities are not under our control...what can be the plan, we can do scientifically (is being done)."

New Delhi, Feb 18: Election strategist-turned-politician Prashant Kishor on Tuesday questioned the Nitish Kumar government's development model, even as he sneered at the chief minister for making ideological compromises to stay in an alliance with the BJP.

Kishor, who has been vocal about his opposition to the Citizenship (Amendment) Act (CAA), said Kumar needs to spell out whether he is with the ideals of Mahatma Gandhi or those who support Nathu Ram Godse.

"Nitish ji has always said that he cannot leave the ideals of Gandhi, JP and Lohiya... At the same time, how can he be with the people who support the ideology of Godse? Both cannot go together. If you want to stay with the BJP, I don't have any problem with it but you cannot be on both sides," he said.

"There has been a lot of discussion between me and Nitish-ji on this. He has his thought process and I have mine. There have been differences between him and me that the ideologies of Godse and Gandhi cannot stand together. As the leader of the party you have to say which side you are on," he added.

In a direct assault on Kumar's model of governance, Kishor said Bihar was the poorest state in 2005 and continues to be so.

"There has been development in Bihar during the last 15 years, but the pace has not been as it should have," he added.

Kozhikode, Aug 8: A tailwind or crosswind could be the reason for the Air India Express flight mishap at Kozhikode international airport in Kerala, according to some aviation experts. 

Team of DGCA and AIE already reached the spot. With the death of the captain and co-pilot in the mishap, the investigation would be focusing mainly on the voice recorders and other technical aspects.

It is learnt that the ill-fated aircraft, IX 1344 with 190 onboard including crew, was initially planning to land on runway-28 of the airport. But later the pilot opted runway-10 which is toward the other direction. Pilots would be taking the decisions on the basis of inputs from ATC.

The questions now doing the rounds are what made the pilot opt runway-10 and whether the tabletop runway lacked adequate safety parameters.

An aviation expert, who didn't want to be quoted, said that Capt Deepak Sathe, who was commandeering the aircraft, was a well-experienced pilot and was also familiar with the terrains. Hence the chances of any error from his part was very unlikely. Hence a fair in-depth probe was required to find the exact cause.

Though the Kozhikode airport has an Instrument Landing System, it was of category-I for which pilot's visibility is very crucial toward a touchdown. Since it is a tabletop airport and rough weather prevailing in the region, the chances of tailwind was also high, said sources.

There had been safety concerns about the airport over quite some time. In 2011 aviation safety consultant captain Mohan Ranganathan reportedly gave a report citing the safety issues, especially the buffer zones at the end of the runway.

However, an AAI officer said that rectification steps were already done by last year by widening the Runway End Safety Area (RESA) from 90 metre to 240 metre. However, the length of the runway had to be reduced to 2,700 metre from 2,850. The AAI was also constantly pressing for increasing the runway length to 3,150 metres. But that was getting delayed due to land acquisition issues pending with the state government.

Jan 7: India’s monetary authority allowed banks to offer foreign-currency transactions outside of local market hours, a move aimed at boosting trading volumes at home.

Interbank deals, as well as those with customers in and outside India, can be undertaken by banks or their overseas branches and units at all times, the Reserve Bank of India said in a statement late Monday. It stopped short of saying whether the timing of the onshore over-the-counter market has been extended from the current 9 a.m. to 5 p.m.

The move is in line with recent recommendations to reverse the trend of the partially convertible rupee being traded more abroad than in India. London has overtaken Mumbai to become the top center for trading the rupee, adding to a sense of urgency among local authorities to deepen the onshore market.

Average daily volumes for rupee in the U.K. soared to $46.8 billion in April, a more than fivefold jump from $8.8 billion in 2016, according to a survey from the Bank for International Settlements published in September. That exceeded the $34.5 billion recorded in India.

Analysts say more trading abroad could amplify volatility in the domestic market and reduce the effectiveness of policy actions.

India’s decision comes as the London Stock Exchange Group Plc has started asking market participants if they want the bourse to function fewer hours, signaling it’s open to an argument driven by changing trading patterns and calls for a better work-life balance.
