Subsidised rice scheme to take off in State today

Rice_for_1rsBangalore, Jul 10: The Congress government is all set to roll out “Anna Bhagya Yojane,” its flagship scheme to supply rice at Re one per kg to below poverty line (BPL) families, on Wednesday, hoping that the Centre's food security ordinance would ease the burden of purchasing costly rice once it is implemented.

The scheme, the implementation of which was twice postponed due to non-availability of rice, is scheduled to be launched by Chief Minister Siddaramaiah at a public function organised at Freedom Park here. The government will provide 10 kg rice per person and a maximum of 30 kg to a family under the scheme.

As many as 98 lakh families, including 86.89 lakh BPL and 11.11 lakh Antodaya Anna Yojane (AYY) families, will benefit from the scheme. The government has discontinued providing rice to Above Poverty Line (APL)  families and decided to divert the rice meant for APL families to implement Anna Bagya Yojane.

The scheme requires a total of 2.84 lakh metric tonnes (MT) of rice every month. The Centre is providing 1.77 lakh MT, including those under BPL, APL and AYY quota. As a result, the government has decided to buy 107 lakh MT of rice from open market and other sources.

It has, however, bought only 28,000 MT of rice from the Chhattisgarh government at Rs 22.90 per kg for the month of July as it has some accumulated stock. The government will be participating in online trading through National Commodities and Derivatives Exchange Ltd (NCDX) from July 24 to procure rice. The estimated annual burden on the State exchequer due to the scheme is Rs 4,800 crore. But, once the Food Security Bill comes into effect, the burden will reduce.

The national food security ordinance promulgated recently by the President is most likely to ease the burden on the government. For, the Centre is likely to provide food grain to an estimated 93 lakh BPL families at Rs 3 per kg to the state government.

Speaking to reporters, Minister of State for Food and Civil Supplies Dinesh Gundu Rao said the state has sufficient stocks to implement the scheme this month. “At present, we have 2.78 lakh MT plus some buffer to last the entire month under the scheme,” he added.

On when the rice is likely to reach the consumers, the minister said that there will be no change in the delivery time. “We do not want to disturb the present delivery time as it requires the fair price shops to pick up the food grains from our taluk godowns, which in turn will receive the rice from our warehouses. The rice will be distributed as per the present time frame, between the 15th and 28th of each month,” he stated.

The government will soon ink a MoU with the Chhattisgarh government for procuring rice. And, the stock will come in next two months as there is no capping or time-frame for procuring it.

The minister also said a helpline will be launched for the consumers to register their complaints, if any.

It will make people dependent on State: H K Patil

Rural Development and Panchayat Raj Minister H K Patil said that the rice scheme would make rural people ‘dependents’ on the state largesse.

Speaking at an event at Raj Bhavan on Tuesday, Patil, a senior Congress leader, said:

“I have to vent my frustration somewhere and I believe that this is the right forum, in the presence of the Governor, to point out certain facts. When the government promises rice at Re one, provide free houses and doles out free land, we have to contemplate whether we are making the lives of people comfortable or dependent. We (State) need to concentrate on making rural people more self-reliant and ensure their sustainable growth.”

Mumbai, Feb 18: A group of citizens on Tuesday demanded a thorough inquiry into the death of special CBI judge Brijgopal Harkishan Loya in 2014.

The group has written a letter to Maharashtra Chief Minister Uddhav Thackeray, seeking a time-bound probe into the death of Loya.

Loya, who was hearing the high-profile Sohrabuddin Sheikh fake encounter case of Gujarat, died of a cardiac arrest in Nagpur on December 1, 2014, when he had gone to attend the wedding of a colleague's daughter.

Social activist Ashok Pai, addressing a press conference on behalf of the group, also demanded proper compensation for the judge's family, saying he was on an "official" tour.

Pai said on Tuesday he met NCP president Sharad Pawar, whose party is a key constituent of the Maha Vikas Aghadi (MVA) government in Maharashtra, and raised these demands with him.

Pawar assured to look into the demands, he said at the press conference at the Mumbai Marathi Patrakar Sangh.

"We have handed over a letter to Maharashtra Assembly speaker Nana Patole and dispatched a copy of the letter to Chief Minister Uddhav Thackeray (seeking a probe into Loya's death)," Pai said.

As the matter relates to "mysterious" death of a sitting judge of the CBI, all facts about it must be made public after a detailed and time-bound probe, Pai said.

The Loya death case had reached the Supreme Court.

The Supreme Court had held that Loya had died of "natural causes" and had rejected PILs seeking an SIT probe into the death, questioning their motive.

The SC had held that petitions were moved by political rivals to settle scores which was a serious attempt to scandalise the judiciary and obstruct the course of justice through a "frontal attack" on its independence.

New Delhi, Jul 23: Riding high on foreign investors buying stakes in Jio Platforms, Reliance Industries Ltd Chairman Mukesh Ambani became the world’s fifth-richest person Wednesday, edging past American investor Warren Buffett on the real-time ranking of billionaires by Forbes. With an estimated wealth of $75 billion, Ambani is only next to Facebook co-founder and CEO Mark Zuckerberg, whose wealth is pegged at $89 billion.

Buffet had slipped down the rankings after donating more than $37 billion of Berkshire Hathaway Inc. stock since 2006 to charity. Berkshire Hathaway’s stock performance has also underwhelmed recently.

Amazon founder and CEO Jeff Bezos still sits at top in the richest list, with a net worth of $185.8 billion. He is followed by Microsoft co-founder Bill Gates with net worth of $113.1 billion and luxury group LVMH Moet Hennessy Louis Vuitton’s chief Bernard Arnault, with a net worth of $112 billion. Facebook CEO Mark Zuckerberg is at the fourth position in the Forbes list.

Shares of Ambani’s conglomerate have more than doubled since a low in March as its digital unit got more than $15 billion in investments from companies including Facebook Inc, Silver Lake, Intel, and most recently, Google. The US tech giant has committed a capital infusion of Rs 33,737 crore for a 7.7 per cent stake on Jio Platforms.

The total investment from financial and strategic investors into Jio Platforms stands at Rs 1,52,056 crore. RIL has raised a total of Rs 2,12,809 crore through a rights issue, the combined investments in Jio Platforms and investment by BP.

During the Reliance AGM last week, Ambani had said RIL has made its net-debt free ahead of a March 2021 target due to recent investments. Ambani said Jio has designed and developed a complete 5G solution that’s ready for launch as soon as spectrum is made available next year.

Jio and Google have also entered into a commercial agreement to jointly develop an entry-level affordable smartphone with optimisations to the Android operating system and the Play Store, Ambani said.

RILs market value jumped to Rs 12.7 lakh crore or $170 billion on Monday, making it the 51st most valued company in the world. Between April 1 and July 13, RIL has gained $81 billion in market capitalisation and has climbed 47 places from being the 98th most valued company on April 1 to 51st most value company now.

The share price of RIL has risen by 120 per cent over the last four months for Rs 883 per share on March 23, 2020 to Rs 1,939 on Monday. Since April 22, when Facebook Inc announced an investment of Rs 43,574 crore in Jio Platforms for 9.99 per cent equity stake, Jio Platforms has announced investments by 12 other investors. The total investment by these 13 investors over the last 12-weeks amounted to Rs 118,318 crore.

New Delhi, Jan 31: The central government has decided that pensioners' life certificates will be collected from their doorstep, saving them from hassles of visiting pension disbursing banks.

The service will be charged an amount not exceeding Rs 60, according to a statement issued on Thursday by the Department of Pension and Pensioners' Welfare (DoPPW).

Every year a pensioner is required to give proof of him being alive to banks in order to ensure continued pension. These certificates can be submitted online or by visiting the bank.

"The department has taken a landmark step to make life easier for senior citizens to submit their annual life certificate for continued pension," it said.

Directions have been issued to all pension disbursing banks to send SMS or emails to all their pensioners on October 24, November 1, November 15 and November 25 every year reminding them to submit their annual life certificates by November 30, the statement said.

"The bank in addition will also ask such pensioners through SMS/email as to whether they are interested in submission of life certificate through a chargeable doorstep service, the charge not exceeding Rs 60, it said.

The department for stricter monitoring and in order to ensure that no pensioners are left out has also directed the banks to make an exception list on December 1 every year of those pensioners who fail to submit their life certificate and issue another SMS or email to them for submitting it.

The Central Pension Processing Cells (CPPC) of the pension disbursing banks shall now be duty bound to submit a report to the DoPPW in January, February and March.

The report will indicate the total number of pensioners who have not given their life certificate along with a breakup of the certificates submitted physically and through digital means, the statement said.

This is a landmark step from the side of the central government showing due care for pensioners, it said.

This step is in addition to the order issued in July last year, vide which all pensioners aged 80 years and above have been given an exclusive window to submit their life certificate w.e.f. 1st October every year instead of 1st November every year, the statement added.
