China for freeze on infra development on LAC, India to reject

New Delhi, Jul 10: China has proposed freezing of infrastructure development along the border under a new pact but it is set to be rejected by India which is in the process of building infrastructure along the Line of Actual Control (LAC).

kashmirChina has made the proposal as part of the Border Defence Cooperation Agreement (BDCA) which is under negotiation between the two countries, highly-placed sources told PTI here.

In the proposal, which is in the form of a paragraph in the BDCA, the Chinese side has said there should be a freeze on development of infrastructure in any 'disputed area', they said.

India is set to reject the proposal in its response expected to be conveyed to China by the end of this month, the sources said.

India is in the process of major infrastructure building exercise along the LAC and the Chinese proposal appears to be aimed at scuttling that.

The BDCA was proposed by China during the Defence Secretary-level talks earlier this year.

Sources said the proposed pact would be a "comprehensive" one encompassing some of the protocols and agreements signed by the two countries in the past.

The border pact is aimed at avoiding flare ups on the boundary between the two countries.

Other proposals made under the pact include non-tailing of troops if noticed during patrolling along the disputed Line of Actual Control and to not fire at each other under any condition.

India and China have held several discussions on the BDCA during the recent past but after incursion by Chinese troops in Ladakh region of Jammu and Kashmir in April, the movement on the proposed act has increased.

During Defence Minister A K Antony's recent visit to China, the two sides agreed to conclude negotiations on the pact at an early date.

After Antony's talks with Chinese leaders, the two sides agreed on a slew of confidence building measures, including having greater frequency of meetings at the border and increased exchange of visits of both young and senior armed forces officials.

India and China have also agreed to resume their Army-to-Army exercise to be held in China in October  this year in the Chengdu military region.

The two countries have also agreed to further strengthen the existing agreements and protocols between the two sides and emphasised the importance of enhancing mutual trust and understanding between the two militaries for maintaining peace and tranquility on the border.

New Delhi, May 28: The Crime Branch of the Delhi Police will file 12 chargesheets against 536 Tablighi Jamaat members from three countries, officials said on Thursday.

Till now, the police has already filed chargesheets against 374 foreigners from 32 countries.

The officials said the charges against the Tablighi Jamaat members pertain to violation of visa rules, government guidelines regarding the Epidemic Disease Act and acting negligently in a way that was likely to spread infection of disease dangerous to life.

The Tablighi Jamaat, a religious organisation in Nizamuddin in South Delhi, had allegedly organised a congregation in March in violation of mass gatherings.

The Tablighi Jamaat’s Nizamuddin Markaz (centre) had become a coroavirus hotspot in the national capital.

Prime Minister Narendra Modi is in Ayodhya to lay the foundation of the Ram temple. He participated in the bhoomi poojan rituals at the temple site and offered prayers. He will shortly lay the foundation of the temple with a sliver brick.

From Varanasi to Tamil Nadu, many devotees have sent gifts for the ceremony, like silver bricks and coins.

Special prayers were started on Monday and will culminate with the PM laying the foundation stone for the temple. The city has been decorated with paintings depicting scenes from the Ramayana. The Uttar Pradesh government has also made elaborate security arrangement for the event.

Apart from the state police, the NSG commandos have also been kept on stand-by. The invitations for the ceremony have been kept limited due to the coronavirus pandemic. Veteran BJP leaders LK Advani and Murli Manohar Joshi will witness the event from New Delhi via video-conferencing.

May 28: Congress President Sonia Gandhi on Thursday asked the central government to unlock its coffers and help the needy affected by the coronavirus-induced lockdown.

In a video message posted as part of the Congress' 'Speak Up India' campaign, she lamented that even though the country is passing through a serious economic crisis with loss of livelihood due to the pandemic and the lockdown, the central government has not heard the cries of pain and trauma of people.

"We again urge the Centre to unlock its coffers and help the needy. Put direct cash of Rs 7,500 per month in the account of every family for the next six months and provide Rs 10,000 immediately; ensure safe and free travel of labourers back home, employment opportunity and rations; and also increase the number of work days under MNREGA to 200 days to facilitate jobs in villages," Gandhi said.

"Instead of loans, provide financial relief to small and medium industry so that crores of jobs are saved and the country progresses," she said in her video message on the party's social media handles.
