IPL spot-fixing: BCCI probe panel illegal, Bombay HC says

Mumbai, Jul 30: In a severe blow to BCCI and its president-in-exile N Srinivasan, the Bombay high court on Tuesday held as "illegal and unconstitutional" the two-member probe panel set up by it to look into spot-fixing and betting charges in the IPL tournament. bcci

The high court order comes just two days after the probe panel submitted its report on July 28 giving a clean chit to Srinivasan, his son-in-law and owner of Chennai Super Kings team Gurunath Meiyappan and Raj Kundra, owner of Rajasthan Royals and husband of actress Shilpa Shetty.

A division bench of justices S J Vazifdar and M S Sonak was hearing a public interest litigation filed by Cricket Association of Bihar and its secretary Aditya Verma challenging the constitution of the two-member commission, set up by the (Board for Control of Cricket in India) BCCI and IPL Governing Council to probe allegations of betting and spot-fixing.

The bench, while allowing the PIL, said the constitution of the probe panel was "illegal and unconstitutional."

"We have succeeded and the court has accepted our contentions. It is now upto the BCCI to see what is to be done next," advocate Amit Naik, who appeared along with senior counsels Virendra Tulzapurkar and Birendra Saraf for the petitioner, said.

The petition alleged blatant bias by former BCCI president Srinivasan in the light of mounting allegations against himself and in constituting the probe panel as he is the vice-Chairman and Managing Director of India Cements Ltd, which owns the IPL team - Chennai Super Kings.

The PIL urged the court to direct BCCI to recall its order constituting the probe panel and instead the court shall form a panel of retired judges as it may deem fit to hold inquiry against Meiyappan, India Cements Ltd and Jaipur IPL Cricket Pvt Ltd with regard to their involvement in spot fixing and betting.

BCCI and Srinivasan, in their reply affidavits, termed the petition as "motivated and vested with personal interests."

Jan 18: Days after the arrest of Deputy SP Davinder Singh along with two Hizbul Mujahideen terrorists, Shiv Sena on Saturday questioned the role of police in the Kashmir Valley.

"Cross border infiltration is ongoing in Kashmir. But the police machinery is being used to help the terrorists in Kashmir to safely cross the border (to Pakistan) and a President's medal awarded Deputy SP was arrested for doing so. In Kashmir (it seems), the government is using the police for some other purposes, what will the country's Home Ministry say if somebody has a doubt in connection with the Pulwama attacks," Sena mouthpiece, Saamna, read.

This was in reference to the incident in which Jammu and Kashmir police intercepted a vehicle on Sunday and arrested DySP Davinder Singh along with two top Hizbul Mujahideen terrorists, who were travelling together.

The Sena mouthpiece asserted that the impact and acceptance of the Centre removing Article 370 should be visible "through the people" during the upcoming Republic Day celebrations.

"Jammu and Kashmir is now a Union Territory. It is being ruled by the Centre through President's Rule. The government had removed Article 370 in a historic decision...The joy and excitement in the people over the removal of 370 should be visible in the Republic Day celebrations this time. The tricolour should be seen flying over all houses in Kashmir, it is the least that can be expected," it added.

The Sena mouthpiece further said that with the arrest of terrorists in the recent days, it hoped that "Republic Day will be celebrated safely in Delhi, Jammu and Kashmir".

New Delhi, Jul 26: India reported a spike of 48,661 coronavirus cases in the last 24 hours, said the Union Ministry of Health and Family Welfare on Sunday.

The total COVID-19 positive cases stand at 13,85,522, including 4,67,882 active cases, 8,85,577 cured/discharged/migrated, it added.
With 705 deaths in the last 24 hours, the cumulative toll reached 32,063.

Maharashtra has reported 3,66,368 coronavirus cases, the highest among states and Union Territories in the country.

A total of 2,06,737 cases have been reported from Tamil Nadu till now, while Delhi has recorded a total of 1,29,531 coronavirus cases.

According to the Indian Council of Medical Research (ICMR), 4,42,263 samples were tested for coronavirus on Saturday and overall 1,62,91,331 samples have been tested so far.

Bhadohi, Feb 11: With just two days left for the State Budget Session, a widow from Uttar Pradesh''s Bhadohi district has accused BJP MLA Ravindranath Tripathi and six others of sexual harassment over the years, the police said.

The incident is likely to cause considerable embarrassment to the ruling Yogi Adityanath government.

Bhadohi Superintendent of Police (SP) Ram Badan Singh said: "The woman, whose husband died in 2007, met the BJP MLA Ravindranath Tripathi''s nephew in 2014. She said that she was physically exploited by him for many years on the pretext of marriage."

The complainant also said that the nephew then got her lodged in a Bhadohi hotel for about a month during the 2017 Uttar Pradesh Assembly elections, "where she was raped by the MLA and his other family members".

The case has been handed over to the Additional Superintendent of Police for further investigations.

A case is yet to be registered.

The Uttar Pradesh Budget Session starts from Thursday.
