Jairam blames ‘forcible acquisition’ for Naxal problem

Naxal_problemNew Delhi, Sep 8: Coming down heavily on PSUs for displacing tribals, Union Minister Jairam Ramesh on Sunday blamed their actions for growth of Naxalism in many areas and cautioned that the era of “forcible acquisition” was now over.

The Union Rural Development Minister said if the new Land Acquisition Act is implemented properly, it will put an end to “inhumane” displacement of tribals from forests and check Maoist menace.

“The record of public sector (PSUs) in displacements is worse than the record of the private sector. This is a sad truth... that more displacement has been caused by government and public sector projects than private sector projects...particularly in Naxal areas. And this is why Naxalism has grown in these areas,” the Minister said.

Mr. Ramesh slammed National Thermal Power Corporation for allegedly seeking police help for forcibly acquiring land in Keredari block of Jharkhand’s Hazaribagh district, where a villager agitating against land acquisition was shot dead two months ago.

He was addressing Hindi and regional media two days after Parliament passed the path-breaking ‘Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013’.

Criticising NTPC for the alleged forced acquisition, Ramesh said, “Companies must also learn to be sensitive, changing aspirations.”

“NTPC will face a challenge. If there is firing in an NTPC project and people get killed in that firing, they cannot acquire the land...Indian companies still believe that they can use government to forcibly acquire land. That era is gone. You cannot do forcible acquisition,” the Minister said when asked about the reported criticism by a top NTPC official of the new Land Acquisition legislation.

“If this (new) land acquisition law is properly implemented, it will defeat Naxalism,” he said, referring to incidents of “inhumane” displacement of tribals from forests for various public and private sector projects in mineral-rich states like Jharkhand, Odisha and Chhattisgarh.

The new law will be notified in three months.

Mr. Ramesh said, “Land Acquisition is the root of the Maoist issue. If you have a humane, sensitive and responsible land acquisition policy, lot of your problems relating to Naxalism would go. Tribals will be with you.

“It is a fact that many of the tribals have been displaced and they have not got proper compensation, they have not got rehabilitation and resettlement...particularly in mining of coal and irrigation projects,” he added.

Mr. Ramesh, the architect of the new Land Acquisition Bill, said the 119-year-old Land Acquisition Act, 1894, had a “very important role” in encouraging Maoist activities in Odisha, Chhattisgarh, Jharkhand, parts of tribal Maharashtra and tribal Andhra Pradesh.

When asked that 13 laws, including the Indian Railways Act, National Highways Act, Land Acquisition Mines Act and Coal Bearing Areas Acquisition and Development Act, under which bulk of the land acquisition takes place, are exempted from the purview of the Bill, the Minister said, “Within one year, all compensation, all rehabilitation and resettlement...all these Acts will come under the newly enacted legislation.”

Ahmedabad, Mar 15: Four Congress MLAs in Gujarat have tendered their resignation to Assembly Speaker Rajendra Trivedi ahead of the election to the four Rajya Sabha seats in the state to be held on March 26.

The four Congress legislators tendered their resignation on Saturday, which Trivedi has accepted.

Trivedi told this to PTI on Sunday.

He said he will announce the names of the legislators in the Legislative Assembly on Monday.

"Four Congress MLAs tendered their resignation to me on Saturday, and I will announce their names in the Assembly tomorrow," he said.

With this, the strength of the Congress party in the 182-member Gujarat Assembly has come down to 69 from 73.

The Congress had on Saturday shifted its 14 MLAs to Jaipur fearing horse-trading by the ruling BJP ahead of the Rajya Sabha polls.

The BJP has fielded Abhay Bhardwaj, Ramila Bara and Narhari Amin for the election.

Given its number in the Assembly, the ruling party can only win two seats unless it manages cross-voting from the opposition camp or ensures defection of Congress MLAs to win the third seat.

The Congress has fielded senior leaders Shaktisinh Gohil and Bharatsinh Solanki.

Ghaziabad, Jul 28: Days ahead of Eid-ul-Adha, Nand Kishore Gurjar, a BJP MLA from Loni assembly constituency in Ghaziabad, has stoked controversy as he asked people celebrating the festival to "sacrifice their children instead of animals" on the occasion. He also claimed that "meat spreads coronavirus" so people should not be allowed to sacrifice innocent animals.

"People who want to sacrifice on Eid should sacrifice their children. I will not let people consume meat and alcohol in Loni. We will not let people sacrifice innocent animals because meat spreads coronavirus," the BJP legislator said while speaking to reporters.

"The way people have followed the guidelines of the government by not offering prayers and namaz at temples and mosques to contain COVID-19, in the same way, they must not give the sacrifice of animals on this Eid," he added.

"Earlier, sacrifices of animals used to be done in Sanatan Dharam as well. However, now coconut is offered instead. I request the Muslim brothers not to give 'qurbani' of animals. We will stop those who will perform the ritual animal sacrifice. We will not let this happen in Loni," he said.

Jun 5: Underworld don Dawood Ibrahim and his wife Mahzabeen have tested positive for COVID-19, a top government source told CNN News 18. They were admitted to the Army Hospital in Karachi.

Some of Dawood's personal staff and guards have also been quarantined, the report said on Friday.

Dawood was the mastermind of the 1993 Mumbai blasts and is one of the most-wanted gangsters by India. He has allegedly been living in Pakistan but the neighbouring country has always refusing to accept it.

Earlier in the day, a senior diplomat of the American embassy in Pakistan has tested positive for the novel coronavirus, a media report said.

In a statement, the embassy's spokesman said that while maintaining the privacy, the name of the citizen would not be disclosed.

The US State Department is responsible to protect its citizens, wherever they are, the spokesman added. In coordination with the Pakistani authorities, the consulate is working to enforce the coronavirus protocol in order to stem its spread. The spokesman added that isolation wards, contact tracing and quarantine facility are part of such protocols.

Meanwhile, Pakistan has 89,249 COVID-19 cases and the death toll is 1,838.
