Army begins leaving Muzaffarnagar

Lucknow, Sep 17: Soldiers Tuesday started pulling out of Muzaffarnagar in Uttar Pradesh after being deployed there for the last one week following communal violence. army

"There is absolute calm and the district administration and police are in

complete control of the situation. Hence the army is being withdrawn," Additional Director General of Police Arun Kumar said.

"The process will be completed today," he added. Twenty-eight units of the army were requisitioned to assist the district administration after communal clashes erupted in Muzaffarnagar city, about 130 km from New Delhi, and the adjoining rural areas Sep 7-9.

More than 40 people were killed and scores injured in the violence, forcing the authorities to deploy the military for the first time in over two decades to quell communal clashes.

Police officer Kumar said it was time for the army to withdraw. Informed sources said that while it was decided earlier to pull out the army in phases, it was later felt that this would "unnecessarily create an atmosphere of tension.

"Hence, a decision was taken at the political level, paving way for the (full) pullout."

District Magistrate Kaushal Raj Sharma said the administration's focus was now to rehabilitate the people who fled their homes and have taken refuge in makeshift centres.

Officials will also distribute the financial compensation sanctioned by the state government for the riot victims.

Deputy Inspector General of Police Ashok Mutha Jain said special teams had been formed to catch people booked for their involvement in the riots.

Police said door-to-doors checks were still on in rural areas to nab the culprits and to seize weapons.

But despite official claims of normalcy returning to Muzaffarnagar, thousands have refused to return to their homes saying they felt unsafe in villages where they came under attack.

Prime Minister Manmohan Singh and Congress president Sonia Gandhi were confronted by hundreds of victims who said they were unwilling to go back to their homes for now.

In Wasi Kalan village where an Islamic seminary has been converted into a

relief camp, refugees told Manmohan Singh and Gandhi that they had little faith in the state government.

According to them, police were mute spectators when they were attacked and their houses burnt.

More than 43,000 people have taken refuge in 38 relief camps set up by the administration.

People say they want to resume normal life but are vary of stepping out of the camps.

Thiruvananthapuram, Apr 20: The Kerala health department has declared 88 local bodies including the corporation, municipality and panchayats, spread over 14 districts in the state as COVID-19 hotspots.

"The lockdown restrictions in these areas will be continued in the hotspots announced by the state health department," said state DGP Lokanath Behera in a statement.

"Hot spots are being announced based on COVID-19 positive cases, primary contacts and secondary contacts. As the outbreak of the disease increases, hot spots will be revised daily," said State Health Minister KK Shailaja.

However, the Minister said that a particular region will be excluded from the hot spot after a weekly data analysis.

District wise hot spots in the state - Thiruvananthapuram (3) including Thiruvananthapuram Corporation, Kollam (5), Alappuzha (3), Pathanamthitta (7), Kottayam District (1), Idukki (6), Ernakulam (2), Thrissur (3), Palakkad (4), Malappuram (13), Kozhikode (6), Wayanad (2), Kannur (19) and Kasaragod (14).

In Kerala, 400 people have detected positive for coronavirus, including 3 deaths, as per the Union Health Minister.

Indore, Aug 3: In a bizarre development, the Indore Bench of the Madhya Pradesh High Court has granted bail to an accused in a sexual harassment case on the condition that he will request the victim to tie a ‘rakhi’ on him with a promise to protect her “to the best of his ability for all times to come”.

Justice Rohit Arya on July 30 also ordered the man to pay Rs 11,000 to the complainant as a “customary ritual usually offered by brothers to sisters” on Raksha Bandhan and seek her blessings while visiting her with his wife and a box of sweets. “The applicant shall also tender Rs 5,000 to the son of the complainant for purchase of clothes and sweets,” the order said.

The court directed the accused to take photographs and receipts of payment made to the victim and her son, which should be filed through his lawyer for placing on record of the case before the Registry.

The victim, a resident of Ujjain district, had alleged that her neighbour, Vikram Bagri, entered her house and sexually harassed her on April 20. The police registered a case under Sections 452 (House-trespass after preparation for hurt, assault or wrongful restraint), 354 (A) (Sexual harassment and punishment for sexual harassment), 354 (Assault or criminal force to woman with intent to outrage her modesty), 323 (Punishment for voluntarily causing hurt) and 506 (Punishment for criminal intimidation) of the Indian Penal Code.

The order said the man, in jail for more than two months, was released on bail, on furnishing a personal bond of Rs 50,000 with “one solvent surety in the like amount to the satisfaction of the trial court, on the condition that he shall remain present before the court concerned during trial,” and comply with conditions under Section 437 (3) of CrPC, along with other conditions.

Amaravati, Mar 28: The state governments of Andhra Pradesh and Karnataka carried out a joint quarantine operation to help over a thousand migrant labourers from various districts of Andhra Pradesh.
The Andhra Pradesh administration received the information that 1,334 migrant labourers were trying to return to the state after obtaining passes from the Deputy Director of Fisheries in Mangalore, Karnataka.
The labourers, according to a press release by the Andhra Pradesh government, were headed towards the Nangili Toll Plaza in Kolar district, from where they would enter the state to return to their native places.
"The Chittoor Collector, Superintendent of Police and Sub-Collector rushed to the spot to coordinate with their counterparts from Kolar, Karnataka. The migrant workers were not permitted to enter AP due to the lockdown and the guidelines of the Union as well as state government," according to the release.
Instead, both the governments decided to initiate a joint quarantine operation in Kolar while taking precautionary measures to ensure that none of the labourers are carriers of the COVID-19 infection.
The Andhra government also reassured the Kolar administration that it will provide doctors, healthcare and all other facilities. It has also issued directions for logistical support, food, water, transport to take the labourers to quarantine facility, and medical team, consisting of 12 doctors, 22 supervisors and other staff, to be provided.
While the Prime Minister had imposed a nationwide lockdown, including the suspension of inter-state travel to prevent the spread of coronavirus, migrant workers and labourers around the country have started returning back to their native places fearing joblessness and cash crunch.
Andhra Pradesh as of Saturday 9:30 am, had 14 confirmed cases of coronavirus while Karnataka's count stood at 55, according to the Ministry of Health and Family Welfare.
