Thirty million people are slaves, half in India - survey

Indian_salvesLondon, Oct 17: 30 million people are enslaved worldwide, trafficked into brothels, forced into manual labour, victims of debt bondage or even born into servitude, a global index on modern slavery showed on Thursday.

Almost half are in India, where slavery ranges from bonded labour in quarries and kilns to commercial sex exploitation, although the scourge exists in all 162 countries surveyed by Walk Free, an Australian-based rights group.

Its estimate of 29.8 million slaves worldwide is higher than other attempts to quantify modern slavery. The International Labour Organisation estimates that almost 21 million people are victims of forced labour.

"Today some people are still being born into hereditary slavery, a staggering but harsh reality, particularly in parts of West Africa and South Asia," the report said.

"Other victims are captured or kidnapped before being sold or kept for exploitation, whether through 'marriage', unpaid labour on fishing boats, or as domestic workers. Others are tricked and lured into situations they cannot escape, with false promises of a good job or an education."

The Global Slavery Index 2013 defines slavery as the possession or control of people to deny freedom and exploit them for profit or sex, usually through violence, coercion or deception. The definition includes indentured servitude, forced marriage and the abduction of children to serve in wars.

According to the index, 10 countries alone account for three quarters of the world's slaves.

After India, China has the most with 2.9 million, followed by Pakistan (2.1 million), Nigeria (701,000), Ethiopia (651,000), Russia (516,000), Thailand (473,000), Democratic Republic of Congo (462,000), Myanmar (384,000) and Bangladesh

(343,000).

The index also ranks nations by prevalence of slavery per head of population. By this measure, Mauritania is worst, with almost 4 percent of its 3.8 million people enslaved. Estimates by other organisations put the level at up to 20 percent.

Chattel slavery is common in Mauritania, meaning that slave status is passed down through generations. "Owners" buy, sell, rent out or give away their slaves as gifts.

After Mauritania, slavery is most prevalent by population in Haiti, where a system of child labour known as "restavek" encourages poor families to send their children to wealthier acquaintances, where many end up exploited and abused.

Pakistan, India, Nepal, Moldova, Benin, Ivory Coast, Gambia and Gabon have the next highest prevalence rates.

At the other end of the scale, Iceland has the lowest estimated prevalence with fewer than 100 slaves.

Next best are Ireland, Britain, New Zealand, Switzerland, Sweden, Norway, Luxembourg, Finland and Denmark, although researchers said slave numbers in such wealthy countries were higher than previously thought.

"They've been allocating resources against this crime according to the tiny handful of cases that they've been aware of," said Kevin Bales, lead researcher and a professor at the Wilberforce Institute for the Study of Slavery and Emancipation at Hull University.

"Our estimates are telling them that the numbers of people in slavery - whether it's in Great Britain or Finland or wherever - in these richer countries actually tends to be about six to 10 times higher than they think it is."

Walk Free CEO Nick Grono said the annual index would serve as an important baseline for governments and activists in the anti-slavery fight.

"This kind of data hasn't been out there before," he said. "It's a multi-year effort, and next year we'll have a much better picture of where slavery is and what changes there are. If you can't measure it, you can't devise policy to address it."

Thiruvananthapuram, Apr 22: Eleven more people tested positive for COVID-19 in Kerala with totalpositive cases in the State touching 437on Wednesday.

Two house surgeonsof the Kozhikode Medical college are among those who have tested positive for the virus.

The two had travelled outside the state,Chief Minister Pinarayi Vijayan told reporters.

Kannur reported seven cases, Kozhikode two, while one case each was reported from the districts of Kottayam and Malappuram.

Only one person tested negative.

The state has 127 active cases and 29,000 people are under observation, including 346 in hospitals.

New Delhi, Jul 25: The Indian Air Force (IAF) has made key appointments in its different commands all across the country including formations that look after operations along the borders with China and Pakistan.

Air Marshal Vivek Ram Chaudhari has been appointed as the head of the Delhi-based Western Air Command (WAC) which looks after both the crucial borders, with China in Ladakh and all along Pakistan from Ladakh up to Bikaner in Rajasthan.

Chaudhari would be assuming charge of the new office on August 1, replacing Air Marshal B Suresh who is superannuating after a brief tenure of nine months there.

In the Shillong-based Eastern Command, incumbent Air Marshal RD Mathur would be moving to the Bangalore-based Training Command on October 1, he will be replaced by Air Marshal Amit Dev. The Eastern Command looks after the entire Northeastern region including the border with China from Sikkim to Arunachal Pradesh.

As per the new appointments issued on July 24, Kargil war gallantry awardee Air Marshal Dilip Kumar Patnaik would be taking over as the Senior Air Staff Officer (SASO) at the Prayagraj-based Central Air Command.

On October 1, the Air Force would also get a new in-charge of personnel in Air Marshal RJ Duckworth who is presently the SASO in the WAC.

Air Marshal Vikram Singh would be the next SASO of the WAC. Air Marshal J Chalapati-- the officer who had briefed the Supreme Court on the Rafale issue last year, would be the SASO of the Trivandrum-based Southern Air Command.

New Delhi, Feb 19: India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.

India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.

Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one.

"We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said.

From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel."

India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years.

"It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said.

State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers.

BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG.

Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020.

But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018.

The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra.

BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.

Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars.

The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI.

"We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe."

India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide.

Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001.

Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000.

The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91.

Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles.
