Speaker rejects resignation of 13 MPs

SpeakerNew Delhi, Oct 19: Lok Sabha Speaker Meira Kumar on Friday rejected resignations of 13 Seemandhra MPs, setting the stage for a confrontation when the Telangana Bill comes up for discussion in Parliament.

The Speaker said the resignations were “not voluntary or genuine” as they came in the wake of protests in the Rayalaseema and coastal Andhra regions following the Congress’ decision to carve out a separate Telangana state on July 30.

Some MPs insisted on submitting fresh resignations after receiving a letter from the Speaker’s office. “I will resign again,” S P Y Reddy, an MP from Nandyal, told Deccan Herald.

On Friday afternoon, each of the 13 MPs who quit in the first week of August, received a call from the Lok Sabha Secretariat stating that the Speaker had decided to reject their resignations under Article 101(3) of the Constitution and Rule 240 of the Rules of Procedure and Conduct of Business in the Lok Sabha.

Article 101(3) speaks about rejection of resignation if the Lok Sabha Speaker is “satisfied” that it is “not voluntary or genuine”. Rule 240 is also of a similar nature.

S P Y Reddy, G V Harsha Kumar, A Sai Prathap, Lagadapati Rajagopal, Sabbam Hari, Anantha Venkatarami Reddy, Aruna Kumar Vundavalli, Magunta Sreenivasulu Reddy, Bapi Raju Kanumuri and Rayapati Sambasiva Rao of the Congress, Y S Jagan Mohan Reddy and M Rajamohan Reddy of the YSR Congress (YSRC) and Konakalla Narayana of the Telugu Desam Party had resigned in protest against the bifurcation of Andhra Pradesh.

Lagadapati Rajagopal also moved the Delhi High Court, seeking a direction to the Speaker to accept his resignation. In his petition, Rajagopal said he resigned voluntarily. Citing Lok Sabha rules and provisions, Rajagopal argued that the Speaker had no authority to reject his resignation.

“The Speaker may have considered the pressure on public representatives to resign in the wake of the Telangana decision,” Aruna Kumar said.

Ayodhya, Jul 18: The Shri Ram Janmabhoomi Teertha Kshetra Trust has invited Prime Minister Narendra Modi to lay the foundation stone of a grand Ram Temple in Ayodhya either on August 3 or 5, both auspicious dates, said a spokesperson.

PM Modi had announced the formation of the Shri Ram Janmabhoomi Teertha Kshetra Trust on February 5.

Mahant Kamal Nayan Das, the spokesperson of Ram Mandir Trust president Nritya Gopal Das said, "We have suggested two auspicious dates -- August 3 and 5 -- for the prime minister's visit based on calculations of movements of stars and planets."

After a protracted legal tussle, the Supreme Court had on November 9 last year paved the way for the construction of a Ram Temple by a Trust at the disputed site in Ayodhya and directed the Centre to allot an alternative 5-acre plot to the Sunni Waqf Board for building a new mosque at a "prominent" place in the holy town in Uttar Pradesh.

Kolkata, Jan 12: Prime Minister Narendra Modi on Sunday announced that Kolkata Port Trust will be renamed as Syama Prasad Mukherjee Port.

Addressing the gathering at the inauguration of 150th anniversary celebrations of Kolkata Port Trust, he said: "I announce the renaming of the Kolkata Port Trust to Dr Shyama Prasad Mukherjee Port. He is a living legend who was a leader for development and fought on the forefront for the idea of One Nation, One Constitution."

"This port represents industrial, spiritual and self-sufficiency aspirations of India. Today, when the port is celebrating its 150th anniversary, it is our responsibility to make it a powerful symbol of New India," Modi said.

The Prime Minister said that the Bharatiya Jana Sangh founder had set the stone for industrialization in India. "Chittaranjan Locomotive Factory, Hindustan Aircraft Factory, Damodar Valley Corporation and several others saw active participation from him," he said.

The Prime Minister also felicitated the two oldest pensioners of the Kolkata Port Trust, Nagina Bhagat and Naresh Chandra Chakraborty.

Kozhikode, Aug 8: A tailwind or crosswind could be the reason for the Air India Express flight mishap at Kozhikode international airport in Kerala, according to some aviation experts. 

Team of DGCA and AIE already reached the spot. With the death of the captain and co-pilot in the mishap, the investigation would be focusing mainly on the voice recorders and other technical aspects.

It is learnt that the ill-fated aircraft, IX 1344 with 190 onboard including crew, was initially planning to land on runway-28 of the airport. But later the pilot opted runway-10 which is toward the other direction. Pilots would be taking the decisions on the basis of inputs from ATC.

The questions now doing the rounds are what made the pilot opt runway-10 and whether the tabletop runway lacked adequate safety parameters.

An aviation expert, who didn't want to be quoted, said that Capt Deepak Sathe, who was commandeering the aircraft, was a well-experienced pilot and was also familiar with the terrains. Hence the chances of any error from his part was very unlikely. Hence a fair in-depth probe was required to find the exact cause.

Though the Kozhikode airport has an Instrument Landing System, it was of category-I for which pilot's visibility is very crucial toward a touchdown. Since it is a tabletop airport and rough weather prevailing in the region, the chances of tailwind was also high, said sources.

There had been safety concerns about the airport over quite some time. In 2011 aviation safety consultant captain Mohan Ranganathan reportedly gave a report citing the safety issues, especially the buffer zones at the end of the runway.

However, an AAI officer said that rectification steps were already done by last year by widening the Runway End Safety Area (RESA) from 90 metre to 240 metre. However, the length of the runway had to be reduced to 2,700 metre from 2,850. The AAI was also constantly pressing for increasing the runway length to 3,150 metres. But that was getting delayed due to land acquisition issues pending with the state government.
