No time to renew your vehicle’s insurance? No worries: govt has time to impound and auction it!

Newsroom, Oct 6: If your vehicle’s insurance is expired, stay away from using it until you get the insurance renewed. Otherwise, you may lose your vehicle permanently in case you meet with an accident.

The Karnataka state government has introduced a new law to impound and auction uninsured vehicles if the owner fails to furnish proof of a third-party insurance policy in case of mishaps.

In a notification issued on Thursday, the state government prohibited courts from releasing motor vehicles involved in accidents and causing death, injury or damage to property if they do not have insurance against third party risks.

By inserting a new paragraph, “Rule 232G” in Karnataka Motor Vehicles Rules 1989, the government finally made its decision on the issue which was in the news for the past several years.

The third party insurance should be in the name of the registered owner. If the vehicle’s owner does not have such a policy or fails to produce insurance documents, then s/he can furnish “sufficient security to the satisfaction of the court to pay compensation that may be awarded” to the victim.

The new rule comes weeks after the Supreme Court asked all the states and Union territories to frame a rule whereby uninsured vehicles involved in fatal or non-fatal accidents would be auctioned and the sale proceeds, deposited with the Motor Accident Claim Tribunal (MACT) to compensate victims.

Under the Motor Vehicles Act, it is mandatory for all transport/non transport vehicles to carry a third party insurance policy so as to indemnify the victims/deceased family members in case of a road accident. But in several cases, the offending vehicles do not have a third-party insurance policy. As a result neither the owner of the vehicle nor the insurer offers to pay compensation, leaving the victim or his or her family without any remedy. The new law has addressed this issue.

Government vehicles are exempt from insurance. Section 146 of the Motor Vehicle Act states that there is no necessity for insurance against any third party loss if any vehicle is owned by the central government or a state government and used for official purposes, unconnected with any commercial enterprise. However, in the case of accident involving a government vehicle, the liability will be on the respective government to pay the compensation.

Bengaluru, Jan 26: BJP state president Nalin Kumar Kateel has been served with a court notice asking him to personally appear before the special court for people’s representatives on February 24, in connection with a defamation suit filed by Congress MLA Rizwan Arshad.

Rizwan had lodged the defamation suit against Kateel and state BJP social media chief after the party, in a tweet during the 2019 Lok Sabha election, alleged Rizwan’s involvement in the manufacture of fake voter identity cards.

Apart from Kateel, head of the party’s social media unit has also been asked to appear in person at the above court on February 24.

Thiruvananthapuram, Mar 20: One more person tested positive for coronavirus on Thursday, taking the total number of cases to 25, as the Left government announced a Rs 20,000 crore financial package to tide over the present crisis being faced by the southern state in the wake of the virus outbreak.

The multi-crore special package includes Rs 500 crore health package, Rs 2,000 crore loans and free ration.

The man who tested positive had returned from Dubai and hailed from the northern Kasaragod district, Chief Minister Pinarayi Vijayan told reporters after a COVID-19 review meeting.

He said 65 people were hospitalised on Thursday.

"At least 31,173 people are under surveillance, of whom 237 are in observation in hospitals across the state" he said.

Detailing the financial package, Vijayan said loans worth Rs 2,000 crore would be made available to needy families through all-women network 'Kudumbashree' during April-May.

Rural employment guarantee programmes worth Rs 1,000 crore each will be implemented in April-May, he said.

Social security pension of Rs 1,320 crore, to be given in April, would be distributed this month, he said, adding that 50 lakh people are benefited through the pension scheme.

Those belonging to the below poverty line (BPL) and Anthyodaya, who are not receiving social security pension, would be given Rs 1,000 each, for which Rs 100 crore would be earmarked.

Cutting across APL and BPL families, 10 kg free ration would be given and Rs 100 crore would be set apart for the purpose, he said.

A string of 1,000 low-cost hotels, providing food at Rs 20, would be opened across the state next month, the chief minister added.

The 'fitness' charges of autorickshaws and taxis and one month tax of stage and contract carriages would be waived, Vijayan said.

Mangaluru, July 28: In an unexpected development, the government of Karnataka has transferred Dakshina Kannada Deputy Commissioner Sindhu B Rupesh.

The development comes days after the IAS officer warned of legal action against those attacking cattle traders in the region.

Another IAS officer Dr Rajendra K V who was the CEO of Belagavi Zilla Panchayat, has been transferred and posted as the new Deputy Commissioner of Dakshina Kannada.

Dr Rajendra is a medical doctor graduated from Bapuji Medical College, Davangere. He had secured the 32nd rank in the civil services examination in 2013.

Sindhu B Rupesh had taken over as DK DC in September 2019.  Now, she is posted as the director, electronic delivery citizen services (EDCS), DP & AR (e governance) Bengaluru.
