Nuclear terrorism an international threat: Foreign secretary

New Delhi, Feb 8: Asserting that nuclear security remains a continuing concern, India today said terrorism, especially nuclear terrorism is an international threat that should not serve national strategy and pitched for a global response in this regard.

JaishankarForeign Secretary S Jaishankar, who was speaking at the Implementation and Assessment Group Meeting of Global Initiative to Combat Nuclear Terrorism, also hoped that the horrors of atomic power destruction would never be repeated as the negative consequences of atomic power cannot be overlooked.

"Events that have unfolded around us, more so in the past couple of decades, have highlighted that terrorism remains the most pervasive and serious challenge to international security. If access to nuclear technology changes State behaviour, it is only to be expected that it would also impact on non-state calculations.

"Nuclear security, therefore, will be a continuing concern, especially as terrorist groups and non-state actors strike deeper roots and explore different avenues to spread terror. Developing a comprehensive global response is the highest priority," he said.

Maintaining that nuclear energy will continue to play an important role in tackling challenges of inclusive growth and climate change, he said, "On the other hand, the negative consequences of atomic power also cannot be ignored. The world has witnessed the immense destructive power of the atom.

"We hope that such horrors will never be repeated and cannot overstate the importance of countries with nuclear weapons to be responsible."

Jaishankar also warned of the dangers of discriminating among terrorists -– good or bad or even yours and mine -- are increasingly recognised. "Terrorism is an international threat that should not serve national strategy. Nuclear terrorism even more so," he said.

During his address at the meeting, which is being attended by delegates from over 100 countries including the US, the UK, France and Pakistan, he also referred to the strong credentials of India, which is looking for a membership in Nuclear Suppliers Group (NSG), in promoting the peaceful use of nuclear energy.

Advocating a two-pronged strategy, Jaishankar said the first is to clamp down on terrorism in general and the second to restrict unauthorised access to nuclear technology and material.

"Responsible States provide political commitments to assure each other that they will protect nuclear material under their control from falling into the wrong hands... "However, political commitments alone cannot ensure the safety and security of nuclear material," the foreign secretary said while referring to several treaty instruments which provide a firm basis for translating broader political commitments into legally binding measures.

The treaties include the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and the Convention on the Physical Protection of Nuclear Material (CPPNM) and its Amendment, he said.

Talking about history of nuclear technology, he said, "The power of the atom is wondrous. It has benefited mankind in myriad ways. The scientific community has played a vital role in harnessing nuclear energy and radiological sources for societal needs. The ancient Indian philosopher and sage, Kanada, propounded the concept of 'atom' in the sixth century.

"Today, two-and-a-half millennia later, as a country possessing advanced nuclear technologies, India is at the forefront in promoting the peaceful use of nuclear energy. We have actively associated with and contributed to the IAEA and other multilateral forums dealing with all aspects of nuclear material."

Talking about international obligations adhered to by India, he said every year at the First Committee of the UN General Assembly, India co-sponsors a resolution on "measures to prevent terrorists from acquiring weapons of mass destruction" that has been adopted by consensus since 2002.

As a State Party to these instruments, India has demonstrated its faith in these instruments and believes that their universalisation is a global good, he said, adding effective implementation of the obligations under UN Security Council Resolutions 1540 and 1373 is another important pillar in the fight against terrorism and proliferation of weapons of mass destruction (WMD).

Stressing that Indian experts have contributed positively and substantively to the drafting of various documents and playbooks of the GICNT, Jaishankar said India remains committed to furthering the objectives of the global initiative.

"We have been contributing to the Nuclear Security Fund of the IAEA. India's Global Centre for Nuclear Energy Partnership (GCNEP) is available to interested States for training courses and capacity building programmes in the field of nuclear and radiological security," he said.

Observing that there are 13 instruments that are widely accepted as benchmarks for a State's commitment to combat terrorism, Jaishankar said, "What is more important is that adhering parties display the required sincerity to implement their commitment.

"The existence of a number of conventions and treaties dealing with nuclear terrorism underscores the fact that there is no one instrument that can deal with this issue in a holistic manner.

"The march of globalisation means that combating nuclear terrorism in isolation or as part of a small group is unlikely to yield the desired results," he said, adding in this the GICNT plays an important role as it works towards building worldwide communities of experts and practitioners in order to have a consistent and coherent approach towards the issue of nuclear terrorism.

He further said given its impressive membership of 86 partner countries and five international organisations, the GICNT is expected to play an important role in providing an effective international platform for consolidating and disseminating the technical expertise and best practices to respond to malicious acts by terrorists.

The Implementation and Assessment Group (IAG) and the other working groups of the GICNT, namely, Nuclear Detection Working Group (NDWG), Response and Mitigation Working Group (RMWG) and Nuclear and Forensics Working Group (NFWG) have established themselves as the drivers for taking forward the important work of the Global Initiative, Jaishankar said.

The membership of these groups represent the entire spectrum of relevant stakeholders -- the scientific community, law enforcement agencies, first responders to nuclear security events, prosecutors and the judicial fraternity and of course, key decision-makers from the diplomatic community, he said. He also hoped the Comprehensive Convention on International Terrorism which was proposed by India in 1996, would be adopted soon.

Wuhan, Feb 9: President Xi Jinping strode onstage before an adoring audience in the Great Hall of the People in Beijing less than three weeks ago, trumpeting his successes in steering China through a tumultuous year and promising "landmark" progress in 2020.

"Every single Chinese person, every member of the Chinese nation, should feel proud to live in this great era," he declared to applause on the day before the Lunar New Year holiday. "Our progress will not be halted by any storms and tempests."

Xi made no mention of a dangerous new coronavirus that had already taken tenacious hold in the country. As he spoke, the government was locking down Wuhan, a city of 11 million people, in a frantic attempt to stop the virus spreading from its epicenter.

The coronavirus epidemic, which has killed more than 800 people in China as of Sunday and sickened tens of thousands, comes as Xi has struggled with a host of other challenges: a slowing economy, huge protests in Hong Kong, an election in Taiwan that rebuffed Beijing and a protracted trade war with the United States.

Now Xi faces an accelerating health crisis that is also a political one: a profound test of the authoritarian system he has built around himself over the past seven years. As the Chinese government struggles to contain the virus amid rising public discontent with its performance, the changes that Xi has ushered in could make it difficult for him to escape blame.

"It’s a big shock to the legitimacy of the ruling party. I think it could be only second to the June 4 incident of 1989. It’s that big," said Rong Jian, a writer about politics in Beijing, referring to the armed crackdown on Tiananmen Square protesters that year.

"There’s no doubt about his control over power," he added, "but the manner of control and its consequences have hurt his legitimacy and reputation."

Xi himself has recognized what is at stake, calling the outbreak "a major test of China’s system and capacity for governance."

Yet as China’s battle with the coronavirus intensified, Xi put the country’s No. 2 leader, Li Keqiang, in charge of a leadership group handling the emergency, effectively turning him into the public face of the government’s response. It was Li Keqiang who traveled to Wuhan to visit doctors.

Xi, by contrast, receded from public view for several days. That was not without precedent, though it stood out in this crisis, after previous Chinese leaders had used times of disaster to try to show a more common touch. State television and newspapers almost always lead with fawning coverage of Xi’s every move.

That retreat from the spotlight, some analysts said, signaled an effort by Xi to insulate himself from a campaign that may falter and draw public ire. Yet Xi has consolidated power, sidelining or eliminating rivals, so there are few people left to blame when something goes wrong.

"Politically, I think he is discovering that having total dictatorial power has a downside, which is that when things go wrong or have a high risk of going wrong, then you also have to bear all the responsibility," said Victor Shih, an associate professor at the University of California San Diego who studies Chinese politics.

Much of the country’s population has been told to stay at home, factories remain closed, and airlines have cut service. Experts warn that the coronavirus could slam the economy if not swiftly contained.

The government is also having trouble controlling the narrative. Xi now faces unusually sharp public discontent that even China’s rigorous censorship apparatus has been unable to stifle entirely.

The death of an ophthalmologist in Wuhan, Dr. Li Wenliang, who was censured for warning his medical school classmates of the spread of a dangerous new disease in December, has unleashed a torrent of pent-up public grief and rage over the government’s handling of the crisis. Chinese academics have launched at least two petitions in the wake of Li’s death, each calling for freedom of speech.

State media still portray Xi as ultimately in control, and there’s no sign that he faces a serious challenge from within the party leadership. The crisis, though, has already tainted China’s image as an emerging superpower — efficient, stable and strong — that could eventually rival the United States.

How much the crisis might erode Xi’s political standing remains to be seen, but it could weaken his position in the long run as he prepares to take a likely third term as Communist Party general secretary in 2022.

In 2018, Xi won approval to remove the constitutional limits on his term as the country’s president, making his plan for another five-year term seem all but certain.

If Xi comes out of this crisis politically insecure, the consequences are unpredictable. He may become more open to compromise within the party elite. Or he may double down on the imperious ways that have made him China’s most powerful leader in generations.

"Xi’s grip on power is not light," said Jude Blanchette, the Freeman Chair in China Studies at the Center for Strategic and International Studies.

"While the ham-fisted response to this crisis undoubtedly adds a further blemish to Xi’s tenure in office," Blanchette added, "the logistics of organizing a leadership challenge against him remain formidable."

In recent days, despite a dearth of public appearances, state media have portrayed Xi as a tireless commander-in-chief. This week they began calling the government’s fight against the virus the "people’s war," a phrase used in the official readout of Xi’s telephone call with President Donald Trump on Friday.

There are increasing signs that the propaganda this time is proving less than persuasive.

The Lunar New Year reception in Beijing where Xi spoke became a source of popular anger, a symbol of a government slow to respond to the suffering in Wuhan. Xi and other leaders appear to have been caught off guard by the ferocity of the epidemic.

Senior officials would almost certainly have been informed of the emerging crisis by the time national health authorities told the World Health Organization on Dec. 31, but neither Xi nor other officials in Beijing informed the public.

Xi’s first acknowledgment of the epidemic came Jan. 20, when brief instructions were issued under his name. His first public appearance after the lockdown of Wuhan on Jan. 23 came two days later, when he presided over a meeting of the Communist Party’s top body, the Politburo Standing Committee, which was shown at length on Chinese television. "We’re sure to be able to win in this battle," he proclaimed.

Back then, the death toll was 106. As it rose, Xi allowed other officials to take on more visible roles. Xi’s only appearances have been meeting foreign visitors in the Great Hall of the People or presiding over Communist Party meetings.

On Jan. 28, Xi met with the executive director of the World Health Organization, Dr. Tedros Adhanom Ghebreyesus, and told Tedros that he "personally directed" the government’s response. Later reports in state media omitted the phrase, saying instead that Xi’s government was "collectively directing" the response.

Since nothing about how Xi is portrayed in state media happens by accident, the tweak suggested a deliberate effort to emphasize shared responsibility.

Xi did not appear on official broadcasts again for a week — until a highly scripted meeting Wednesday with the authoritarian leader of Cambodia, Hun Sen.

There is little evidence that Xi has given up power behind the scenes. Li Keqiang, the premier in formal charge of the leadership group for the crisis, and other officials have said that they take their orders from Xi. The group is filled with officials who work closely under Xi, and its directives emphasize his authority.

"The way the epidemic is being handled now from the top just doesn’t fit with the argument that there’s been a clear shift toward more collective, consultative leadership," said Holly Snape, a British Academy Fellow at the University of Glasgow who studies Chinese politics.

The scale of discontent and the potential challenges for Xi could be measured by repeated references online to the nuclear accident at Chernobyl. Many of them came under the guise of viewer reviews of the popular television miniseries of the same name, which is still available for streaming inside China.

"In any era, any country, it’s the same. Cover everything up," one reviewer wrote.

The Soviet Union of 1986, however, was a different country than China in 2020.

The Soviet state was foundering when Chernobyl happened, said Sergey Radchenko, a professor of international relations at Cardiff University in Wales who has written extensively on Soviet and Chinese politics.

"The Chinese authorities, by contrast, are demonstrating an ability to cope, a willingness to take unprecedented measures — logistical feats that may actually increase the regime’s legitimacy," he added.

Radchenko compared Xi’s actions to those of previous leaders in moments of crisis: Mao Zedong after the Cultural Revolution or Deng Xiaoping after the Tiananmen Square crackdown.

"He’s doing what Mao and Deng would have done in similar circumstances: stepping back into the shadows while remaining firmly in charge."

Washington, Apr 28: After nearly three weeks in an intensive care unit in Los Angeles, doctors treating 41-year-old Broadway actor Nick Cordero for COVID-19 were forced to amputate his right leg.

The flow of blood had been impeded by a blood clot: yet another dangerous complication of the disease that has been bubbling up in frontline reports from China, Europe and the United States.

To be sure, so-called "thrombotic events" occur for a variety of reasons among intensive care patients, but the rates among COVID-19 patients are far higher than would be otherwise expected.

"I have had 40-year-olds in my ICU who have clots in their fingers that look like they'll lose the finger, but there's no other reason to lose the finger than the virus," Shari Brosnahan, a critical care doctor at NYU Langone said.

One of these patients is suffering from a lack of blood flow to both feet and both hands, and she predicts an amputation may be necessary, or the blood vessels may get so damaged that an extremity could drop off by itself.

Blood clots aren't just dangerous for our limbs, but can make their way to the lungs, heart or brain, where they may cause lethal pulmonary embolisms, heart attacks, and strokes.

A recent paper from the Netherlands in the journal Thrombosis Research found that 31 percent of 184 patients suffered thrombotic complications, a figure that the researchers called "remarkably high" -- even if extreme consequences like amputation are rare.

Behnood Bikdeli, a doctor at New York-Presbyterian Hospital, assembled an international consortium of experts to study the issue. Their findings were published in the Journal of The American College of Cardiology.

The experts found the risks were so great that COVID-19 patients "may need to receive blood thinners, preventively, prophylactically," even before imaging tests are ordered, said Bikdeli.

What exactly is causing it? The reasons aren't fully understood, but he offered several possible explanations.

People with severe forms of COVID-19 often have underlying medical conditions like heart or lung disease -- which are themselves linked to higher rates of clotting.

Next, being in intensive care makes a person likelier to develop a clot because they are staying still for so long. That's why for example people are encouraged to stretch and move around on long haul flights.

It's also now clear the COVID-19 illness is associated with an abnormal immune reaction called "cytokine storm" -- and some research has indicated this too is linked to higher rates of clotting.

There could also be something about the virus itself that is causing coagulation, which has some precedent in other viral illnesses.

A paper in the journal The Lancet last week showed that the virus can infect the inner cell layer of organs and of blood vessels, called the endothelium. This, in theory, could interfere with the clotting process.

According to Brosnahan, while thinners like Heparin are effective in some patients, they don't work for all patients because the clots are at times too small.

"There are too many microclots," she said. "We're not sure exactly where they are."

Autopsies have in fact shown some people's lungs filled with hundreds of microclots.

The arrival of a new mystery however helps solve a slightly older one.

Cecilia Mirant-Borde, an intensive care doctor at a military veterans hospital in Manhattan, told AFP that lungs filled with microclots helped explain why ventilators work poorly for patients with low blood oxygen.

Earlier in the pandemic doctors were treating these patients according to protocols developed for acute respiratory distress syndrome, sometimes known as "wet lung."

But in some cases, "it's not because the lungs are occupied with water" -- rather, it's that the microclotting is blocking circulation and blood is leaving the lungs with less oxygen than it should.

It has just been a little under five months since the virus emerged in Wuhan, China, and researchers are learning more about its impact every day.

"While we react surprised, we shouldn't be as surprised as we were. Viruses tend to do weird things," said Brosnahan.

While the dizzying array of complications may seem daunting, "it's possible there'll be one or a couple of unifying mechanisms that describe how this damage happens," she said.

"It's possible it's all the same thing, and that there'll be the same solution."
