One Year of Modi Sarkar: Hate Speech Galore

The coming to power of Narendra Modi in a way gave an open license to all the affiliates of RSS combine to indulge in open hate speech against the religious minorities. The current agenda behind the hate speech is to consolidate the communal polarization of the society along lines of religion. The well known case of MIM’s Akarbar Uddudin Owaisis’ hate speech has been despicable and very rightly Akbarudin Owaisi had to be in jail for some time. The case against him should be pursued and the legal course of action must befollowed. At the same time what about the hate speech indulged in by the likes of Pravin Togadia, Subramaniam Swami, Giriraj Singh, Sadhvi Niranjan Jyoti, Sadhvi Prachi, Sakshi Mahraraj, Yogi Adityanth, Sanjay Raut and company?sakshi maharaj modi

Apart from these associates of Hindu right wing patriarch, RSS, who are reported in the media, there are many more indulging in the divisive speech and worsening the communal situation. During this year they have started feeling emboldened as they know it is ‘their’ Government and they can get away with it. Day in and day out they are becoming more aggressive and vicious in their language. The hate speech against religious minorities has been stepped up.

One recalls even before Modi Sarkar assumed the seat of power the divisive activities of ‘BJP associates’ in the form of propaganda of love jihad and Ghar Vapasi were on, and they continued without any respite during this year. Soon after this Government came to power in Pune, Mohsin Sheikh, a person working in IT was hacked to death by activists of Hindu Jagran Sena, in the aftermath of morphed pictures of Bal Thackeray and Shivaji being posted on the social media. The attack on Churches was very glaring and the process which was dominant in Delhi and Haryana was also witnessed in places like Panvel near Mumbai, Agra in UP amongst other places.

Sakshi Maharaj not only said that Godse was a patriot; he also went on to say that Hindu women should produce four children, as Muslims are overtaking the population. Sadhvi Prachi went to prescribe eight children for Hindu women. She also gave a call that the Muslim film actors, Aamir Khan, Shahrukh Khan and Salman Khan should be boycotted. Pravin Togadia has been the leading person in making hate speeches; he has the highest number of cases regarding hate speech against him. Yogi Adityanath, BJP’s MP keeps making very derogatory remarks, He said that in ‘love jihad’ if one Hindu girl is converted then 100 Muslim girls should be converted to Hinduism. The propaganda around love jihad keeps simmering and various small and big leaders keep using it to divide the society. Same Yogi went on to say that Mosques should be converted into den of pigs and that Muslims should not be allowed to come to Hindu holy places.

Two central ministers of Modi Sarkar, Sadhvi Niranjan Jyoti and Giriaj Singh made very insulting and humiliating remarks about non Hindus and the color of skin of UPA chief Sonia Gandhi. Niranjan Jyoti stated that all those who are non Hindus are illegitimate, Haramzade. Giriraj Singh had earlier said that those not voting for Modi should go to Pakistan. Interestingly he said this before the elections and despite such a record he was elevated to the level of minister in the Modi sarkar. He made racial comments about Sonia Gandhi recently. Sakshi Mahraj also held Godse as a patriot, while his another party colleague from Kerala, one Gopal Krishnan wrote in RSS mouth piece Keasri that Godse chose a wrong target in killing Gandhi, he should have killed Nehru instead. Subramaniam Swamy, one of the very senior leaders of BJP, said that God lives in temples alone, not in mosques and Churches, The hidden implication of this statement is fraught with danger. These are few of the samples from what all has been stated during this year. Its impact in increasing the sense of fear amongst religious minorities is more than obvious. BJP ally Shiv Sena’s MP Sanjay Raut went to the extent of demanding that the voting rights of Muslims should be revoked.

As such one realizes that ‘Hate speech’ is the outcome of the politics of divisiveness, it is the concentrated expression of the ‘social common sense’ prevailing in the society, it is the forth right and blunt way of putting things, which communal parties propagate anyway. It is not out of the blue that these formulations suddenly crop up, their infrastructure, the base of these has already been made by a section of political outfits.

Also ‘Hate Speech’ in case of India is an accompaniment of the politics in the name of religion and language, and also many times it precedes the violence or helps in polarization of communities for electoral benefits. While BJP was on the upswing during Ram Temple campaign; one recalls that Sadhvi Ritambhara, was propped up for pravachans (religious discourses) by RSS combine. She was bluntly talking anti minority things, duly endorsed by communal political organizations. This took place around the Babri demolition period.

One has been hearing similar things from many a sadhus of VHP, small and sundry members of communal gang, some Muslim communalists and the ilk of Togadia. There has been a more sophisticated presentation of the similar formulations by many others. Modi, in his initial rise to power talked divisive language, but kept changing the form in a very subtle way to suit the needs of his political strategy. When he said that post Gujarat refugee camps should be shut down as they have become factories of production of children, he was reinforcing the propaganda about Muslims having more number of children.

In the wake of Mumbai riots Bal Thackeray had indulged in Hate speech, inciting his Shiv Sainiks to undertake violence. He also got away with it due to clever way of putting his vitriol and due to the lack of adequate laws which can distinguish the Hate speech from freedom of expression, which can distinguish between one’s political opinion and painting the ‘other’ community in a negative light. Incidentally it is important to distinguish between criticizing a community and criticizing a political organization. While political organizations can and must be criticized, communities should not be humiliated or insulted. Also no political organization can be synonymous with the religious community, whatever its claims.

It is not only disturbing but totally against the values of our democratic society that such ‘hate other’ ideology and speeches have become the weapon in the hands of a type of politics, which thrives on exclusion, which identifies a particular religious community as synonymous with the nation state. Again this ‘hate speech’ is the language of a section of those who thrive on identity politics far away from the real issues of the society.

As such Hate speech in India entered the political arena with the rise of communal streams in politics, like Muslim League on one side and Hindu Mahasabha and RSS on the other. These streams believed in the nation based on one religious community. These streams came from the sections of earlier rulers, landlords, Nawabas and Rajas etc. The ideology of religion based nationalism is narrow and it excludes ‘other’ from its notion of nationhood. These beliefs then get converted into Hate other, and later turn in to ‘Hate speech’. This did form the basis of many a communal violence in pre independence era and also during the last two decades. Varun Gandhi, allegedly said ‘he will cut the hands’, is a BJP MP.

In this atmosphere once a while the BJP spokespersons will say that the view expressed by the particular leader are ‘personal’ and stop at that. For BJP another escape clause is that its associated organizations like VHP, Vanvasi Kalyan Ashram and Bajrang Dal are formally different organizations though they are also part of RSS controlled Sangh Parivar. They all are working in tandem with BJP for actualization of agenda of Hindu Rashtra. So while BJP is not directly responsible for their actions, the direction of the actions is the same. Many a people call these organizations as fringe elements, while as a matter of fact there is a division of labor between these organizations. These have become more aggressive during this time. And surely after the Modi Sarkar coming to power their vitriol has become more intense

Forthcoming Census and RSS campaign

Currently massive protests are going on against NPR, NCR and CAA. At the same time we are going to begin the process of decadal census in 2021. Already RSS is active in promoting NPR, NCR and CAA. At the same time RSS wants that Adivasis should register themselves as Hindus rather than ticking the column of ‘Others’. As per their spokesperson in the 2011 census many Adivasis groups ticked that column because of which the population of Hindus came down to by 0.7 percent point to come down to 79.8 %. This has sent signals to this Hindu nationalist organization and is planning to ensures that Adivasis tick the column of Hindus in this census.

As such RSS has a very clever attitude in defining the term Hindu. The first formulation was by Savakakar who said that all those who regard the land east of Indus as their Holy land and Father land are Hindus. This left out Muslims and Christians, and brought all others in the ambit of Hindu fold. From the decade of 1980s due to electoral compulsions they have been trying to articulate that all those who are living in India are Hindus. Murli Manohar Joshi stated that Muslims are Ahmadiya Hindus and Christians are Christi Hindus. Recently there was a controversy when they restated that Sikhs are not a separate religion but are a sect of Hinduism. Many Sikh organizations stood up to say that Sikhism is a religion by itself and recalled the book of Kahan Singh Nabha, “Hum Hindu Nahin”

As far as Adivasis are concerned in contrast to what is being planned by Hindu nationalist RSS, many Adivasis groups have been meeting from last couple of years to demand just the contrary. As per them there should be a column where they can tick their identity of Adivasis.  There are active campaigns among Adivasis groups to uphold their Adivasi identity in Census. As per them in the first census which was conducted in Independent India, the column, Aborigines, was there, which was later removed forcing them to club themselves with other religions.

After 1951 in addition to Hindu, Muslim, Sikh, Christian, Jain and Buddha, the column ‘others’ was also there which was removed in 2011. Even during British period if you look at the censuses of the British era (from 1871 to 1931); there was provision for tribes to choose Aborigine as an option. There are nearly 83 religious practices being followed by Adivasis. Few major of these are Sarna, Gondi, Punem, Adi, and Koya. What they share in common is that they are animists, worship nature and spirit of ancestors; do not have priestly class or Holy Scriptures and Gods and Goddesses characteristic of the broad Hindu pantheon.

RSS as per its political agenda of Hindu Nation regards them as Vanvasi. They pontificate that they have been part of Hindu society who were driven away to forests to escape the forcible conversion being done by the Muslim invaders. This concoction is contrary to the interpretations based on the studies from population genetics. The Hindu nationalist argues that Aryans have been the original inhabitants of the country from where they spread to other parts of the World. The book by Tony Joseph, ‘Early Indians’ tells us that away from the race theory, we are all mixed up. The first inhabitants in our land were the ones who emigrated from South Asia over Sixty thousand years ago.

The Indo-Aryans came here nearly three thousand years ago and they pushed the aborigines to the forests and hills and that’s what constitutes the Adivasi community of India.

Hindu Nationalists like all the nationalists who construct their nationalism around their religion claim to be the most original inhabitants of the land, and their interpretations of past are molded according to that. RSS right from beginning has not been using the word Adivasi, it calls them Vanvasi. As per its agenda it wants them to be part of Hindu fold, despite Adivasis themselves saying that they are not Hindus, they have beliefs and practices which are far away from Hinduism in whatever form.

To enhance its political reach from the decades of 1980s in particular its work in Adivasis areas has been intensified. While ‘Vanvasis Kalyan Ashram’, part of RSS Combine which was formed much earlier, it was in the decades of 1980s that their work was jacked up by sending more Pracharaks in Adivasi areas. We see that in Gujarat, Dangs and nearby area, Swami Aseemanand, in MP, centered around Jhabua-the followers of Asaram Bapu and in Orissa Swami Laxmananad stationed them. They saw Christian missionaries working in the field of education and health as an obstacle to Hinduization of Adivasis. Their propaganda against Christian missionaries led to the ghastly murder of Pastor Graham Stains. It was this propaganda which led to anti Christian violence in various forms, the most horrific being the Kandhamal violence of 2008.

In order to culturally co-opt them into the fold of Hinduism they began series of religious congregations, Kumbhs. Shabri Kumbh in Dangs and many other Adivasis predominant areas created an atmosphere of fear, Adivasis were asked to be part of it, saffron flags were distributed and they were made to put it in their houses. Two religious icons were popularized in these areas, one was Shabri and other was Hanuman. To cap it all, Ekal Vidyalayas, started spreading RSS’s interpretation of history in these areas. The other angle of the whole thing is that Adivasis are living in the areas rich in minerals, which the BJP supporter Corporate World wants to take over.

World over aborigines have similar pattern. They are animists and what they practice is a culture as such. Many have converted to other religions out of their choice for sure, but finally in these matters what is important is the self perception. Hemant Soren the Chief Minister of Jharkhand pointed out that “Adivasis are not Hindus. ”Keeping that in mind; the column of Aborigines needs to find its place in our census forms.

As Covid 19 has created havoc all rounds, the rulers of certain countries are using it to further intensify their set agendas. The democratic freedoms are being curtailed in certain forms, the reaction to which has come in America in the form of a campaign, which is opposing “stifling” cultural climate that is imposing “ideological conformity” and weakening “norms of open debate and toleration of differences”. In India similar intimidations have been intensified. In addition the occasion has been used by the sectarian forces first to link the spread of Corona to Muslim community and now in the name of reducing the burden of curriculum certain chapters on core concepts related to Indian nationalism are being deleted from the text books.

It has been reported that chapters on federalism, citizenship, nationalism, secularism, Human Rights, Legal Aid and Local Self Government and the like are being dropped. Education has been an important area for communal forces and they constantly keep saying that leftists have dominated the curriculum content, it suffers from the impact of Macaulay, Marx and Mohammad and so needs to be Indianized. The first such attempt was done when BJP came to power in 1998 as NDA and had Murli Manohar Joshi as the MHRD minister. He brought the changes which were termed as ‘saffronization of education’. Their focus is more on social science. Some of the highlights of this were introduction of subjects like Astrology and Paurohitya, and chapters defending caste system, nationalism of the type of Hitler was praised.

With defeat of NDA in 2004, the UPA did try to rectify some of these distortions. Again after 2014 the RSS affiliates working in the area of education have been active, interacting with MHRD officials to impress upon them the need to change the curriculum matching with their Hindu nationalist agenda. Its ‘Shiksha Sanskriti Utthan Nyas’ has been asking for removal of English, Urdu words in the texts. It has asked for removal of thoughts of Rabindranath Tagore on Nationalism, extracts of autobiography of M F Husain, references to benevolence of Muslim rulers, references to BJP being Hindu party, apology of Dr. Manmohan Singh for anti Sikh pogrom of 1984, the reference to killings of Gujarat carnage in 2002 among others. This they call as Bhartiykaran of syllabus.

As RSS is a multithreaded hydra one of its pracharak Dinanath Batra has set up ‘Shiksha Bachao Abhiyan Samiti’ which has been pressurizing various publishers to drop the books which are not conforming to their ideology. One recalls their pressuring withdrawal of Wendy Doniger’s ‘The Hindus’, as it does present the ancient India through the concerns of dalits and women. Mr. Batra has already come out with a set of nine books for school curriculum, giving the RSS view of the past and RSS understanding of social sciences. These have already been translated into Gujarati and thousands of the sets of these books are being used in Gujarat Schools.

The present step of deleting parts of curriculum which gives the basics of Indian Nationalism, secularism and human rights is a further step in the same direction. These are the topics which have made the Hindu nationalists uncomfortable during last few years. They have been defaming secularism. They removed it from the preamble of Indian constitution, when they put out an ad on the eve of Republic day in 2015. From last few decades since the Ram Temple movement was brought up, simultaneously the secular ethos of India’s freedom movement and secular values of Indian constitution have been constantly criticized. Many an RSS ideologues and BJP leaders have been asking for change of Indian Constitution for this very reason.

Secularism is part of the concept of Indian nationalism. In the name of religious nationalism, sectarian divisive nationalism they have been attacking various student leaders in particular. When we study Nationalism, the very genesis of Indian nationalism tells us the plurality of our freedom movement with its anti colonial roots. The struggle was for Indian nationalism and so the Muslims and Hindu communalists kept aloof from this great struggle against colonial masters, it was this struggle which built the Indian nation with all its diversity.

Similarly as we have equal rights as citizens the chapters on citizenship are being dropped. Federalism has been the core part of India’s administrative and political structure. As the dictatorial tendencies are becoming stronger, federalism is bound to suffer and that explains the dropping of this subject. Democracy is decentralization of power. Power reaching the lowermost part of the system, the villages and average citizens. This got reflected in Local self Government. The power is distributed among villages, cities, state and center. By removing chapters on federalism and local self government, the indications of the ideology of ruling party are on display.

While we are not dealing with all the portents of the planned omissions, one more aspect that related to dropping of chapter on Human rights needs our attention. The concept of Human rights and dignity are interlinked. This concept of Human rights also has international ramifications. India is signatory to many an UN covenants related to Human rights. The indications are clear that now rights will be for the few elite and ‘duties’ for the large deprived sections will be put on the forefront.

In a way this incidental ‘Corona gifted opportunity’ to the ruling Government is being fully used to enhance the agenda of ruling party in the arena of Educational Curriculum. The part of curriculum with which the ruling party is uncomfortable is being removed. This act of omission does supplement their other acts of commission in changing the shape of educational curriculum, which are reflected in RSS affiliates’ suggestions to MHRD regarding Bhartiyakaran of contents of syllabus. As per this the things like regarding the great epics like Ramayana and Mahabharata as History, the things like India having all the stem cell technology, plastic surgery, aviation science etc. will have a place in the changes planned by communal forces!

During last couple of decades we have been witnessing the coming up of various statues in different parts of the country. There is diverse political logic and different set of political tendencies for erecting these statues. When Mayawati was UP CM, she got multiple of her own statues made, in addition to many statues of major dalit icons, irrespective of the criticism against that act. As per her strategy it was a symbol of identity of dalit assertion. The biggest statue to come up was that of Sardar Vallabh Bhai Patel, a lifelong Congressman, whom RSS combine is trying to appropriate. This statue of Unity was ‘Made in China’. The clever trick was that the same forces were behind this statue, which was banned by Patel in the aftermath of Gandhi murder. Interestingly while currently BJP is blaming Congress for Partition of India, ironically it was Sardar Patel who was in the committee which gave final stamp of approval for the partition of India.

There is also a talk in UP, where the Ram temple campaign yielded rich electoral dividends for BJP, to have tallest statue of Lord Ram in Ayodhya. In a state where children are dying in hospitals due to lack of Oxygen cylinders, a huge budgetary allocation will be required for such project. While on statues one should also remember that in Maharashtra a tall statue of Chatrapati Shivaji Maharaj is underway in Arabian Sea, near Mumbai. Only few voices of protest against it came up, e.g. that of renowned journalist, now, MP, Kumar Ketkar, whose house was vandalised for his opposing the move on the grounds that same massive amount can be utilized for welfare-development activities in the state.

On the back of this comes a comparatively low budget 114 feet tall statue of Jesus Christ in Karnataka, in Kappala hills Harobele village, where Christian pilgrims have been thronging from last several centuries. The land for this has been donated by Congress leader Shivaprasad and his brother, a Congress MP. It is planned to be carved out from a single rock. The plan of this statue is being opposed by those who have been behind most of the statue projects so far. Hindu Jagran Vedike, VHP, RSS are up in arms saying that they will not let this come up. There are various arguments cited for this opposition. It is being said that this was a place of worship of Lord Munnieshwara (a form of Lord Shiva).

More than this it is being argued that Shivakumar is trying to please his Italian boss in the party. Also that this will bring back the period of slavery of foreign rule, the colonial rule of British. As such this opposition is more in tune with the ideology of RSS combine, which has been for a statue here and a statue there. Their politics regards Christianity as a ‘foreign religion’! It is true that in Citizenship Amendment Act, they have not excluded Christianity while other religion, which they regard as ‘Foreign’ i.e. Islam. Here they are using a different logic, that the countries from where persecuted minorities are coming, are Muslim countries, Pakistan, Afghanistan and Bangla Desh.

In India the major targeting by RSS combine has been against Muslims, but Christians are also not spared. Starting in the decade of 1980, an intense propaganda has been going on that Christian Missionaries are converting. As RSS affiliate Vanvasi Kalyan Ashram became active in Adivasi areas, the likes of Swami Aseemanand, Swami Laxmanand and followers of Aasaram bapu spread out in Tribal areas. They started their programs to popularise Shabri and Hanuman, with congregations like Shabri Kumbh being regularly organized in these areas. The aim was to Hinduize the people in those areas.

The first major anti Christian violence came up in the ghastly form of burning alive of Pastor Graham Steward Stains along with his two minor sons Timothy and Philip. RSS affiliate Bajrang Dal's Dara Siingh aka Rajendra Pal was behind this and he is serving the life term for that. At the same time Wadhva Commission was appointed to investigate this crime which shook the country and President K.R. Narayan termed it as the one belonging to the inventory of the black deeds of human history.

The Wadhva commission report pointed out that there was no statistical significant change in the region where the pastor was working. Similarly the national figures tell us that the Christian population, if at all, has marginally declined in last five decades as per the census figures. They stand like this, percentage of Christians in population, 1971-2.60, 1981- 2.44, 1991-2.34, 2001-2.30 and 2011-2.30. There are arguments that some people are converting to Christianity but are not revealing their religion. This may be true in case of miniscule percentage of dalits, who may not reveal there conversion, as they stand to loose reservation provisions if they convert.

The anti Christian violence is scattered and is below the radar most of the places. There was massive valence in Kandhamal, Orissa, when on the pretext that Christians have murdered Swami Laxmananand, a massive violence was unleashed in 2008. On regular basis prayer meetings of Christians are attacked on the pretext that these are attempts at conversion. While there is a huge demand for the schools and colleges run by Christian groups, in Adivasis areas and remote areas the work of Swamis is on.

Now the trend is to dump Christian traditions. Since Ramnath Kovind became President, the usual practice of Carol Singers visiting Rashtrapati Bhavan has been stopped. In the army retreat so far ‘Abide with me’ by Scottish poet, Henri Francis Lyte, a Christian song, a favourite of Gandhi, has been dropped. The Christian minorities have perceived the threat in various forms. Currently they are as much part of the protests against CAA, NPR and NRIC as any other community.

While statues and identity issues cannot have primacy over the social development issues, it cannot be selective. To oppose Jesus Christ statue while spending fortunes for other statues is a part of the agenda of RSS combine, which is unfolding itself in various forms. opposition to Jesus Christ statue being yet another step in the direction.
