Pak seeks bigger SAARC to counter India's influence

October 12, 2016

Islamabad, Oct 12: Pakistan is exploring the possibility of creating a greater South Asian economic alliance to include China, Iran and neighbouring Central Asian republics as part of its bid counter India's influence in SAARC, a media report said today.pak

Dawn News, citing diplomatic observers, said Pakistan is exploring the possibility of creating a greater South Asian economic alliance to counter India's "controlling hold" on the eight-member South Asian Association for Regional Cooperation (SAARC).

A parliamentary delegation from Pakistan, which is now in New York, pitched this idea during its five-day visit to Washington last week, the report said.

"A greater South Asia is already emerging," Senator Mushahid Hussain Syed was quoted as saying in one of his interactions with the media.

"This greater South Asia includes China, Iran and the neighbouring Central Asian republics," he said.

He described the China-Pakistan Economic Corridor as the key economic route linking South Asia with Central Asia.

The Gwadar port, Syed said, would be the nearest warm water port, not only for China but also for the land-locked Central Asian states. "We want India to join this arrangement as well," said Syed.

Indians are "unlikely to accept" the offer as they are comfortable with the advantage that SAARC provides them, the report said.

"India used its influence in SAARC to isolate Pakistan when it announced that it would not attend the regional group's 19th summit, scheduled in Islamabad," the report said.

Citing continuous cross border terrorism by Pakistan, India had announced last month that "in the prevailing circumstances, the Indian government is unable to participate in the proposed Summit in Islamabad."

Besides India, four other SAARC members -- Bangladesh, Bhutan, Sri Lanka and Afghanistan -- had also pulled out of the summit.

"Among the eight SAARC nations, Afghanistan and Bangladesh are India's strong allies while Bhutan, surrounded by India from all sides, is too small to resist any move from New Delhi. The Maldives, Nepal and Sri Lanka have good ties with Pakistan, but they are not large enough to take on India," the report said.

The report cited that a senior diplomat had confirmed reports that Pakistan is actively seeking a new regional arrangement.

"Apparently, the showdown forced Pakistan to conclude that in its present shape, SAARC will always be dominated by India. That's why they are now talking about a greater South Asia," the diplomat was quoted as saying.

"Pakistan hopes that this new arrangement will give it more room to manoeuvre when India tries to force a decision on it," another diplomat said.

The report quoted diplomatic observers in Washington as saying that the proposed arrangement also suits China as it is also worried about India's rapidly growing influence in the region.

"They argue that China can play an important role in persuading Central Asian republics and Iran to join the new arrangement. But the observers warn that SAARC members will have little interest in supporting the idea," the report said.

"There is not much benefit for Bangladesh, Nepal and Sri Lanka in joining a land route far from their borders and Bangladesh and Sri Lanka have their own ports," it said.

The report stated thatt he member that is likely to get the most benefits from a greater South Asian alliance is Afghanistan, which is technically a land-locked Central Asian nation.

Any trade route that links South and Central Asian regions is good for Afghanistan, it noted.

"But observers believe that Afghanistan is too closely linked to India to join any arrangement that hurts India's interests. Afghanistan's presence in SAARC, however, justifies Pakistan's argument that Central Asian nations can be included in a greater South Asia.

Afghanistan applied for SAARC membership in 2006 and joined a year later, generating an interesting debate on the definition of South Asian identity because Afghanistan is a Central Asian country, the report said.

"But, as a South Asian diplomat pointed out, even if a greater South Asia became reality, there's no guarantee that its members would support Pakistan in its disputes with India," it said.

"Many Central Asian states have strong ties with India and Iran too has problems with Pakistan," the diplomat was quoted as saying.

Washington, Mar 1: Beginning April 1, Indians wishing to immigrate to America will now have to pay an additional $50,000 for the EB-5 or the US investor visa, a media report said.

Although, this additional tax would impact all visa categories, it will predominantly create a barrier for people investing in the EB-5 visa programme, the American Bazaar daily said in the report on Friday.

In 2019, the EB-5 investor visa programme, for the first time since the 1990's, increased the minimum investment amount to $900,000.

With this increase in minimum investment, the new 5 per cent additional tax would mean that applicants would have to pay the extra $50,000, when they move money to an escrow account in the US to fulfil their application criterion.

"The changes to the tax on remittances is a reminder to Indians to carefully plan their tax position before making the move to the US," the American Bazaar quoted Mark Davies, Global Chairman, Davies & Associates LLC, as saying.

"People seeking to emigrate who do not wish to pay this tax at source and rather account for it later may wish to move their money ahead of the new rules coming into effect.

"It is possible to pre-emptively move money into an escrow account in the US until such a time as they are ready to proceed with emigration process," he added.

Washington, Mar 28: A US-based lab has unveiled a portable test that can tell if someone has COVID-19 in as little as five minutes, it said in a statement Friday.

Abbot Laboratories said the US Food and Drug Administration (FDA) had given it emergency authorization to begin making the test available to healthcare providers as early as next week.

The test, which is the size of a small toaster and uses molecular technology, also shows negative results within 13 minutes, the company said in a press statement.

"The COVID-19 pandemic will be fought on multiple fronts, and a portable molecular test that offers results in minutes adds to the broad range of diagnostic solutions needed to combat this virus," said Abbot president and chief operating officer Robert Ford.

The test's small size means it can be deployed outside the "traditional four walls of a hospital in outbreak hotspots," Ford said, and Abbott is working with the FDA to send it to virus epicenters.

The test has not been cleared or approved by the FDA, and has only been authorized for emergency use by approved labs and healthcare providers, the company said.

Washington, May 21: US President Donald Trump China is on a "massive disinformation" campaign and is desperately trying to deflect the "pain and carnage" that it spread throughout the world, US President Donald Trump has said, upping the ante on Beijing over its handling of the coronavirus outbreak.

Trump, who has expressed disappointment over China's handling of the COVID-19 pandemic, claimed that it was the "incompetence" of Beijing that led to the mass killing across the globe.

"China is on a massive disinformation campaign because they are desperate to have Sleepy Joe Biden win the presidential race so they can continue to rip-off the United States, as they have done for decades, until I came along!" Trump said in a tweet on Wednesday.

"Spokesman speaks stupidly on behalf of China, trying desperately to deflect the pain and carnage that their country spread throughout the world. Its disinformation and propaganda attack on the United States and Europe is a disgrace… It all comes from the top. They could have easily stopped the plague, but they didn't," he said in a series of tweets.

Trump blamed China for spreading the coronavirus globally and accused it of being incompetent.
"Some wacko in China just released a statement blaming everybody other than China for the Virus which has now killed hundreds of thousands of people. Please explain to this dope that it was the 'incompetence of China', and nothing else, that did this mass Worldwide killing!" Trump said.

China has denied covering up the extent of its coronavirus outbreak and accused the US of attempting to divert public attention by insinuating that the virus originated from a virology laboratory in Wuhan.

"China was the first country to report the COVID-19 to the World Health Organisation (WHO), (and) that doesn't mean the virus originated from Wuhan... There has never been any concealment, and we'll never allow any concealment," Chinese Foreign Ministry spokesman Zhao Lijian said last month.

"A discerning person will understand at a glance that the purpose is to create confusion, divert public attention, and shirk their responsibility," he said.

The novel coronavirus which first originated in Wuhan in December last year has claimed 328,120 lives and infected nearly 5 million people globally. The Us is the worst affected country with 93,439 deaths and over 1.5 million infections, according to Johns Hopkins University data.

Meanwhile, the US Senate passed a bill boosting oversight of companies based in China and other nations that could lead to their removal from American stock exchanges.

The Holding Foreign Companies Accountable Act, proposes to increase oversight of Chinese and other foreign companies listed on American exchanges and delist and ban over-the-counter trading for firms that are out of compliance with US regulators for a period of three years.

In a related development, a group of top Republican Senators led by Marco Rubio sent a letter to Secretary of the Treasury Steven Mnuchin following disturbing reports that China's state-owned and-directed enterprises were looking to exploit the economic crisis by buying US and foreign companies.

As companies backed by the Chinese Communist Party (CCP) approach banks to identify the purchase of companies in the US and in Europe affected by the pandemic, the senators urged Mnuchin to protect against the China's and the CCP's predatory economic behaviour during the COVID-19 crisis.

"We write to express our concerns related to the People's Republic of China's (PRC) efforts to exploit the economic crisis wrought by the COVID-19 pandemic to gain control of distressed companies or shirking its international responsibilities amidst a worldwide crisis.

"In both Chinese Communist Party (CCP) and PRC policy documents, Beijing has made no secret of its intentions to dominate strategic industrial and emerging technology sectors as well as influence standards at the expense of liberal, rules-based governance," wrote the senators.

As the crisis reverberates across the globe, the PRC's predatory lending practices — including the use of non-disclosure agreements for bilateral loans — not only damage the fiscal situation of recipient countries but also undermine the international community's ability to respond effectively to the crisis, they said.

"Without US and international pressure for accountability and transparency, those countries that are in debt to the PRC will not have the political cover or protection to open their financial books. Such countries will face the risk of default or a currency crisis, leaving the International Monetary Fund (IMF), World Bank, and Western countries to clean up the PRC's mess," the senators said.

During a campaign round table Katrina Pierson, Senior Advisor to the Trump 2020 Campaign, said that only the US President will defeat the coronavirus, hold China accountable for their negligence, and defend the American people from socialism.
