Pakistan charges India Rs 2.86 lakh for PM Modi’s surprise stopover in Lahore

NEW DELHI, Feb 19: Pakistan has billed India Rs 2.86 lakh as route navigation charges for Indian Air Force aircraft used by Prime Minister Narendra Modi during a stopover in Lahore and visits to Russia, Afghanistan, Iran and Qatar, an RTI response shows.

The data gathered by activist Commodore (Retd) Lokesh Batra. through his RTI application, show that till June 2016, Indian Air Force aircraft were used for the Prime Minister's visits to 11 countries--Nepal, Bhutan, Bangladesh, Afghanistan, Qatar, Australia, Pakistan, Russia, Iran, Fiji and Singapore.

Batra gave a copy of the RTI responses, received from August last year to January 30 2018, to PTI. During one such visit on December 25, 2015, Modi had a brief stopover in Lahore at the request of then Pakistan Prime Minister Nawaz Sharif. The stopover took place when Modi was returning from Russia and Afghanistan.

For this, a bill of Rs 1.49 lakh has been issued as route navigation charges, records accessed under the RTI Act from the Indian High Commission in Pakistan show. Modi was received by Sharif with a warm hug at the tarmac of the Allama Iqbal International Airport, Lahore, when he made the unexpected stopover on his way back home following a day-long trip to Afghanistan after concluding a two-day visit to Russia.

Modi was accorded a red carpet welcome as the PM's special Indian Air Force Boeing 737 plane touched down at 4.50 pm. He then took a helicopter to Sharif's Raiwind palatial residence on the outskirts of Lahore to attend Sharif's birthday celebrations. A bill of Rs 77,215 was imposed as route navigation charges by Pakistani authorities when Modi used an IAF aircraft to visit Iran on May 22-23, 2016, and Rs 59,215 when he visited Qatar on June 4-6, 2016, the RTI response shows.

For both visits he flew over Pakistan. The records were part of a response collected from various missions of India on the expenditure incurred on the visits of Modi on IAF aircraft between 2014 and 2016. According to the data collected, a total of about Rs 2 crore has been spent on foreign visits of the Prime Minister during the period for the use of IAF aircraft.

Generally, an Air India aircraft is hired for the foreign visits of the VVIPs the President, the Vice President and the Prime Minister -- for which the national carrier sends the bill. The bills for the Prime Minister's visits are borne by the external affairs ministry. The bills submitted by Indian missions in these countries include charges for fuelling, ground handling, airport charges, dearness allowance paid to the staff, hotel stay, catering and mobile for the crew, transport hiring, captain's imprest and other charges.

Lucknow, Aug 2: Uttar Pradesh's cabinet minister for Technical Education Kamal Rani Varun succumbed to COVID-19 on Sunday at the Sanjay Gandhi Postgraduate Institute of Medical Sciences.

Kamal Rani is the first minister in Uttar Pradesh to die after contracting coronavirus. She was 62.

On 18 July, the minister tested positive for coronavirus and was admitted to the Shyama Prasad Mukherjee Hospital.

She was later shifted to the Sanjay Gandhi Postgraduate Institute of Medical Sciences.

Uttar Pradesh chief minister Yogi Adityanath has expressed grief over the minister's death.

In a condolence message issued on Sunday, Adityanath said, "Kamal Rani Varun died on Sunday at around 9.30 am. She was an experienced and capable leader. She discharged her responsibilities with competence. She was a dedicated public representative, who was always working for the welfare of deprived and oppressed sections of the society."

Kamal Rani was the MLA from Ghatampur in Kanpur. She was also twice a Member of Parliament in the Lok Sabha.

Meanwhile, Adityanath has cancelled his visit to Ayodhya scheduled for the day, Additional Chief Secretary (Home) Awanish Awasthi said on Sunday.

New Delhi, May 4: Rebutting the Congress' criticism, the BJP said on Monday that the railways has subsidised 85 per cent of ticket fare for special trains being run for migrant workers and the state governments have to pay the remaining 15 per cent.

The ruling party also accused the Congress of promoting indiscriminate movement of people which, it said, would lead to "faster spread" of coronavirus infection "just like we saw in Italy", and asked if this is what Sonia Gandhi wants.

The counter-charge from BJP leaders, including its spokesperson Sambit Patra and information technology department in-charge Amit Malviya, came after Congress president Sonia Gandhi hit out at the central government for making migrants pay for their train fare and asked her party's state units to pick the tab.

Congress leader Rahul Gandhi also took a swipe at the railways, saying, on one hand, it is seeking ticket fare from people stranded in various states while on the other it is donating Rs 151 crore to the PM-CARES Fund.

Responding to him, Patra said, "Rahul Gandhi ji, I have attached guidelines of MHA which clearly state that 'No tickets to be sold at any station'. Railways has subsidised 85% & state govt to pay 15%. The state govt can pay for the tickets (Madhya Pradesh's BJP govt is paying). Ask Cong state govts to follow suit," Patra tweeted.

The BJP leader further clarified that for each 'Shramik Express', special trains being run for migrants to take them back to their native places during the lockdown, about 1,200 tickets to the destination are handed by the railways to the state government concerned.

State governments are supposed to clear the ticket price and hand over the tickets to workers, he said.

He said the BJP government in Madhya Pradesh is doing so and asked Rahul Gandhi to tell the Congress-ruled states to follow suit.

Hitting out at Sonia Gandhi, Malviya tweeted, "Congress is obviously upset at how well India has handled Covid. They would have ideally wanted a lot more people to suffer and die. Promoting indiscriminate movement of people would lead to faster spread of infection, just like we saw in Italy. Is this what Sonia Gandhi wants?"

BJP MP Subramanian Swamy claimed that migrant workers returning home will not have to pay money as the rail travel will be free from now onwards.

"Talked to Piyush Goyal office. Govt will pay 85% and State Govt 15%. Migrant labour will go free. Ministry will clarify with an official statement," he tweeted.

New Delhi, Feb 11: The government has decided to rename National Institute of Financial Management (NIFM), Faridabad, as Arun Jaitley National Institute of Financial Management, an official statement said on Tuesday.

Set up in 1993 as a registered society under the Department of Expenditure, NIFM trains officers of Finance and Accounts Services recruited by the Union Public Service Commission (UPSC) as also officers of Indian Cost Accounts Service. The Union Finance Minister is the President of the NIFM Society.

"Aligning the vision and aspiration of the Institute for the future with the vision and contribution of late Arun Jaitley, the Government has decided to rename National Institute of Financial Management (NIFM) as the Arun Jaitley National Institute of Financial Management(AJNIFM)," the statement said.

NIFM has become a premier resource centre to meet the training needs of the central government for senior and middle level of management in the fields of public policy, financial management, public procurement and other governance issues for promoting highest standards of professional competence and practice.

Padma Vibhushan awardee Jaitley was the Union Minister for Finance and Corporate Affairs during May 26, 2014 to May 30, 2019.
