Panwar sentenced to death in Preeti Rathi acid attack case

Mumbai, Sep 8: A special women's court here today awarded capital punishment to 26-year-old Ankur Lal Panwar in the 2013 acid attack case on nurse Preeti Rathi, who died of multiple organ failure after suffering deep internal injuries.

Special Judge A S Shende pronounced the death penalty for the convict, a day after prosecution sought the exemplary punishment for him saying acid attack is a crime against women and Panwar did not commit the crime on the spur of the moment but it was a pre-planned attack.

Yesterday, Special Public Prosecutor Ujjwal Nikam termed the case fit for death sentence, saying that it falls in the "rarest of the rare" category while Panwar's lawyer Apeksha Vora had pleaded leniency for her client, citing his young age and stating that he was the sole breadwinner for his family.

"If he is given a lesser punishment and if he is released after completing the sentence, other girls would not be safe," Nikam had submitted.

Objective of the sentencing is to deter criminals and like-minded persons from committing such crime, he had said, contending that "the court would be failing in its duty if a just and appropriate punishment was not awarded."

Panwar is accused of murdering Delhi native Preeti Rathi in 2013 by throwing acid at her after he allegedly grew jealous of the nurse who had come to Mumbai to pursue a career in a defence hospital here.

On Tuesday, Panwar was convicted under Sections 302 (murder) and 326 B (Voluntarily throwing acid) of the IPC.

Rathi, then 24, had died of multiple organ failure after she developed severe health issues on account of swallowing the acid which Panwar threw on her on May 2, 2013 at the Bandra Railway Station here.

Rathi, who had come to Mumbai join as nurse in a defence hospital, succumbed to injuries at a private hospital here on June 1, 2013.

Panwar was Rathi's neighbour in Bhakra Beas Management Board Colony in Delhi.

Mumbai Police filed a 1332-page charge sheet against Panwar, a hotel management graduate in April 2014 and also submitted a list of 98 witnesses after he was arrested from the national capital in January.

As per the charge sheet, Panwar, threw concentrated sulfuric acid on Preeti at Bandra station here, as he envied her career growth.

According to police, Rathi had secured a nursing job with the Ministry of Defence at the INHS Ashvini Hospital. Also, Panwar's parents often told him about his failure to get a job despite completing his education and would praise Preeti, who landed the job at the Navy hospital in Colaba.

Panwar wanted to disfigure her face so as to destroy her career. He procured the acid on April 2 and boarded the same train taken by Preeti and her family to Mumbai.

After his conviction two days ago, Panwar's mother Kailash had demanded a CBI inquiry claiming her son had been falsely implicated while Rathi's father Amar Singh Rathi had sought death penalty for the accused.

Panwar allegedly flung the bottle of acid on Preeti when she got down from Garib Rath Express at the Bandra Terminus and took the same train back home.

The gruesome incident had set the local police on a wild goose chase as Panwar had covered his face at the time of the attack.

The Railway Police, which initially probed the case, had arrested another neighbour of Rathi, Pawankumar Gahalon, but set him free as there was no evidence against him.

Later, based on a Bombay High Court direction, the case was handed over to Mumbai Crime Branch, whose investigation led to Panwar and arrested him.

This is a welcome decision. Murderer should not be given any chance and shuld be hanged as soon as possible.

Muzaffarnagar, Jun 11: Three persons have been arrested for allegedly using plastic scrap to make jaggery at Bhokaheri village under Bhopa police station here, as official said on Thursday.

 Police raided a jaggery manufacturing unite (kolhu) and arrested three persons on Wednesday, SHO, Bhopa police station Sanjive Kumar said.

Police have registered a case against five persons including the trio that was arrested while two of them managed to escape, he said, adding that two loaded tractor trollies of plastic scrap have been seized.

Patna, Jul 17: A 15-year-old girl was allegedly raped by a security guard at the Covid-19 quarantine center of the Patna Medical College Hospital where she was admitted after being rescued from a railway station, police said on Thursday.

The accused, Mahesh (40), was arrested on Wednesday night after being booked under the POCSO Act and other relevant IPC sections by the Pir Bahore police station, according to Arti Jaiswal, the in-charge of the women's police station here.

“The accused is being sent to jail while the victim will be undergoing medical tests on Thursday, as is the norm for all sexual assault survivors," Jaiswal said.

The girl had run away from her home in Nalanda district more than a week ago and reached Barh railway station on the outskirts of Patna to catch a train for Kolkata where her father is a daily wage-earner, police said.

She was spotted by Government Railway Police (GRP) personnel who informed the child helpline. The child helpline personnel, taking note of the girl’s tender age and her disturbed frame of mind, convinced her not to undertake the journey and brought her to the hospital’s quarantine ward for COVID-19 suspects as a precautionary measure, they said.

On the night of July 8, a few hours after the girl's arrival at the hospital, she was caught hold of by the accused inside the bathroom and allegedly raped. The accused also threatened her with dire consequences if she spilt the beans and, as per the FIR, kept harassing her sexually.

She finally decided to speak up when another girl, carrying a mobile phone, was similarly brought to the hospital by child helpline a couple of days ago. Using the fellow inmate’s phone, she narrated her ordeal to the helpline personnel who informed the police.

“Her Covid-19 test report is negative. After her examination, for the sexual assault, by a six-member medical board is over, she will be sent to a shelter home by the child helpline," Jaiswal said.

Meanwhile, state women’s commission chairperson Dilmani Mishra strongly reacted to the incident and said, “We are waiting for the medical reports of the girl. We will ensure that justice is done in the matter.”

Ahmedabad, Jan 20: Cops in Gandhinagar fell in a catch-22 situation when a state government employee approached them with a complaint that the 26-year-old woman class teacher of his 14-year-old son had gone missing taking his son in tow. The man, who works at Udyog Bhavan in Gandhinagar said the woman had seduced his teenage son, who studies in class VIII and taken him away with her. The boy had gone missing from 4pm on Friday, and the classteacher was also missing.

A police official said the woman teacher had been too intimate with the allegedly missing boy for around a year, and the school authorities had recently rebuked them. “As their relationship was unaccepted, they left their homes on Friday,” he said. It was rare to find a case of a woman teacher eloping with her teenage student, the official added.

An FIR for elopement under Section 363 IPC has been registered with Kalol city police in Gandhinagar district. The complaint stated the teacher is a resident of Darbari chawl in Kalol town.

“When I reached home at around 7pm, I found my son missing. My wife told me he had left home at around 4pm. We searched for him in the neighbourhood and among relatives, but couldn’t trace him,” claims the teenage boy’s father in the FIR. “I went to the teacher’s house but they were not there,” the man stated.

Inspector K K Desai of Kalol city police said the missing duo could not be traced as they were not carrying cellphones.
