PM, ministers incurred Rs 393 cr travel expenditure

Mumbai, May 11: A Right to Information (RTI) query has revealed that Prime Minister Narendra Modi and his council of ministers incurred an expenditure of Rs 393 crore on foreign and domestic travel in the last five fiscal years.

City-based RTI activist Anil Galgali had filed an RTI query with the PMO seeking the total Foreign Travel Expenses (FTE) and Domestic Travel Expenses (DTE) incurred by the prime minister and his council since May 2014.

In December 2018, the Modi government, replying to queries on foreign travel expenses in Rajya Sabha, had said that an expenditure of over Rs 2,021 crore was incurred on chartered flights, maintenance of aircraft and hotline facilities during Modi's visits to foreign countries since June 2014.

The RTI filed by Galgali finds that Rs 263 crore was spent by the PM and his cabinet colleagues on their foreign visits, while Rs 48 crore were spent in their domestic visits.

As far as ministers of state are concerned, the RTI reply states that they incurred expenses of Rs 29 crore on foreign visits and Rs 53 crore on domestic visits.

Replying to his query, Satish Goyal, the senior accounts officer of Pay and Account Office of the Cabinet Affairs, has stated that cumulative expenditure incurred on FTE and DTE by the PM and the ministers from the financial year 2014-15 to 2018-19 was Rs 393.58 crore.

Citing e-lekha reports, Goyal gave separate expenditures of the cabinet ministers, the prime minister and the ministers of state.

According to the RTI reply, cabinet ministers and the prime minister spent Rs 311 crore, while ministers of state spent Rs 82 crores on their foreign and domestic visits.

A major chunk of expenses was incurred in the year 2014-15 when Rs 88 crore was spent on foreign travels by the prime minister and his cabinet colleagues.

Galgali asked why all details were not kept separately and termed it a "lack of transparency".

"This information on travel expenditure does not give the full picture and therefore, it is a lack of transparency. The government should keep all records of each minister and their numbers of trips and their expenses and all these information should be available in the public domain."

Replying to Galgali's previous RTI query, the Prime Minister's Office (PMO) had said that it does not keep records of the expenses incurred on the domestic visits of the prime minister exclusively.

Praveen Kumar, Under Secretary and the Central Public Information Officer of the PMO, had replied that the MPs' domestic visits are organised by the different public authorities and documentation of the expenses incurred on the PM's domestic visits is not part of the records and information maintained.

Kumar also said that the prime minister's tours related to poll campaigns are not official ones and the PMO does not have to incur any expenditure on them, therefore, the details cannot be provided.

As per PMO website, the expenses on domestic visits of the prime minister are met out of the budget of the Ministry of Defence, while the expenses of his foreign tours are met out of the budget head "Cabinet Ministers Maintenance of PM's aircraft Other charges".

According to the PMO website, Modi has made 49 foreign trips from May 2014 to February 22, 2019. It also lists the expenses incurred on chartered flights on these 49 foreign trips.

New Delhi, Feb 11: The government has decided to rename National Institute of Financial Management (NIFM), Faridabad, as Arun Jaitley National Institute of Financial Management, an official statement said on Tuesday.

Set up in 1993 as a registered society under the Department of Expenditure, NIFM trains officers of Finance and Accounts Services recruited by the Union Public Service Commission (UPSC) as also officers of Indian Cost Accounts Service. The Union Finance Minister is the President of the NIFM Society.

"Aligning the vision and aspiration of the Institute for the future with the vision and contribution of late Arun Jaitley, the Government has decided to rename National Institute of Financial Management (NIFM) as the Arun Jaitley National Institute of Financial Management(AJNIFM)," the statement said.

NIFM has become a premier resource centre to meet the training needs of the central government for senior and middle level of management in the fields of public policy, financial management, public procurement and other governance issues for promoting highest standards of professional competence and practice.

Padma Vibhushan awardee Jaitley was the Union Minister for Finance and Corporate Affairs during May 26, 2014 to May 30, 2019.

New Delhi, Feb 23: Dreaded underworld don Ravi Pujari, operating from overseas, has been reportedly arrested in South Africa and efforts are on for his deportation to India.

Pujari, who parted ways with underworld don Chhota Rajan, had jumped bail from Senegal, last year and had escaped to South Africa, where he was involved in big-time drug trafficking and extortion racket.

Sources in Indian Intelligence said that Ravi Pujari, who was hiding with a false identity of Anthony Fernandes, a Burkina Faso passport holder, was located in a remote village in South Africa.

On a tip-off from Indian external intelligence agency, the Senegal police air dashed South Africa last week. Pujari, 52, wanted in over 200 cases of heinous crimes, including murder and extortion, was detained with the help of South African agencies.

Sources in Mumbai Police said that Pujari's arrest has not yet been confirmed officially but Ministry of External Affairs is in touch with its mission in South Africa. An official in MEA refused to speak on the issue. Embassy of Senegal in Vasant Vihar, New Delhi, also did not respond to IANS' queries in connection with Pujari's arrest.

The mafioso first came into news in early 2000 when he started extorting huge amounts from famous Bollywood personalties and builders. He was involved in an attempt to murder case, aimed at killing a prominent lawyer of Mumbai.tip-off

Pujari's wife Padma and three children also fled India and some of them hold Burkina Faso passport. His son who was recently married in Australia reportedly holds an Australian passport.

Earlier last year Ravi Pujari, living under the identity of Anthony had jumped bailed from a Senegal court through fraudulent means. IANS had accessed the don's new passport. Pujari now goes under the name of Anthony Fernandes and is a citizen of Burkina Faso, a West African country, his date of birth is shown as 25.1.1961.

Pujari, a movie junkie influenced by Amitabh Bachchan's portrayal as Anthony Gonsalves in 'Amar Akbar Anthony' was using the name, Anthony Fernandes. This passport was issued on 10.7.2013 and is valid till 8.7.2023. The passport showed his profession as Agent Commercial which means that he is designated as a businessman running a chain of restaurants Namaste India in Senegal, Burkina Faso and neighbouring countries.

Pujari's lawyers in Senegal had argued in the court citing that he is Anthony Fernandes, a businessman from Burkina Faso as mentioned in his passport and not a fugitive as claimed by the Indian Government.

Clearly indicating a collision between top government functionaries of Burkina Faso and Pujari in which an influential Indian businessman, who is his partner in a restaurant chain, may have played the role of a conduit.

New Delhi, Feb 13: Arvind Kejriwal wrote to Delhi Lieutenant Governor Anil Baijal on Wednesday, staking claim to form the government in the national capital, sources said, while hinting that the AAP might not invite senior leaders and chief ministers of other parties for the oath-taking ceremony.

The sources said it was the formal process by the AAP chief, who was elected as the legislature party leader earlier in the day, to stake claim for forming the new government.

Kejriwal, who returned to power in Delhi with a stunning poll victory on Tuesday, will take oath as chief minister for the third consecutive time on February 16.

While the oath-taking ceremony will be open to the public, the Aam Aadmi Party (AAP) was considering not inviting leaders and chief ministers of other parties as it did not wish to be seen as a "confrontationist" against the BJP-led Centre, the sources said.

They, however, added that the party was yet to take a decision on it.

The AAP has planned mobilisation of people for the mega event and all the newly-elected MLAs of the party have been asked to ensure huge participation from their constituencies.

"I request the people of Delhi to attend the oath-taking ceremony of the chief minister at the Ramlila Maidan in large numbers," senior AAP leader Manish Sisodia told reporters, adding that the ceremony will start at 10 am.

The AAP won 62 seats in the 70-member Delhi Assembly, while the Bharatiya Janata Party (BJP) bagged the remaining eight seats. The Congress drew a blank for the second consecutive time in the Delhi polls.
