PM Modi’s Mission Shakti speech didn't violate model code of conduct: EC

New Delhi, Mar 30: Prime Minister Narendra Modi's address to the nation on the successful test-firing of an anti-satellite missile did not violate provisions of the model code of conduct, the Election Commission said on Friday night.

The poll panel took the decision based on the report of a committee of officers which concluded that the Prime Minister's address did not violate the provisions for 'party in power' in the poll code.

"The committee has, therefore, reached the conclusion that the MCC provision regarding misuse of official mass media...is not attracted in the instant case," the commission said, citing the report of the committee constituted to look into the case.

CPI(M) leader Sitaram Yechury had approached the EC alleging that the PM's address violated the model code. A copy of the report was also sent to Yechury.

The Model Code of Conduct is in place for the April-May parliamentary election and some state polls.

Citing meetings with top Doordarshan and All India Radio officials and correspondence received from the two, the committee said, it is clear that Doordarshan has only used the feed provided by a private agency and the All India Radio has taken audio output as broadcast by Doordarshan News for dissemination over its network.

It said that the AIR has also clarified that the address was broadcast live but "taken as a news item". Doordarshan said, the telecast of the address was not live and the source was the play out of the video received from the private agency.

The DD also told the EC that the PM's message was telecast on more than 60 news channels in addition to Doordarshan. The Commission said the panel set up by it examined the PM's address in the light of the provision in the model code dealing with 'Party in Power'.

The provision says, "Issue of advertisement at the cost of public exchequer in the newspapers and other media and the misuse of official mass media during the election period for partisan coverage of political news and publicity regarding achievements with a view to furthering the prospects of the party in the power shall be scrupulously avoided."

On being asked why the report is silent on the content of the speech, a senior functionary explained that since the state/government media was not used, the issue of content does not arise.

Another functionary said: "He did not seek a vote. He did not describe the missile launch as an achievement of the government. He only hailed scientists. There was no electioneering involved."

There was a view in the Commission that the speech did not violate the model code in a letter, "but we can't say it about the spirit of the code".

India shot down one of its satellites in space on Wednesday with an anti-satellite missile to demonstrate this complex capability, Prime Minister Narendra Modi announced, making India only the fourth country to have used such a weapon.

Declaring India has established itself as a global space power after the success of the operation 'Mission Shakti', Modi said the missile hit a live satellite flying in a Low Earth Orbit after it traversed a distance of almost 300 km from the earth within three minutes of its launch.

The announcement was made by the prime minister in a broadcast to the nation on television, radio and social media. Several opposition parties had raised the issue to the Election Commission alleging a violation of the Model Code of Conduct (MCC).

New Delhi, Mar 30: The government on Monday said there was no plan to extend the 21-day lockdown which came intro force on Tuesday midnight.

The Press Information Bureau (PIB) of the Ministry of Information and Broadcasting tweeted, saying Cabinet Secretary Rajiv Gauba has denied media reports claiming that the government will extend the lockdown.

"There are rumours & media reports, claiming that the Government will extend the #Lockdown21 when it expires. The Cabinet Secretary has denied these reports, and stated that they are baseless," it said.

The 21-day lockdown is aimed at checking the spread of the coronavirus.

Following the lockdown, there has been a massive exodus of migrant workers from big cities to their villages after being rendered jobless.

Chennai, Jul 1: In a case of cluster infection, 58 of the 65 mourners who attended the funeral a Central government official, Selvam, 56, who had worked in the Ministry of Foreign Trade and who died in Coimbatore and was brought for burial at Pannavaadi near Kolathur near Mettur in Salem district, tested positive for Covid-19, after three of them initially tested positive as they neither wore face masks not observed social distancing during the funeral, sources said.

Even as Dr Vijayabaskar said AIADMK MLA from Sriperumbudur, K Palani who tested positive for Covid-19 has recovered and will be discharged from hospital in couple of days, the MIOT International Hospital in Chennai said that the State Higher Education Minister, K P Anbazhagan, who initially showed no symptoms of coronavirus, subsequently tested positive in his second sample. He was now under treatment, his condition very stable and all his vital parameters are normal, MIOT said in a statement.

In what continues to be an unrestrained run, Tamil Nadu added its biggest day-wise spike so far of 3,943 positive Covid-19 cases, while another 60 deaths due to the novel coronavirus confirmed on Tuesday took the total death toll in the state to 1,201.

Of the new positive cases, Chennai alone accounted for its highest per-day jump of 2,393 positives with the number of persons tested today across Tamil Nadu put at 30,053. The total number os Covid-19 positive cases in the State as a whole till date is racing towards the one lakh mark at 90,167.

However, these outcomes are all on anticipated lines with the ICMR's push for more aggressive testing, even if they want lockdown controls to be now more focused at the district level, and want the Chennai model to be taken to the districts.

In this backdrop, the Health minister, Dr C Vijayabaskar chaired a detailed Covid review meeting this evening through video conference with all the hospital deans and other top officials on different facets of the disease prevention and control measures and the state's overall preparedness.

Chief Minister, Mr. Edappadi K Palaniswami in a statement in Chennai assured that with the 'full lockdown' continuing in greater Chennai, parts of three neighbouring districts of Chengalpattu, Thiruvallur and Kancheepuram and parts of Madurai district till July 5, the free community kitchens for the elderly, disabled and destitute will continue to function in those places till July 5 and hygienically cooked food packets served to them.

New Delhi, Mar 19: Lawyer of Mukesh Singh, who is one of the four death row convicts in the Nirbhaya gang-rape and murder case, on Thursday mentioned a petition before the Registrar of the Supreme Court seeking an urgent hearing in the matter.

Advocate Manohar Lal Sharma, through the petition, sought directions to bring call record, documents and reports of his client through any probe agency and passed appropriate directions and measure to ensure justice in the matter.

The petition, however, has not sought a stay on the execution, which is scheduled for the morning of March 20. The petition is likely to be taken up for hearing today.

Earlier today, the apex court dismissed the curative petition of Pawan Gupta, another convict in the matter, who claimed juvenility at the time of the crime.

This comes as the four convicts -- Mukesh Singh, Akshay Singh Thakur, Vinay Sharma and Pawan Gupta -- are scheduled to be hanged at 5.30 am on March 20.

Meanwhile, several other petitions are also pending in the matter in different courts.

The case pertains to the brutal gang-rape and killing of a 23-year-old paramedical student in a moving bus on the night of December 16, 2012, by six people including a juvenile in the national capital. The woman had died at a Singapore hospital a few days later.
