Poll panel seeks ban on secret funds to parties

Secret_fundsNew Delhi, Aug 11: The Election Commission is turning the heat on political parties and candidates by insisting that they should not accept “anonymous donations,” thus restricting funding to MPs and MLAs depending on the limit during the elections.

The fresh move is likely to come as a jolt to the parties which are resisting a right to information (RTI) scrutiny.

Earlier, the Supreme Court said in two separate verdicts that politicians who are in jail should not be allowed to contest elections and those convicted should be disqualified from Parliament and legislature.

These are a part of the Election Commission’s proposal recently submitted to the Law Commission of India, which is entrusted with bringing electoral reforms to plug poll malpractices and preventing use of black money. The Law Commission is collecting views from all stake holders, including political parties, on electoral reforms.

In the proposal, the Election Commission also said that like election expenditure cap on contestants, ceiling should be imposed on campaign expenditure by the parties.

The commission also said receiving of funds through sale of coupons by political parties should be accounted through the issue of proper receipts and maintenance of records.

It said maintenance of separate bank accounts by each contesting candidate for poll expenses should be made mandatory and any transaction above Rs 20,000 not done through dedicated bank account should be treated as not shown in books of accounts and therefore un-accounted both for political party and candidates.

Major suggestion

Another major suggestion made by the commission was a ceiling on campaign expenditure made by the parties for parliamentary and assembly elections. At present, there is no cap on expenditure made by political parties during campaign but there is a ceiling of Rs 40 lakh for each Lok Sabha contestant while it is Rs 16 lakh for each Assembly contestant.

“For the parties, it should be either a fraction (50 per cent) or not more than the expenditure ceiling limit provided for the candidate multiplied by the number of candidates of the party contesting the poll,” said the commission.

The amount of donation given to a candidate by a political party should not exceed the ceiling of expenditure prescribed for the election concerned. Star campaigners (leaders of political parties) should be restricted to 5 or 10 in total per party for by-elections.

Tax relief should be given only for the parties that contest election and win seats in Parliament/State Legislature. Maintenance of accounts by parties should be made compulsory and they should be audited by charted accountants. Audited accounts should be placed in public domain, the proposal added.

Srinagar, Apr 4: Two militants were reportedly killed in an encounter with security forces in Kulgam district of Jammu and Kashmir on Saturday, police said.

The security forces launched a cordon and search operation based on intelligence inputs about the presence of militants in Hardmand Guri village in Kulgam, a police spokesperson said.

"This operation based on a credible police input was launched this morning. Two terrorists have been reportedly killed so far," the spokesperson said, adding that the exchange of fire was going on.

Earlier, the police tweeted on its official handle that three militants had been trapped in the cordon. "Same group of #terrorists trapped who killed 3 civilians recently," the police said.

Feb 1: The Congress on Saturday expressed hope that the Union Budget would provide relief to the salaried class through tax cuts and invest in rural India besides providing a healing touch to the common man and industry facing “hardship” since demonetisation.

Congress chief spokesperson Randeep Surjewala said the last budget led to crashing consumption levels, soaring unemployment and falling GDP. “Budget 2019= Consumption crashed, Unemployment soared, Farm distress surged, Incomes declined, Investments slumped, Public spending fell, GDP nose dived!,” Surjewala tweeted. “Yet, Modiji gave Corporate Tax Cuts of Rs 1,45,000 crore. Let Budget 2020 give tax cuts to Salaried Class and invest in Rural India,” he said

Rajasthan Chief Minister Ashok Gehlot hoped the budget fulfils expectations of the common people. “Budget 2020 is the time for NDA government to provide a healing touch to common people and industries facing hardships since noteban. Hope the budget fulfils expectations of common people and provide relief across sections,” Gehlot said.

New Delhi, Jan 13: Walmart, the world’s largest retailer, has fired around 50 of its India executives as part of its restructuring in the country, three sources with direct knowledge said.

The move underscores the struggles Walmart has faced in expanding its wholesale business in India. The Bentonville, Arkansas based company currently operates 28 wholesale stores where it sells goods to small shopkeepers, and not to retail consumers.

The firings mostly affected executives in the company’s real estate division because the growth in the wholesale model has not been that robust, two of the sources said.

“It’s happening because focus is shifting to e-commerce rather than physical (stores),” said one source, who declined to be identified as the decision is not public.

Walmart did not respond to a request for comment.

Walmart has placed bold bets on India’s e-commerce sector. In 2018, it paid $16 billion to acquire a majority stake in India’s online marketplace Flipkart, in its biggest global acquisition.

The second source added that while Walmart could slow down the pace of opening new wholesale stores, the focus will increasingly be on boosting sales through business-to-business and retail e-commerce.

Some of the executives were sacked last week and more could be let go on Monday, two sources said.

In a statement to India’s Economic Times newspaper, which first reported the news, Walmart said it was always looking for ways to operate more effectively and that “this requires us to review our corporate structure to ensure that we are organized in the right way to best meet the needs of our members.”

Walmart has around 600 staff in its India head office out of a total of around 5,300 nationally, one of the sources said.
