Pompeo's remarks on terrorism trigger controversy

Washington/Islamabad, Aug 24: A fresh row has erupted between the US and Pakistan on the issue of terrorism following a telephone call by Secretary of State Mike Pompeo to newly-elected Prime Minister Imran Khan, as Islamabad took exception to the American version of the conversation.

Pompeo on Thursday spoke to Khan for the first time after the cricketer-turned-politician assumed office last week and sought "decisive action" against all terrorists operating in Pakistan, the US State Department said.

The US has long been frustrated with Pakistan's overt and covert support to the Afghan Taliban and other terror groups, forcing the Trump administration to warn Islamabad and slash military aid to the country.

State Department Spokesperson Heather Nauert said in a statement that Pompeo, in his talks with Khan, discussed the issue of terrorism and Pakistan's vital role in promoting the peace process in war-torn Afghanistan.

"Secretary Michael R Pompeo spoke with Pakistani Prime Minister Imran Khan and wished him success. Secretary Pompeo expressed his willingness to work with the new government towards a productive bilateral relationship," she said in the statement.

Soon after Nauert's statement, Pakistan Foreign Office spokesman Mohammad Faisal said that "Pakistan takes exception to the factually incorrect statement issued by the US State Department on phone call between Prime Minister Khan and Secretary Pompeo".

"There was no mention at all in the conversation about terrorists operating in Pakistan. This should be immediately corrected," Faisal tweeted.

Nauert today said Pompeo's telephonic discussion with Khan was good and the US stands by its earlier statement.

"In the readout, the secretary notes that he spoke with the new prime minister and expressed his willingness to work with the new government toward a productive bilateral relationship. They had a good call," she said.

"That may surprise some of you, but they had a good call. Pakistan is an important partner to the United States. We hope to forge a good, productive working relationship with the new civilian government," she said.

She went on to say that based on her understanding, "the beginning of the call or the call itself was a good call and a good discussion toward our working with the new government and the new administration".

When asked again by a reporter if the US government continues to stand by the readout, she said: "We stand by our readout."

The Pakistani media this week reported that Pompeo is likely to visit Islamabad in the first week of September to hold talks with newly-elected Prime Minister Khan.

Pompeo, who is expected in Islamabad on September 5, would be the first foreign dignitary to meet Khan, Dawn reported, quoting the diplomatic and official sources.

The relations between Pakistan and the US nose-dived after President Donald Trump in January accused Islamabad of giving nothing to Washington but "lies and deceit" and providing "safe haven" to terrorists.

The US Congress also passed a bill to slash Pakistan's defence aid to USD 150 million, significantly below the historic level of more than USD one billion per year.

Khan has been critical of the US drone strikes against terrorists in Pakistan as well as along the country's border with Afghanistan.

In his victory speech last month, Khan said he wants a balanced relation between Pakistan and America which should be mutually beneficial, not one-sided.

Vienna, Jun 17: Austrian police fined a man 500 euros for loudly breaking wind after officers stopped him earlier this month to check his identity.

The police defended the massive fine saying he had deliberately emitted a "massive flatulence," lifting his backside from the bench where he was sitting.

The accused complained of what he called the disproportionate and unjustified fine when he gave his account of the June 5 events on the O24 news website.

In reply to social media commentaries that followed, the police in the Austrian capital justified their reaction on Twitter.

"Of course, nobody is put on the spot if one slips out by accident," the police said.

However, in this case, the police said, the young man had appeared "provocative and uncooperative" in general.

He then "slightly raised himself from the bench, looked at the officers and patently, in a completely deliberate way, emitted a massive flatulence in their immediate proximity."

New Delhi, Jan 3: US aviation regulator Federal Aviation Administration on Thursday warned America's airlines and their pilots that there is risk involved in operating flights in Pakistan airspace due to "extremist or militant activity", according to an official document.

"Exercise caution during flight operations. There is a risk to US civil aviation operating in the territory and airspace of Pakistan due to extremist/militant activity," said the US Federal Aviation Administration (FAA) in a notice to airmen (NOTAM) dated December 30, 2019.

The NOTAM is applicable to all US-based airlines and US-based pilots.

The US regulator said in its NOTAM that there continues to be a risk to US civil aviation sector from attacks against airports and aircraft in Pakistan, particularly for aircraft on the ground and aircraft operating at low altitudes, including during the arrival and departure phases of flights.

"The ongoing presence of extremist/militant elements operating in Pakistan poses a continued risk to US civil aviation from small-arms fire, complex attacks against airports, indirect weapons fire, and anti-aircraft fire, any of which could occur with little or no warning," it said.

The FAA said that while, to date, there have been no reports of man-portable air defense systems or Manpads being used against the civil aviation sector in Pakistan, some extremist or terrorist groups operating there are suspected of having access to these Manpads.

"As a result, there is potential risk for extremists/militants to target civil aviation in Pakistan with Manpads," it said.

The regulator added that pilots or airlines must report safety or security incidents - which may happen in Pakistan - to the FAA.

Pakistan on July 16 last year opened its airspace for India after about five months of restrictions imposed in the wake of a standoff with New Delhi.

Following the Balakot airstrikes by the Indian Air Force, Pakistan had closed its airspace on February 26 last year.

Pakistan in October last year had denied India's request to allow Prime Minister Narendra Modi's VVIP flight to use its airspace for his visit to Saudi Arabia over the Jammu and Kashmir issue.

Karachi, May 25: The pilot of the Pakistan International Airlines (PIA)'s crashed plane ignored three warnings from the air traffic controllers about the aircraft's altitude and speed before the landing, saying he was satisfied and would handle the situation, according to a report on Monday.

The national flag carrier's PK-8303 tragedy on Friday, in which 97 people were killed and two miraculously survived, is one of the most catastrophic aviation disasters in the country's history.

The Airbus A-320 from Lahore to Karachi was 15 nautical miles from the Jinnah International Airport, flying at an altitude of 10,000 feet above the ground instead of 7,000 when the Air Traffic Control (ATC) issued its first warning to lower the plane's altitude, Geo News quoted an ATC report as saying.

Instead of lowering the altitude, the pilot responded by saying that he was satisfied. When only 10 nautical miles were left till the airport, the plane was at an altitude of 7,000 feet instead of 3,000 feet, it said.

The ATC issued a second warning to the pilot to lower the plane's altitude. However, the pilot responded again by stating that he was satisfied and would handle the situation, saying he was ready for landing, the report said.

The report said that the plane had enough fuel to fly for two hours and 34 minutes, while its total flying time was recorded at one hour and 33 minutes.

Pakistani investigators are trying to find out if the crash is attributable to a pilot error or a technical glitch.

According to a report prepared by the country's Civil Aviation Authority (CAA), the plane's engines had scraped the runway thrice on the pilot's first attempt to land, causing friction and sparks recorded by the experts.

When the aircraft scraped the ground on the first failed attempt at landing, the engine's oil tank and fuel pump may have been damaged and started to leak, preventing the pilot from achieving the required thrust and speed to raise the aircraft to safety, the report said.

The pilot made a decision "on his own" to undertake a "go-around" after he failed to land the first time. It was only during the go-around that the ATC was informed that landing gear was not deploying, it said.

"The pilot was directed by the air traffic controller to take the aircraft to 3,000 feet, but he managed only 1,800. When the cockpit was reminded to go for the 3,000 feet level, the first officer said 'we are trying'," the report said.

Experts said that the failure to achieve the directed height indicates that the engines were not responding. The aircraft, thereafter, tilted and crashed suddenly.

The flight crashed at the Jinnah Garden area near Model Colony in Malir on Friday afternoon, minutes before its landing in Karachi's Jinnah International Airport. Eleven people on the ground were injured.

The probe team, headed by Air Commodore Muhammad Usman Ghani, President of the Aircraft Accident and Investigation Board, is expected to submit a full report in about three months.

According to the PIA's engineering and maintenance department, the last check of the plane was done on March 21 this year and it had flown from Muscat to Lahore a day before the crash.

In the wake of the COVID-19 pandemic, the Pakistan government had allowed the limited domestic flight operations from five major airports - Islamabad, Karachi, Lahore, Peshawar and Quetta - from May 16.

After the plane tragedy, the PIA has called off its domestic operation.
