Rafale deal row: French NGO files complaint against Dassault

Paris, Nov 24: French non-governmental organisation (NGO) Sherpa has filed a complaint against aviation giant Dassault to clarify the conditions under which the Rafale deal was made with India in 2016.

The complaint, which has been lodged with the National Financial Prosecutor's Office, further sought details over Dassault's choice to have Reliance group as a partner.

The complaint was lodged on October 26 this year and it "follows the complaint lodged on the 4th of October 2018 by a former Indian Minister and an anti-corruption lawyer with the Central Bureau of Investigation in New Delhi, against the Indian Prime Minister Narendra Modi for "abuse of authority" and "grant of undue advantages" in connection with the sale of Rafale, and the facts revealed by Mediapart and Sherpa's investigation," according to an official press release of Sherpa.

"Anil Ambani, Narendra Modi's close associate, Eric Trappier, CEO of Dassault Aviation, and the former Indian Minister of Defense Manohar Parrikar have also been targeted in the complaint filed in New Delhi for 'complicity'," said Sherpa while referring to a complaint filed by former ministers Yashwant Sinha and Arun Shourie, and Supreme Court advocate Prashant Bhushan on October 4 in New Delhi.

"Sherpa expects the National Public Prosecutor's Office to promptly investigate the seriousness of the facts and the presumptions on the reported offences: potential corruption, grant of undue advantages, trading in influence, complicity of these offences, concealment of corruption and laundering of these offences," the statement further mentioned.

Founder of Sherpa William Bourdon said, "France cannot do less than India. Cooperation between both countries should be rapidly established, as it is always the case with international grand corruption investigation. Moreover, the hearing of great witnesses is possible and desirable."

However, serious doubts regarding Sherpa's credibility have risen as reports accusing the French NGO chief's involvement in "meddling in African politics" have surfaced on International Policy Digest. The website has laid grave charges against Bourdon and alleged that the NGO is notorious for "destroying the reputation of (specifically) large-scale and vulnerable companies to gain "media attention and funds" in exchange".

Despite the claims, Sherpa's announcement of the filed complaint comes at a time when the Rafale deal controversy has been on the boil.

On November 14 this year, India's Supreme Court had reserved its verdict on the filed petitions that demanded a court-monitored probe into the Rafale deal in which the Indian government bought 36 ready-to-fly jets in a government-to-government deal with France.

Leaders in the Indian opposition have been alleging irregularities in the high-profile deal, with main opposition party Congress president Rahul Gandhi recently challenging Indian Prime Minister Narendra Modi to participate in a debate over the details of the deal.

London, Apr 22: The UK government on Tuesday announced a 20 million pounds funding for a University of Oxford project working on developing a vaccine against the novel coronavirus, which is now ready for acceleration as it begins human trials from Thursday.

UK Health Secretary Matt Hancock told the daily Downing Street briefing that the Department for Health was “throwing everything” at trying to find a vaccine because it is a critical aspect of the COVID-19 pandemic fight and lifting the strict lockdown measures in place to curb its spread.

Another 22.5 million pounds is being made available to Imperial College London to support its phase-two clinical trials for them to begin the work on a very large phase three trial.

"Normally it would take years to get to this point," said Hancock.

"The UK is at the forefront of the global effort – we've put in more money than any other into the global search for a vaccine. Nothing about this is inevitable. Vaccine production is a matter of trial and error. But the UK will throw everything it has at trying to find one,” he said.

The announcement came as Britain had another major daily leap in the hospital death toll from coronavirus, up by 823 to hit 17,337 on Tuesday.

But the Cabinet minister said the government's plan to control the rapid spread of the virus and prevent the state-funded National Health Service (NHS) from being overwhelmed is working as the number of hospitalisations with COVID-19 was showing a downward trajectory.

In reference to a major issue in the last few weeks of a critical shortage of personal protective equipment (PPE) for doctors and nurses on the frontlines of COVID-19 treatment, the minister said the supply problems are being addressed by actively engaging with thousands of companies, including 159 UK manufacturers.

“We are determined to get people the PPE they need. This is a 24/7 operation, one of the biggest cross-government operation I have ever seen," said Hancock.

Washington, Aug 7: US President Donald Trump on Thursday (local time) signed executive orders halting all transactions with Chinese applications TikTok and WeChat within 45 days, citing national security concerns, further escalating the tensions between Beijing and Washington.

"WeChat, a messaging, social media, and electronic payment application owned by the Chinese company Tencent Holdings Ltd., reportedly has over one billion users worldwide, including users in the United States. Like TikTok, WeChat automatically captures vast swaths of information from its users. 

This data collection threatens to allow the Chinese Communist Party (CCP) access to Americans' personal and proprietary information," Trump said in a statement.

Citing reasons for the ban on WeChat, the US President said that the application captures the personal and proprietary information of Chinese nationals visiting the US, thereby providing the CCP a mechanism to keep tabs on the Chinese citizens who may be "enjoying the benefits of a free society for the first time in their lives".

"In March 2019, a researcher reportedly discovered a Chinese database containing billions of WeChat messages sent from users in not only China but also the United States, Taiwan, South Korea and Australia. WeChat, like TikTok, also reportedly censors content that the CCP deems politically sensitive and may also be used for disinformation campaigns that benefit the CCP. 

These risks have led other countries, including Australia and India, to begin restricting or banning the use of WeChat. The US must take aggressive action against the owner of WeChat to protect our national security," he added.

Earlier, Trump had issued an order banning TikTok as it "reportedly censors content that the CCP deems politically sensitive, such as content concerning protests in Hong Kong and China's treatment of Uighurs and other Muslim minorities. 

TikTok may also be used for disinformation campaigns that benefit the CCP."
US politicians have repeatedly criticised TikTok, owned by Beijing-based startup ByteDance, of being a threat to national security because of its ties to China.

The development comes as China and the US are at loggerheads on a variety of issues including Hong Kong national security law, the South China Sea, the novel coronavirus and trade.

The government suspended all the India-bound air travel from China and has declared all visas 'invalid', on Monday, due to the rapid escalation of cases of novel coronavirus outbreak which originated in Wuhan.

"Embassy and our Consulates have been receiving several queries from Chinese citizens as well as other foreign nationals, who are based out of China or visited China in the last 2 weeks, as to whether they can use their valid single/multiple entry visas to travel to India," tweeted the Embassy of India in Beijing, China.

"It is clarified that existing visas are no longer valid. Intending visitors to India should contact the Indian Embassy in Beijing ([email protected]) or the Consulates in Shanghai ([email protected]) and Guangzhou ([email protected]) to apply afresh for an Indian visa," it said.

Further, regarding the validity of visas, the embassy said, "Indian Visa Application Centres (http://blsindia-china.com) in these cities may also be contacted in this regard. Visa Section of the Embassy/Consulates of India in China can be contacted to ascertain the validity of visa before undertaking any visit to India."

"All those who are already in India (with regular or e-visa) and had traveled from China after January 15 are requested to contact the hotline number of Ministry of Health and Family Welfare of Government of India (+91-11-23978046 and email: [email protected])," the embassy said.
