Rail Budget to spell out strategy to shore up revenue

New Delhi, Jul 7: Having done a pre-budget hike of 14.2 per cent in passenger fares and raised freight rates, Railway Minister Sadananda Gowda's maiden budget is likely to adopt a realistic approach in announcing new trains, lines and survey in view of the cash crunch of Rs 26,000 crore.Sadananda Gowda

With the growth in passenger earnings declining, railways is likley to spell out its strategy to earn additional revenue to reach the target in the current fiscal.

While many unviable projects may be scrapped, Gowda will also announce some new projects on priority basis in the rail budget 2014-2015 tomorrow.

Since the government is grappling with ever-increasing fuel cost, harnessing alternative energy like solar power and bio-diesel in a big way is likely to feature in the NDA government's first Rail Budget as it is believed to be the vision of Prime Minister Narendra Modi who wants use of non-renewable energy in rail sector so that the dependence on fuel is less.

Gowda is likely to announce pilot project for introduction of automatic closing of doors in Shatabdi coaches and EMU coaches in Mumbai suburban train as safety measures for passengers to prevent accidental fall from running train.

There will be provision for a few new trains including premium and services connecting various pilgrim centres in the Rail Budget 2014-15.

Managing passenger service through cross-subsidy from freight earnings, railways may spell out its policy on FDI to attract foreign capital in expansion of rail infrastructure including modernisation of station and high speed train.

The Rail Budget will spell out details of future course of action plan for having a 'Diamond Quadrilateral' to run high speed trains.

The budget will also reflect the views of NDA government on Rail Tariff Authority and High Speed Rail Authority.

Though involvement of private players in big ticket projects is becoming a necessity now, the state-run transporter has to come out with win-win formula for investors in a hassle-free environment.

Hinting at the possibility of private investment in rail sector, the Prime Minister had recently said that private parties would be ready to invest in rail sector like development of stations.

"This would be a win-win situation project and we want to move ahead in this direction in the coming days," Modi had said.

Former Railway Minister Mallikarjun Kharge had set a revenue target of Rs 1.65 lakh crore in the interim budget which includes Rs 1.06 lakh crore from goods and Rs 45,255 crore from passenger and balance from coaching and other sources.

Railways, which have sought about Rs 40,000 cr as Gross Budgetary Support is likely to keep the annual plan at about Rs 64,000 crore.

In its bid to increase carrying capacity of wagons, Gowda will propose development of higher capacity milk van for National Dairy Development Board, parcel van and light weight wagon for carrying salt.

With the focus on alternative fuel, the budget will have proposals for bio-diesel plant and LNG locomotives in view of increased fuel prices.

The budget will emphasise on switching over to solar power for rail workshops, colonies, hospitals and stations. Besides the proposal of setting up of power plants at vacant land and installing solar panels on rooftop of trains, the commissioning of solar power plant at Raebareli coach factory are likely to be announced.

Gowda is likely to encourage use of innovative measures to perk up revenue and for use of latest technology to prevent mishaps while proposing installation of track side equipment to find fault such as overheating bearings, wheels and brake system and other damaged parts of rolling stock.

Introduction of on board integrated coach monitoring and communication system in trains to display GIS-based information on real-time to the passenger about the next upcoming station, arrival and departure timings, platform and coach position among others is also likely to find mention in the Rail Budget on July 8.

Gowda has made it clear after assuming charge that his focus will be on safety, security and speed. So, the budget is likely to focus on providing better amenities to passengers including improved catering service in rail premises.

Expansion of coach house keeping scheme on 90 additional trains, clean station scheme in five more stations and a comprehensive pest and rodent control treatment for all coaches are slated to be part of Gowda's budget speech.

Strengthening of fire safety mechanism and accident prevention measures will be specifically mentioned by the new Railway Minister to highlight government's concern for passenger safety.

The budget is likely to consider the demand of Delhi Division for additional funds for building separate parcel terminal to ease out load on busy platforms.

Lucknow, Feb 2: In an early morning firing at Lucknow's Hazratganj, the city centre, Vishva Hindu Mahasabha state president Ranjit Bachchan was killed while he was out on a morning walk on Sunday.

Ranjit Bachchan was taking a stroll in Hazratganj in the morning when bike-borne assailants opened fire on him and killed him on the spot. The Mahasabha leader was shot in the head multiple times.

The incident took place near the CDRI building in Lucknow's Hazratganj.

In the firing, Ranjit Bachchan's brother also suffered bullet injuries. He has been rushed to the trauma centre. Ranjit Bachchan was a resident of Gorakhpur.

The early morning shootout in the Uttar Pradesh capital's central area has caused tension in the area.

Dinesh Singh, DCP Central Lucknow, said, "The body has been identified as of Ranjit Bachchan, who had gone out on morning walk when some unknown assailant shot him. A police team has been formed and further investigation is being carried out."

Before being associated with the Mahasabha, Ranjit Bachchan was a Samajwadi Party member and was often spotted with former UP chief minister Akhilesh Yadav.

The Samajwadi Party has hit out at the Yogi Adityanath government over the law and order situation in the state and demanded immediate resignation of the government.

New Delhi, Jul 31: Air India has operated more than 2800 flights and flown over 3 lakh passengers worldwide till now under the Vande Bharat Mission.

"Air India under Vande Bharat Mission Operated more than 2800 flights and flown more than 3 lakh, 80 thousand passengers worldwide till now," Air India said in a tweet on Thursday.

The fifth phase of the Government of India's 'Vande Bharat' mission, aimed at evacuating Indian nationals stranded in various foreign countries owing to restrictions on air travel, will begin early next month, August 1.

"Under Vande Bharat Mission, we have already brought back more than 2.5 lakh stranded Indians from 53 commies," Air India had earlier said in a statement.

Over 7.88 lakh Indians stranded abroad due to coronavirus pandemic have returned under Vande Bharat Mission till July 22, Ministry of External Affairs had said.

The government started Vande Bharat Mission on May 7.

New Delhi, Jul 18: With 34,884 people testing positive for coronavirus in the last 24 hours, India's Covid-19 caseload surged to 10,38,716 while 6,53,750 patients have recovered from the disease so far, according to data by the Union Health Ministry.

The death toll due to Covid-19 rose to 26,273 with 671 fatalities reported in a day, the data updated at 8 am on Saturday showed.

At present, there are 3,58,692 active cases in the country, while 6,53,750 people have recovered so far and one has migrated.

"Around 62.94 per cent of patients have recovered so far," an official said.

The total number of confirmed cases includes foreigners.

This is the third consecutive day when the number of Covid-19 cases increased by more than 30,000.

According to the Indian Council of Medical Research (ICMR), a cumulative total of 1,34,33,742 samples have been tested for COVID-19 up to July 17 with 3,61,024 samples being tested on Friday.

Of the 671 deaths reported in the last 24 hours, 258 are from Maharashtra, 115 from Karnataka, 79 from Tamil Nadu, 42 from Andhra Pradesh, 38 from Uttar Pradesh, 26 each from West Bengal and Delhi, 17 from Gujarat, nine each from Jammu and Kashmir and Punjab, and eight each from Madhya Pradesh and Rajasthan.

Telangana has reported seven fatalities followed by Haryana with five deaths, Jharkhand, Bihar and Odisha reported four each, Assam and Puducherry have registered three each, Chhattisgarh and Goa reported two each while Kerala and Uttarakhand have registered a fatality each.

Of the total 26,273 deaths reported so far, Maharashtra accounted for the highest 11,452 fatalities followed by Delhi with 3,571 deaths, Tamil Nadu 2,315, Gujarat 2,106, Karnataka 1,147, Uttar Pradesh 1,084, West Bengal 1,049, Madhya Pradesh 697 and Rajasthan 546.

So far 534 people have died of COVID-19 in Andhra Pradesh, 403 in Telangana, 327 in Haryana, 239 in Punjab, 231 in Jammu and Kashmir, 201 in Bihar, 83 in Odisha, 51 in Uttarakhand and Assam each, 46 in Jharkhand and 38 in Kerala.

Puducherry has registered 25 deaths, Chhattisgarh 23, Goa 21, Himachal Pradesh and Chandigarh 11 each, Arunachal Pradesh and Tripura three each, Meghalaya and Dadra and Nagar Haveli and Daman and Diu two each while Ladakh has reported one fatality.

The Health Ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

Maharashtra has reported the highest number of cases at 2,92,589 followed by Tamil Nadu at 1,60,907, Delhi at 1,20,107, Karnataka at 55,115, Gujarat at 46,430, Uttar Pradesh at 45,163 and Telangana at 42,496.

The number of Covid-19 cases has gone up to 40,646 in Andhra Pradesh, 38,011 in West Bengal, 27,789 in Rajasthan, 24,797 in Haryana, 23,589 in Bihar and 21,081 in Madhya Pradesh.

Assam has instances of 20,646 infections, Odisha 16,110 and Jammu and Kashmir 12,757 cases. Kerala has reported 11,066 novel coronavirus infections so far, while Punjab has 9,442 cases.

A total of 4,964 have been infected by the virus in Chhattisgarh, 4,921 in Jharkhand, 4,102 in Uttarakhand, 3,304 in Goa, 2,366 in Tripura, 1,832 in Puducherry, 1,800 in Manipur, 1,417 in Himachal Pradesh and 1,151 in Ladakh.

Nagaland has recorded 956 Covid-19 cases, Chandigarh 660, Arunachal Pradesh 609 and Dadra and Nagar Haveli and Daman and Diu together have reported 585 cases.

Meghalaya has reported 403 cases, Mizoram 282, Sikkim has registered 266 infections so far, while Andaman and Nicobar Islands has recorded 194 cases.

"Our figures are being reconciled with the ICMR," the ministry said, adding that 163 cases are being reassigned to states.

State-wise distribution is subject to further verification and reconciliation, it added.
