Rajya Sabha passes Lokpal Bill, to be debated in Lok Sabha tomorrow; Anna celebrates

New Delhi, Dec 17: The Rajya Sabha on Tuesday passed the Lokpal and Lokayukta Bill, which provides for creation of an anti-corruption ombudsman.

The most prominent of the group of anti-graft bills on the anvil, the Lokpal Bill establishes a lokpal at the central level and asks states to establish lokayuktas in a year's time from the date of notification of the law. The format of the lokayukta will be left to the state assemblies to decide.

The bill was passed by the Lok Sabha at the fag end of the winter session of 2011, but not by the Rajya Sabha, where it was debated but the house was adjourned before voting on it.

A select committee of the Rajya Sabha suggested changes in the bill which were incorporated and approved by the union cabinet.

Concluding the debate on the bill, law minister Kapil Sibal called it a historic moment, but stressed that corruption could not be removed by the lokpal alone.

"Law alone will not lead to elimination of corruption. Law will help deal with those who are corrupt, but it will not deal with the impetus to be corrupt. It will just be a deterrent," he said.

He also said government will also deal with the "supply side" of corruption, as pointed out by Communist Party of India-Marxist (CPM), saying a bill amending Prevention of Corruption Act, pending with Lok Sabha, provides to deal with the source of bribe.

Rajya Sabha chairman Hamid Ansari had earlier moved the motion on amendments suggested by political parties on the Lokpal Bill.

Now the bill will have to be sent to the Lok Sabha for approval of the changes. The Lower House will debate the bill in Parliament on Wednesday.

Anna Hazare, cheering the move, thanked the MPs for passing the bill adding that he will break his fast after the Lokpal Bill gets passed in the Lok Sabha tomorrow. Sabha chairman Hamid Ansari had earlier moved motion on amendments suggested by political parties on the Lokpal Bill.

Jan 6: Senior Bharatiya Janata Party leader Subramanian Swamy on Sunday said the country's economy is not showing good signs though Prime Minister Narendra Modi has manifested tremendous leadership skills in fighting terror and in social welfare projects.

The fiscal decisions of the government have not yielded the desired results, the Rajya Sabha MP said here.

"Modi had shown tremendous leadership skill in fighting terror, in several social areas, micro areas like bringing toilets to every village home. But the economy is a complex system...," he said while taking part in a discussion.

While every minister is talking about a 5 trillion dollar economy by 2024, but the current GDP growth has to be multiplied in four years to achieve that, the former Union minister said.

He said, if wages are slashed as a measure to cope with the situation, labor will become cheap but that will also cut down the people's purchasing power triggering dip in demand, closing down factories and rise in unemployment.

"This is one problem for which you really need an economist," he said.

Swamy said in jest, "I think Modi has one problem with me. Not only I am an economist but also a politician."

New Delhi, Jul 23: A Delhi court Thursday allowed 198 Indonesians to walk free on payment of varying fines, after they accepted mild charges under the plea bargain process, related to various violations including visa norms while attending the Tablighi Jamaat event here during the COVID-19 lockdown.

Metropolitan Magistrate Vasundhara Azad allowed 100 Indonesians to walk free on payment of a fine of Rs 7,000 each, said advocates Ashima Mandla, Fahim Khan and Ahmed Khan, appearing for them.

Metropolitan Magistrate Swati Sharma allowed 98 Indonesians to walk free on payment of a fine of Rs 5,000 each.

The court directed the 98 Indonesians to deposit their fines to PM CARES Fund.

The Sub-divisional magistrate of Defence Colony, who was the complainant in the case, Assistant Commissioner of Police of Lajpat Nagar and Inspector of Nizamuddin said they have no objection to it.

However, one Indonesian did not plead guilty to the charges against them and claimed trial before the court.

Under plea bargaining, the accused plead guilty to the offence praying for a lesser punishment. The Criminal Procedure of Code allows for plea bargaining in cases where the maximum punishment is 7-year imprisonment; offences don''t affect the socio-economic conditions of the society and the offence is not committed against a woman or a child below 14 years.

The foreigners were chargesheeted for attending the religious congregation at Nizamuddin Markaz event in the national capital by allegedly violating visa conditions, indulging in missionary activities illegally and violating government guidelines, issued in the wake of Covid-19 outbreak in the country.

They were granted bail earlier by the court on a personal bond of Rs 10,000 each.

New Delhi, Aug 6 : With a single-day spike of 56,282 new COVID-19 cases and 904 deaths in the last 24 hours, India's COVID-19 tally reached 19,64,537 on Thursday.

With the increase of 904 deaths, the toll due to the disease now stands at 40,699 in the country, according to the Union Ministry of Health and Family Welfare (MoHFW).

The COVID-19 count includes 5,95,501 active cases and 13,28,337 cured/discharged/migrated patients.

Meanwhile, as per the MoHFW, the percentage of discharged patients stands at 67.62, while the active cases are at 30.31 in the country as of today.

The deaths reported due to the infection are currently at a little above two per cent of the total confirmed cases in the country.

Maharashtra with 1,46,268 active cases and 3,05,521 cured and discharged patients continues to be the worst affected. The state has also reported 16,476 deaths due to the infection.

Tamil Nadu has 54,184 active cases while 2,14,815 patients have been discharged after treatment in the state. 4,461 deaths have been reported due to COVID-19 in the state.

Andhra Pradesh with 80,426 active cases is the third on the list. There are 1,04,354 cured and discharged patients and 1,681 deaths reported from the state.

The national capital's active cases tally once again crossed the 10-thousand mark with 175 new cases being reported. Delhi now has 10,072 active cases and 1,26,116 cured and discharged patients. 4,044 people have lost their lives due to the disease in the Union Territory so far.
