Saudi: 8-year expat cap plan under review

expatsJeddah, May 26: The Labor Ministry announced Sunday that it has finalized seven new regulations, including a law that allows expats to transfer their sponsorship onto new employers without the permission of their current sponsors.

Ahmed Al-Humaidan, deputy minister for labor policies, said a working team has been appointed to conduct more studies on the draft law that restricts the stay of expats in the Kingdom in order to propose alternatives and other solutions by the first quarter of the coming Hijri year.

Many companies and employers had objected to the move restricting expats’ period of stay in the Kingdom to a maximum of eight years and discouraging them from bringing their families, saying it would negatively affect their businesses.

The new transfer of service law, which has been published on the ministry’s website (http://www.ma3an.gov.sa), insisted that it is allowed on the basis of certain conditions and should be endorsed by the labor minister.

The law said such transfers are allowed if the worker had a labor dispute with the sponsor and the latter failed to attend the two labor court sessions without any legitimate reason. In addition, judicial authorities should have proof that the sponsor deliberately tried to delay the case and that the worker should not have caused the delay.

An expat can also transfer his sponsor if the previous sponsor did not pay his salary or delayed its payment for three months continuously, provided the worker did not cause the delay.

“The condition stands if the employer was absent and could not carry out his duties because of travel, imprisonment or death, while failing to appoint an agent to take care of his firms and workers,” the law said, explaining other conditions.

Ahmed Al-Humaidan, deputy minister for labor policies, said the ministry has completed discussions on 24 labor regulations with the participation of officials, lawyers and consultants.

“We have presented the draft laws on our website to initiate discussions and allow businessmen, ordinary citizens and expat to give their opinions,” he said, adding that a number of workshops have been conducted for this purpose.

Jeddah, May 3: Saudis and expats who spread rumors on social media could be jailed for up to five years and fined SR3 million ($800,000) under measures to counter false information regarding the coronavirus pandemic.

The move follows warnings by Saudi Arabia’s Ministry of Health, Ministry of Interior, General Presidency of the Two Holy Mosques and other government entities that people should rely on trusted news sources and not third parties for information on the Kingdom’s handling of the COVID-19 outbreak.

The Saudi Public Prosecutor warned that legal action will be taken against individuals who spread misinformation and rumors.

On Saturday, media spokesman for the Riyadh region police, Col. Shakir Al-Tuwaijri, highlighted a video circulating on social media in which a person spreads rumors about steps taken to curb the spread of the coronavirus.

Other false claims include a planned change in curfew hours, warnings of food shortages, and a suggestion that health authorities are deliberately concealing the number of cases in the Kingdom.

In a recent case, a Riyadh resident claimed to know when worshippers will be allowed to return to the Grand Mosque.

All suspects have been arrested and face legal action, police said.

Dimah Al-Sharif, a Saudi legal counsel and member of the International Association of Lawyers, urged people to be responsible regarding content they access on social media.

“Receivers should not save such content or share it with others, and should delete it if possible since they, too, will be liable,” she said.

“Under Saudi laws to counter cyber-crime, we are not allowed to produce, prepare, send or save any unauthorized content or rumors.”

Individuals who breach regulations can be jailed for up to five years and face fines of SR3 million, as well as confiscation of the device(s) used in the crime, she said.

In addition, the judicial ruling will be published in newspapers at the offender’s expense.

The Kingdom’s Public Prosecution Office took to social media to warn users about the consequences of spreading rumors and misinformation.

@bip_ksa tweeted: “Receiving information from its official sources is a moral obligation and commitment, and legal responsibility. Do not fall victim to malicious rumors and news from anonymous sources that violate the procedures and effort, and cause terror regarding the Coronavirus, in order to avoid strict criminal accountability in this regard.”

Dubai, May 26: Business activities will reopen from 6am to 11pm as of Wednesday, May 27, across the emirate, it was announced on Monday.

The announcement of reopening business activities followed a virtual meeting of Dubai’s Dubai’s Supreme Committee of Crisis and Disaster Management chaired by Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council.

The virtual meeting was also attended by Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, Deputy Ruler of Dubai, and Sheikh Mansour Bin Mohammed Bin Rashid Al Maktoum, Chairman of the committee and members of the committee.

The gradual reopening of business activities in Dubai will take place from the fourth day of Eid Al Fitr, Wednesday, May 27. Once the announcement comes into effect, there will be no restrictions on movement between 6am and 11pm.

The decision followed a comprehensive assessment of the committee’s reports, various health and socio-economic aspects and a thorough review of the COVID-19 situation. International guidelines for co-existing with COVID-19 were also taken into consideration before making the decision. The new measures are aimed at adapting to the COVID-19 situation without disrupting activity in vital sectors while strictly observing precautionary measures including wearing of face masks, observing minimum physical distancing of two metres, use of sanitisers and regular handwashing with soap and water for 20 seconds.

Sheikh Hamdan stressed on the need for Dubai authorities to further raise community awareness about precautionary measures. Highlighting Sheikh Mohammed’s statement “Everyone is responsible”, he said the community should understand the importance of strictly following preventive steps. Fully adhering to guidelines is key to restoring normal life, he added.

“We are aware of the pressures many sectors are facing because of the repercussions of the COVID-19 pandemic. The UAE society has high levels of resilience to any crises and challenges. We have been following the severe impact of the COVID-19 outbreak on countries around the world. What makes us different is our ability to deal positively with changes and our agility. We have all the elements necessary to adapt to these challenging circumstances. I am confident that all members of the society will come together to overcome this crisis as soon as possible,” Sheikh Hamdan said.

During the meeting, Sheikh Hamdan was briefed about the latest developments related to the crisis and the readiness of various sectors in Dubai, mainly the healthcare sector, to deal with any scenario in the upcoming period.

Recent proactive measures have reinforced Dubai’s ability to deal with any unforeseen situation. The emirate has enhanced its hospital capacity by joining hands with the private sector and set up a fully equipped field hospital in Dubai World Trade Centre, which can accommodate up to 3,000 beds.

Sheikh Hamdan was also briefed on the potential capacity of the field hospital at Dubai Parks and Resorts, which was built under the directives and with the generous support of His Highness Sheikh Mohamed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces. The 29,000 square metre hospital set up by the Abu Dhabi Health Services Company (SEHA) can accommodate up to 1,200 patients.

Sheikh Hamdan also reviewed preparations to gradually reopen various spheres of life while maintaining stringent precautionary and preventive measures including physical distancing, wearing of face masks, use of sanitisers and prevention of congestion and crowding. Protective measures also include guidelines on social customs and behaviour for members of the community, especially with regard to family visits.

Sheikh Hamdan was also briefed on the preparedness of key authorities in Dubai to manage the next phase, including Dubai Health Authority (DHA), COVID-19 Command and Control Centre (CCC), Dubai Police, State Security Department, Dubai Civil Defence, Dubai Ambulance, Dubai Municipality, Roads and Transport Authority (RTA), Department of Tourism and Commerce Marketing, the Department of Economic Development in Dubai (DED), Government of Dubai Media Office (GDMO) and other government entities whose efforts are key to maintaining the progress achieved in containing the COVID-19 pandemic.

Sheikh Hamdan called on all key organisations to intensify monitoring to ensure institutions, economic sectors and the public comply with all precautionary guidelines. He expressed his appreciation for the efforts of the National Emergency Crisis and Disaster Management Authority (NCEMA) and the Ministry of Health and Prevention. He also expressed his appreciation for the efforts of the Supreme Committee of Crisis and Disaster Management and all local and federal authorities to combat COVID-19. The Crown Prince affirmed that the safety and security of citizens and residents remain the highest priority of the UAE’s leadership.

The latest announcement comes as the Dubai government continues its efforts to ensure the highest level of safety for members of the community with the support of various entities. Its key recent measures have included intensified sterilisation at various areas and facilities and increased COVID-19 tests in densely populated areas to facilitate early detection of cases and isolation of people testing positive.

Dubai has deployed state-of-the-art equipment to support medical staff in conducting widespread tests. These have included tests for critical segments like people of determination and the elderly. The emirate has also enhanced monitoring of various entities to ensure compliance with precautionary measures and imposed fines on individuals and entities violating guidelines. Additionally, the Government of Dubai launched urgent economic measures to support sectors most affected by the pandemic including a Dh1.5 billion economic stimulus package introduced in March to ease the crisis’s financial impact on small and medium enterprises.

Dubai, Jan 4: Three UAE airlines have made it to lists of the safest carriers in 2020, reinforcing the value these companies provide passengers in the increasingly competitive aviation scene.

Abu Dhabi's Etihad Airways and Dubai's Emirates are in the list of the top 20 safest airlines, while Sharjah-based Air Arabia is in the list of the top 10 low-cost carriers, safety and product rating website AirlineRatings.com reported on Thursday.

It named Qantas as the safest airline for 2020 out of the 405 carriers it monitors.

The top 20, in order, are Qantas, Air New Zealand, EVA Air, Etihad Airways, Singapore Airlines, Emirates, Alaska Airlines, Qatar Airways, Cathay Pacific Airways, Virgin Australia, Hawaiian Airlines, Virgin Atlantic Airlines, TAP Portugal, SAS, Royal Jordanian, Swiss, Finnair, Lufthansa, Aer Lingus and KLM.

"These airlines are clear standouts in the airline industry and are at the forefront of safety," said AirlineRatings.com editor-in-chief Geoffrey Thomas.

"For instance, Australia's Qantas has been recognised by the British Advertising Standards Association in a test case in 2008 as the world's most experienced airline."

"Qantas has been the lead airline in virtually every major operational safety advancement over the past 60 years and has not had a fatality in the pure-jet era," said Thomas.

AirlineRatings.com editors also identified their top 10 safest low-cost airlines; they are, in alphabetical order, Air Arabia, Flybe, Frontier, HK Express, IndiGo, Jetblue, Volaris, Vueling, Westjet and Wizz.

Saj Ahmad, chief analyst at StrategicAero Research in London, says that it isn't a surprise that UAE carriers are on those lists.

"UAE airlines almost always feature in the top rankings for safety because they value the equipment that they fly their passengers on each and every day," he told Khaleej Times on Thursday.

"All airlines do; but for the UAE, where airlines have expanded rapidly in the last couple of decades, it's an amazing feat that they rank so highly while inducting so many new aeroplanes."

There's little benefit to adding luxurious cabins if maintenance, security and safety protocols as well as routine engineering schedules are not adhered to, he stressed.

"And with the UAE itself sporting MRO activities as well as through companies like Strata, which supply components to Airbus and Boeing directly, airlines here have harnessed that tech-change to ensure that their fleets have the highest redundancy and safety checks at every possible chance," Ahmad added. "That translates into passenger confidence - and we can see the brand and loyalty strength across Emirates, flydubai, Air Arabia and Etihad; it's no surprise that each year, they all fly more and more passengers across their network."

In making its selections, AirlineRatings.com editors and its industry advisors take into account numerous critical factors that include: Audits from aviation's governing bodies and lead associations, government audits, airline's crash and serious incident record, fleet age, financial position and pilot training and culture.

"All airlines have incidents every day and many are aircraft or engine manufacture issues instead of airline operational problems. And it is the way the flight crew handles incidents that determines a good airline from an unsafe one. So just lumping all incidents together is very misleading," said Thomas.
