Saudi Arabia forms new apparatus of state security

Jeddah, Jul 21: King Salman on Thursday decreed the consolidation of the counterterrorism and domestic intelligence services under a new body named the Presidency of State Security.king

The new state security agency will be headed by intelligence chief Abdul Aziz bin Mohammed Al-Howairini, who will hold the rank of a minister.

In a series of royal decrees, King Salman also appointed Abdullah bin Abdulkarim bin Abdul Aziz Al-Essa as assistant to the head of the Presidency of State Security, with the rank of minister.

The new body will be concerned with all matters related to state security, and will be overseen by the king.

The General Directorate of Investigation, the Special Security Forces, the Special Emergency Forces, General Security Aviation Command, the General Directorate of Technical Affairs, the National Information Center and all matters related to combatting terrorism and financial investigations will be separated from the Interior Ministry and placed under the new Presidency of State Security.

It is well-known that the Interior Ministry did a remarkable job since its inception until the early 1990s with regard to police, traffic, Passport Department and other services that concern citizens and residents.

However, after the rise of the terror threat, the Interior Ministry concentrated much of its efforts on fighting this scourge.

This led to the addition of a large number of responsibilities, which affected the ministry’s other services such as police, traffic and the Passport Department.

The Presidency of State Security will enable the Interior Ministry to provide the best services to citizens and residents in all sectors. The new presidency will be able to focus on the fight against terrorism on the security and intelligence levels, as well as monitor its financing.

Everything related to the Security Affairs Agency and other functions related to the ministry — including tasks involving civil and military employees, budgets, documents and information — will also be added to the Presidency of State Security.

Experts believe the creation of the Presidency of State Security will rationalize state expenditure, increase revenues, achieve economic growth and competitiveness, and increase exports to reduce reliance on imports.

All sectors, bodies and departments of the Interior Ministry and the Presidency of State Security are mandated to cooperate with each other to ensure necessary support, the Saudi Press Agency (SPA) reported. All decrees are to be implemented from the start of the next fiscal year.

Other appointments

Also appointed on Thursday were Mohammed bin Abdullah bin Ibrahim Al-Kuwaiz as chairman of the Capital Market Authority with the rank of minister; Bader bin Mohammed bin Abdul Aziz bin Asaker as director of the crown prince’s Special Office with the rank of minister; and Sulaiman bin Naif bin Atallah Al-Kathiri as head of special affairs of the crown prince.

Among other appointments, Lt. Gen. Suhail bin Saqr Al-Mutairi was promoted to the rank of general and appointed head of the Royal Guard, in place of Gen. Hamad bin Mohammed Al-Ohaili.

Lt. Gen. Khaled bin Garrar Al-Harbi was appointed commander of the Special Emergency Forces and promoted to the rank of general.

Maj. Gen. Mufleh bin Sulayem Al-Otaibi, commander of the Special Security Forces, was promoted to lieutenant general.

A patient in hospital with Covid-19 has given birth to a healthy baby boy in Dubai.

The 25-year-old Indian was admitted to Al Zahra Hospital after testing positive on May 2.

Although the baby was not due to arrive until May 19, the woman went into labour three days later and delivered a healthy boy weighing 3.8kg.

The parents are yet to name the child, who has also been tested for the virus.

“When we first received the Covid-19 positive diagnosis, we were afraid for the health of both my wife and the baby,” said the boy’s father, who did not want to give his name.

“Thankfully with the help of the doctors and nurses at Al Zahra Hospital, my son was born with no complications and my wife remains in stable condition.

“We couldn’t be more grateful.”

Despite arriving two weeks early, both mother and child are doing well but will only be allowed to leave the hospital to return to their home in Dubai after they return three negative tests on the trot.

“The contractions started very suddenly and it all happened very quickly,” said Al Zahra Hospital nursing director Maysoon Yousef.

“The delivery took about 10 to 15 minutes which is something we do not see very often.

“There were no complications and both the mother and baby are in good condition.”

Strict measures are in place to ensure hygiene for those inside the hospital, as well as visitors.

The new mum and her son are in the same room as the baby needs to be nursed.

According to the Centres for Disease Control and Prevention, a US national public health institute, there is no evidence that suggests the virus can be transmitted through breastfeeding.

New mothers infected with the virus should wear a mask, wash their hands before and after touching the baby.

“We operate by the latest Covid-19 international and local guidelines when it comes to the management of our maternity patients and otherwise,” said Dr Ghassan Lutfi, head of obstetrics and gynaecology at the hospital.

“We take strict measures to guarantee that there is no risk of cross contamination and that all our patients are in safe hands.”

Beirut, Aug 4: A massive explosion has shaken the Lebanese capital of Beirut, with a very high number of casualties expected.

A warehouse at the Beirut Port caught fire on Tuesday afternoon, triggering a huge explosion, Lebanon’s official National News Agency (NNA) reported.

Several smaller explosions were heard before the bigger one occurred.

Abbas Ibrahim, the head of Lebanon’s General Security, said that “highly explosive materials” confiscated earlier had been stored at the site.

Footage shared on social media captured the moment of the bigger explosion, with a colossal shock wave seen traveling fast across several hundreds of meters and shrouding the area in thick smoke.

The blast left enormous material damage to the surrounding buildings and structures. But it was not immediately known how big an area was affected.

There was also no immediate casualty count. Graphic amateur video from the scene showed bodies strewn on the ground, with their clothes blown off.

The NNA said rescue operations were underway. Ambulances were seen heading toward the scene in central Beirut.

Lebanese LBC television channel quoted Lebanon’s Health Minister Hamad Hasan as saying that the blast had caused a “very high number of injuries” and “extensive damage.”

Beirut Governor Marwan Abboud said an unspecified number of firefighters dispatched to extinguish the initial fire had been killed in the explosion.

“As they were putting out the fire, the explosion took place and we’ve [lost them],” he said, breaking down on live TV.

The explosion comes at a time when the Arab country is passing through its worst economic and financial crisis in decades, and amid rising tensions with Israel.

Abu Dhabi, Apr 21: The UAE has reported a further 490 new coronavirus infections, after conducting more than 30,000 new tests, bringing the total number of COVID-19 patients to 7,755.

According to the Ministry of Health and Prevention (MoHAP), three more coronavirus deaths have been confirmed, taking to 46 the country’s death toll.

The ministry revealed that it conducted more than 30,000 additional COVID-19 tests among UAE citizens and residents, using state-of-the-art technology in line with its plans to intensify virus screening in order to bring COVID-19 under control.

The accelerated investigative measures resulted in the detection of 490 new coronavirus cases among various nationalities, all of whom are in a stable condition and receiving the necessary care.

The deceased are of Asian nationalities and had pre-existing conditions coinciding with being infected with coronavirus, which resulted in complications that led to their death.

The ministry expressed its sincere condolences to the families of the deceased and wished a speedy recovery to all patients, calling on the public to cooperate with health authorities and comply with all precautionary measures, particularly social distancing protocols, to ensure the safety and protection of the public.

The ministry also announced the full recovery of 83 new cases after receiving the necessary treatment, taking to 1443 the total of those now recovered from the virus in the UAE.
