Saudi Arabia terms Aleppo massacre a ‘war crime’

Riyadh, Jan 3: The Cabinet, chaired by King Salman at Al-Yamamah Palace in Riyadh on Monday, expressed appreciation for his order to organize a Kingdom-wide fundraising campaign to provide humanitarian assistance to the Syrian people.

The Cabinet praised the king’s directive to allocate SR100 million ($26.7 million) for the campaign, his donation of SR20 million ($5.3 million), Crown Prince Mohammed bin Naif’s donation of SR10 million ($2.7 million), and Deputy Crown Prince Mohammed bin Salman’s donation of SR8 million ($2.1 million).

The Cabinet said the donations embodied the keenness of the Saudi leadership to alleviate the suffering of the Syrian people, notably those displaced from Aleppo and other areas.

The Cabinet also renewed the Kingdom’s position, taken at the emergency meeting of the executive committee of foreign ministers of the Organization of Islamic Cooperation (OIC), that the massacres committed in Aleppo are “a war crime against humanity,” SPA reported.

It recalled the Kingdom’s welcoming of UN Security Council (UNSC) resolution 2328 on the deployment of international observers in Aleppo to supervise the evacuation of civilians.

The Cabinet expressed the Kingdom’s support for the Syrian people in the face of genocide by the Syrian regime throughout the country.

It stressed the Kingdom’s welcoming of proposals by US Secretary of State John Kerry on a final solution to the Israeli-Palestinian conflict, and the UNSC’s adoption of resolution 2334 condemning Israeli settlements on occupied Palestinian land.

The Cabinet strongly condemned the assassination of the Russian envoy in Turkey, and other terrorist acts in Berlin, Baghdad, and the latest one in Istanbul.

The Cabinet congratulated King Salman on the second anniversary of his accession to the throne, and achievements made during the past two years in various fields, including the Kingdom’s international status.

The Cabinet praised the general budget for the fiscal year 2017, for its sufficient strength to cope with economic and financial challenges.

It also praised the government’s prudent fiscal policies, and its determination to move forward to enhance elements of the national economy via Vision 2030.

The Cabinet said the Saudi leadership sought through the budget to improve the efficiency of capital and operational expenditures and strengthen public finances.

It also praised the king’s directives on implementing the budget carefully to achieve the aspirations of the leadership and improve services provided to citizens.

The Cabinet assessed the outcome of the meeting of oil ministers of the Organization of Arab Petroleum-Exporting Countries (OAPEC) at its 97th session in Cairo, and the cooperation and commitment among OAPEC member states to apply the agreement on production cuts reached in November.

It approved several decisions, including a security cooperation agreement with Djibouti; a memorandum of understanding (MoU) with India on cooperation in exchanging investigations related to money-laundering, terrorism and related crimes; an MoU for cooperation in renewable energy between King Abdullah City for Atomic and Renewable Energy (K.A.CARE) and China’s National Energy Administration (NEA); and arrangements by the General Authority of Sports to streamline the sports sector, expand the base of sports practitioners, realize excellence in Saudi sports locally and internationally, and encourage investment in the sector.

The Cabinet assigned the General Authority of Statistics to implement a general census of the population and houses in 2020, and start preparations from 2017.

Dubai, Jan 10: Iran denied on Thursday that a Ukrainian airliner that crashed near Tehran had been hit by a missile, Iranian government spokesman Ali Rabiei said in a statement, according to state TV.

"All these reports are a psychological warfare against Iran. All those countries whose citizens were aboard the plane can send representatives and we urge Boeing to send its representative to join the process of investigating the black box".

Abu Dhabi, Jun 2: The United Arab Emirates on Monday recorded 635 new coronavirus cases, taking the total number of infections in the country to 35,192, the UAE’s Ministry of Health and Prevention said in a statement carried by state news agency WAM.

The new cases were detected after the health authorities conducted 30,147 additional COVID-19 tests citizens and residents.

The ministry also announced that 406 more patients have fully recovered after receiving the necessary medical care, raising the total number of recoveries in the country to 18,338.

The announcement was made during the regular media briefing held in Abu Dhabi, wherein Dr. Amna Al Dahak Al Shamsi, official spokesperson for the UAE government, provided an update on coronavirus-related developments and measures taken to mitigate its impact.

During the briefing, Dr. Al Shamsi also announced the death of two patients from COVID-19, taking the total number of deaths in the country to 266.

"The number of COVID-19 cases still receiving treatment now stands at 16,588 from different nationalities," she added, noting that more than 650,000 COVID-19 tests have been conducted over the past two weeks.

"Since the onset of the crisis, the UAE has focused on select segments of society, primarily the elderly and patients with chronic diseases, in order to ensure they survive the crisis," she added.

"We believe it is particularly morally important to support and stand by them, provide them with their daily needs, and keep them from harm’s way," she added.

Dr. Al Shamsi asserted that all precautionary measures announced, including the updated fines and penalties, will be enforced against violators, including citizens and residents.

"The law does not differentiate between citizens and residents. We are living in one homeland, which is for all of us," she continued.

"Your safety and health are a priority. We must comply with all precautionary measures. Though restrictions have been relaxed, caution must continue to be exercised."

Dr. Al Shamsi also warned, "Recklessness may undermine the efforts made by our frontline defenders. It is the responsibility of every individual to support protective efforts to ensure the safety of all."

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.
