Search resumes for missing Malaysian jetliner

Kuala Lumpur, Mar 9: Planes and ships from across Asia resumed the hunt on Sunday for the Malaysian jetliner missing with 239 people on board for more than 24 hours, while Malaysian aviation authorities investigated how two passengers were apparently able to get on the aircraft using stolen passports.

There was still no confirmed sighting of wreckage from the Boeing 777 in the seas between Malaysia and Vietnam where it vanished from screens early Saturday morning en route to Beijing from Kuala Lumpur. The weather was fine, the plane was already cruising and the pilots had no time to send a distress signal in unusual circumstances for a modern jetliner to crash.

Li Jiaxiang, administrator of the Civil Aviation Administration of China, said some debris had been spotted, but it was unclear whether it came from the plane. Vietnamese authorities said they had seen nothing close to two large oil slicks they saw Saturday and said might be from the missing plane.

Malaysia's civil aviation chief Azaharuddin Abdul Rahman said his country had expanded its area of operation to the west coast of peninsular Malaysia, on the other side of the country from where the plane disappeared. “This is standard procedure. If we can't find it here, we go to other places,” he said.

Finding traces of an aircraft that crashes over sea can take days or longer, even with a sustained search effort. Depending on the circumstances of the crash, wreckage can be scattered over many square kilometers (miles). If the plane enters the water before breaking up, there can be relatively little debris.

Investigators will need access to the flight data recorders to determine what happened. Terrorism is always considered a possibility, but the sudden disappearance of Flight MH370 has given extra emphasis to speculation a bomb might have been on board.

On Saturday, foreign ministries in Italy and Austria said the names of two citizens listed on the flight's manifest matched the names on two passports reported stolen in Thailand. It's unclear how common it is for people to get on flights with fake passports, but the news added to fears of terrorism.

Azaharuddin said Sunday that authorities were “aware of the situation and we are doing an investigation at the moment.”

Just 9 percent of fatal accidents happen when a plane is at cruising altitude, according to a statistical summary of commercial jet accidents done by Boeing. Malaysia Airlines CEO Ahmad Jauhari Yahya said Saturday there was no indication the pilots had sent a distress signal.

The lack of a radio call “suggests something very sudden and very violent happened,” said William Waldock, who teaches accident investigation at Embry-Riddle Aeronautical University in Prescott, Ariz.

The plane was last inspected 10 days ago and found to be “in proper condition,” Ignatius Ong, CEO of Malaysia Airlines subsidiary Firefly airlines, said at a news conference.

Two-thirds of the jet's passengers were from China. The rest were from elsewhere in Asia, North America and Europe.

Asked whether terrorism was suspected, Malaysian Prime Minister Najib Razak said authorities were “looking at all possibilities, but it is too early to make any conclusive remarks.”

The South China Sea is a tense region with competing territorial claims that have led to several low-level conflicts, particularly between China and the Philippines. That antipathy briefly faded Saturday as China, the Philippines, Vietnam, Singapore and Malaysia all sent ships and planes to the region.

Malaysia had dispatched 15 planes and nine ships to the area. The U.S. Navy was sending a warship and a surveillance plane, while Singapore said it would send a submarine and a plane. China and Vietnam also sent aircraft to help in the search.

Malaysia Airlines has a good safety record, as does the 777, which had not had a fatal crash in

its 19—year history until an Asiana Airlines plane crashed last July in San Francisco, killing three passengers, all teenagers from China.

Washington, Mar 1: The US Federal Communications Commission (FCC) has proposed a fine of over $200 million for all major US mobile carriers for selling the location data of customers to some agencies.

The Federal Communications Commission today proposed fines against the nation's four largest wireless carriers for apparently selling access to their customers' location information without taking reasonable measures to protect against unauthorised access to that information. As a result, T-Mobile faces a proposed fine of more than $91 million, AT&T faces a proposed fine of more than $57 million, Verizon faces a proposed fine of more than $48 million, and Sprint faces a proposed fine of more than $12 million, the FCC said in a statement on Friday.

The Enforcement Bureau of FCC opened this investigation after reports surfaced that a Missouri Sheriff, Cory Hutcheson, used a "location-finding service" operated by Securus, a provider of communications services to correctional facilities, to access the location information of the wireless carriers' customers without their consent between 2014 and 2017.

"American consumers take their wireless phones with them wherever they go. And information about a wireless customer's location is highly personal and sensitive. The FCC has long had clear rules on the books requiring all phone companies to protect their customers' personal information. And since 2007, these companies have been on notice that they must take reasonable precautions to safeguard this data and that the FCC will take strong enforcement action if they don't. Today, we do just that," said FCC Chairman Ajit Pai.

"This FCC will not tolerate phone companies putting Americans' privacy at risk."

The FCC also admonished these carriers for apparently disclosing their customers' location information, without their authorisation, to a third party

The four major US carriers mentioned sold access to their customers' location information to "aggregators," who then resold access to such information to third-party location-based service providers (like Securus).

Although their exact practices varied, each carrier relied heavily on contract-based assurances that the location-based services providers (acting on the carriers' behalf) would obtain consent from the wireless carrier's customer before accessing that customer's location information.

Seoul, Jun 24: North Korea on Wednesday said leader Kim Jong Un suspended a planned military retaliation against South Korea, possibly slowing the pressure campaign it has waged against its rival amid stalled nuclear negotiations with the Trump administration.

Last week, the North had declared relations with the South as fully ruptured, destroyed an inter-Korean liaison office in its territory and threatened unspecified military action to censure Seoul for a lack of progress in bilateral cooperation and for activists floating anti-Pyongyang leaflets across the border.

Analysts say North Korea, after weeks deliberately raising tensions, may be pulling away just enough to make room for South Korean concessions.

Pyongyang's official Korean Central News Agency said Kim presided by video conference over a meeting Tuesday of the ruling Workers' Party's Central Military Commission, which decided to postpone plans for military action against the South brought up by the North's military leaders.

KCNA didn't specify why the decision was made. It said other discussions included bolstering the country's "war deterrent".

Yoh Sang-key, spokesman of South Korea's Unification Ministry, said Seoul was "closely reviewing" the North's report but didn't further elaborate.

Yoh also said it was the first report in state media of Kim holding a video conferencing meeting, but he didn't provide a specific answer when asked whether that would have something to do with the coronavirus.

The North says there hasn't been a single COVID-19 case on its territory, but the claim is questioned by outside experts.

Kim Dong-yub, an analyst from Seoul's Institute for Far Eastern Studies, said it's likely that the North is waiting for further action from the South to salvage ties from what it sees as a position of strength, rather than softening its stance on its rival.

"What's clear is that the North said (the military action) was postponed, not cancelled," said Kim, a former South Korean military official who participated in inter-Korean military negotiations.

Other experts say the North would be seeking something major from the South, possibly a commitment to resume operations at a shuttered joint factory park in Kaesong, which was where the liaison office was located, or restart South Korean tours to the North's Diamond Mountain resort.

Those steps are prohibited by the international sanctions against the North over its nuclear weapons programme.

The public face of the North's recent bashing of the South has been Kim Yo Jong, the powerful sister of leader Kim Jong Un, who has been confirmed as his top official on inter-Korean affairs.

Issuing harsh statements through state media, she had said the North's demolishing of the liaison office would be just the first in a series of retaliatory action against the enemy South and that she would leave it to the North's military to come up with the next steps.

The General Staff of the North's military has said it would send troops to the mothballed inter-Korean cooperation sites in Kaesong and Diamond Mountain and restart military drills in frontline areas.

Such steps would nullify a set of deals the Koreas reached during a flurry of diplomacy in 2018 that prohibited them from taking hostile action against each other.

Also condemning the South over North Korean refugees floating anti-Pyongyang leaflets across the border, the North said Monday it printed 12 million of its own propaganda leaflets to be dropped over the South in what would be its largest ever anti-Seoul leafleting campaign.

It wasn't immediately clear whether Kim's decision to hold back military action would affect the country's plans for leafleting. The North's military had said it would open border areas on land and sea and provide protection for civilians involved in the leafleting campaigns.

The North has a history of dialling up pressure against the South when it fails to get what it wants from the United States. The North's recent steps came after months of frustration over Seoul's unwillingness to defy US-led sanctions and restart the inter-Korean economic projects that would breathe life into its broken economy.

Nuclear negotiations between Pyongyang and Washington largely stalled after Kim's second summit with President Donald Trump last year in Vietnam, where the Americans rejected North Korea's demands for major sanctions relief in exchange for a partial surrender of its nuclear capabilities.

Jakarta, Mar 15: Indonesia's transport minister is in intensive care after testing positive for the novel coronavirus, an official has said, as schools and tourist attractions were ordered to close over the health threat.

Transportation Minister Budi Karya Sumadi was receiving treatment at an army hospital in Jakarta, State Secretary Pratikno said on Saturday.

A hospital spokesman said Sumadi was encountering difficulty breathing but that his condition was improving.

Pratikno said Sumadi was involved in virus mitigation efforts, particularly the evacuation of Indonesians from epicenters of the outbreak, and that President Joko Widodo had called for tests to be carried out on other ministers.

Cases of the virus in Indonesia, the world's fourth most populous country, have jumped from zero two weeks ago to 96, with five deaths, according to government spokesperson Achmad Yurianto.

He also said the virus has spread outside Greater Jakarta to Bandung in West Java, Solo in Central Java, Manado in North Sulawesi, Pontianak in West Kalimantan, as well as holiday havens Yogyakarta and Bali.

Following the increase, the government on Saturday established a task force on COVID-19 mitigation.

Jakarta's Governor Anies Baswedan announced that schools would close for two weeks starting Monday, and ordered the closure of city-owned tourist attractions, such as Ragunan Zoo and Ancol beach.

He emphasized that Jakarta would not be locked down but urged people "to be responsible" and called for social distancing when possible.

Similarly, the administration of Solo, Central Java, Friday announced that schools and tourist attractions would close after a coronavirus patient died in the region.

The World Health Organization has said it is particularly concerned about high-risk nations with weaker health systems, which who may lack the facilities to identify cases.

A day after declaring the coronavirus outbreak to be pandemic this week, WHO chief Tedros Adhanom Ghebreyesus called Indonesia's president Widodo and both agreed to "scale up cooperation."
