Varanasi, Sept 27: Taking moral responsibility for the incident of alleged molestation of a female student and violence at Banaras Hindu University (BHU), Chief Proctor ON Singh submitted his resignation to Vice-Chancellor Dr Girish Chandra Tripathi on Tuesday.

His resignation was accepted by the university authorities and a new chief proctor will be appointed soon, news agency ANI said. As per a report, professor MK Singh of BHU Medical College has been given the additional charge as the chief proctor.

In an another development, the main opposition party, Congress has demanded that the Prime Minister should tender an apology to those who were mercilessly thrashed by the cops at the varsity campus.

"The Prime Minister should first apologise to the girls in BHU, because despite being there, he did not care to ask why the girls were protesting," Congress leader Mohan Prakash said amid a political storm over the alleged police crackdown on girl students at the varsity campus.

"Our daughters kept sitting there for two days and asking the authorities to do something about the eve teasing," Prakash said.

Meanwhile, several inquiries have been set up by the government, administration and the varsity vice-chancellor into the campus violence. Uttar Pradesh Chief Minister Yogi Adityanath has also sought a report from Divisional Commissioner about the lathi-charge by the police on BHU students, including women.

The university authorities have, however, blamed the 'outsiders' for the violence inside the campus.

Dozens of students were detained in connection with the violence that erupted on the varsity campus on September 24 (Sunday) after the police used force to evict them. A FIR against 1,000 students has also been filed at the Lanka Police Station for arson and other charges, Varanasi SSP said.

Violence inside the campus erupted after some students, protesting against the alleged eve-teasing incident on September 21, went to meet the Vice Chancellor at his residence. The protesting students were demanding action against those involved in the alleged eve-teasing of a woman student of Arts, while she was returning to her hostel.

Three bike-borne men had abused her and fled when she resisted their attempts, according to the complainant.

The woman alleged that varsity security guards, about 100 metres from where the incident happened, did nothing to stop the men. She said her warden, instead of taking up the issue with her superiors, asked her why was she was returning late to the hostel.

The warden's response angered the student's colleagues, who sat on a 'dharna' at the main gate midnight Thursday. One of the students even got her head tonsured.

BHU students alleged they have to face eve-teasers on the campus regularly and the varsity administration was not taking any action to stop the miscreants. Police and BHU professors tried to pacify the students on September 24 but they refused to end their protest and sought assurance from the university vice-chancellor.

A day later, on September 25, the varsity issued a statement saying the 'dharna' by the students just a day before Prime Minister Narendra Modi's visit was 'politically motivated' to malign the image of the university.

The university also said that security guards were regularly patrolling the campus and assistance from the police is sought from time-to-time to maintain peace in the campus.

On the other hand, Samajwadi Party president Akhilesh Yadav has strongly condemned the lathi-charge of the students in BHU.

Mumbai, Jan 28: Flag carrier Air India has kept one of its 423-seater jumbo planes ready in Mumbai for the evacuation of Indian citizens from Wuhan in China in the wake of the coronavirus outbreak in that country, an official source said on Tuesday.

The airline is awaiting necessary approvals from the ministries of external affairs and health to operate the special flight, the source said. The health ministry's nod is required because the operating crew has to fly in a virus outbreak territory.

"We have kept a Boeing 747-400 ready in Mumbai to operate an evacuation flight to China whenever we get a go ahead from the government," the source said.

Some 250 Indians are to be evacuated.

At a meeting of top secretaries called by the cabinet secretary on Monday, the government decided to be prepared for possible evacuation of Indian nationals in Wuhan.

Accordingly, Ministry of External Affairs will make a request to the Chinese authorities for evacuation of Indian nationals, mostly students, stuck in Wuhan city. The Ministry of Civil Aviation and Ministry of Health will make arrangements for transport and quarantine facilities respectively, an official release said on Monday.

Wuhan along 12 other cities have been completely sealed by the Chinese authorities to stop the virus from spreading. The death toll climbed to 80 with 2,744 confirmed cases.

Meerut, Jan 8: Hangman Pawan Jallad, who officials say is being considered to carry out the execution of the four Nirbhaya gangrape case convicts, on Tuesday said he is ready for the job which will send out a strong message in the society.

He said executing those who were involved in the horrific crime will bring "great relief" to him, Nirbhaya's parents and everybody else.

Earlier in the day, a Delhi court issued death warrants against all the four convicts in the Nirbhaya gangrape-murder case and ordered that they are hanged on January 22 at 7 am in Tihar jail.

The death warrant, also known as a black warrant, addressed to the office of the Tihar jail chief, was issued by Additional Sessions Judge Satish Kumar Arora against Mukesh (32), Pawan Gupta (25), Vinay Sharma (26) and Akshay Kumar Singh (31).

"I do not have any information regarding the execution, nobody has spoken to me yet. If anyone approaches me, I am ready to do the job. Earlier, I was asked to be ready for the execution on December 16," Pawan Jallad told reporters here.

"Those who were involved in this brutal incident must be hanged, which will send out a strong message in the society," he said.

"Hanging the Nirbhaya gangrape case convicts will certainly bring great relief to me, her parents and everybody else," he added.

Nirbhaya, a 23-year-old paramedic student, was gang-raped and brutalised on the intervening night of December 16-17, 2012, inside a moving bus in south Delhi by the four men, along with two others, before being dumped on the road.

She died on December 29, 2012, at Mount Elizabeth Hospital in Singapore.

Of the six persons convicted, one allegedly committed suicide in jail and another, a juvenile, was released from a reformation home after serving a three-year term.

When contacted, Jail Superintendent of Meerut prison V P Pandey said he has not yet received any letter from Tihar authorities.

"Last month, we had received a letter asking us to keep Pawan Jallad ready but there is no fresh communication. The Delhi court warrants were issued this evening, maybe we will get the letter for sending him by tomorrow (Wednesday)," he said.

The gangrape of 23-year-old, who came to be known as 'Nirbhaya', the fearless one, sparked outrage across the country. Repulsed, people took to the streets across the country, demanding justice for her and better safety measures for women.

The case led to toughening of India's rape laws.
