SOS in mobile phones for women's safety

sos_androidNew Delhi, Dec 17: Integration of police administration with mobile phone network to trace distress calls in the shortest possible time and installation of GPS in public transports are some of the measures for safety of women that will soon be a reality, Finance Minister P Chidambaram said on Monday.

“Instructions will be issued by the Ministry of Information Technology to all mobile phone manufacturers to introduce, mandatorily, an SoS alert button in handsets. The manufacturers will also be instructed to install an SoS alert system in the existing handsets through free downloading of suitable software,” the minister said.

The scheme will be launched in 157 cities in two phases at an estimated cost of Rs 1,000 crore.

These proposals would come up for approval by the Union Cabinet within a week, said the minister, who introduced a Rs 1000-crore Nirbhaya Fund in this year’s Budget as a tribute to the Delhi gang-rape victim.

He also countered reports that nothing was done to utilise the fund. “Lots of work have been done by the ministries and I think it is unfair to say nobody has done any work,” he said.

“We asked the ministries to work out, they have worked out proposals, we rejected many, which did not fulfil the objectives. Three have been approved in principle. Apart from these, the Ministry of Women and Child Development is also formulating a scheme for vulnerability mapping etc to be rolled out,” Chidambaram said.

The Road Transport Ministry also proposed a scheme, “Security of women in road transport in the country”, which would cover 32 towns – each with a population of over one million – to be implemented over two years. The expected outlay is about Rs 1,700 crore, he said.

Under the proposal, public transport vehicles will have GPS for easy tracking. Installation of CCTVs and appointment of women drivers and conductors are among the other steps to enhance women’s safety.

The Railway Ministry, Chidambaram said, proposed to launch a public scheme for setting up an SoS alert system in trains in select zones. The facility would cover all service providers from all telecom circles. It

would have a call recording facility. A call centre, which would support English and Hindi languages, would be set up.

Rolling out of the scheme would require an estimated Rs 25.17 crore. “Hopefully, the three ministries will bring it to the Cabinet either this Thursday or the next, and if the Cabinet approves, they will start rolling it out,” he said.

New Delhi, Feb 4: The investigation into the incident of violence at Jamia Millia Islamia during an anti-citizenship law protest was at a crucial stage, the Centre told the Delhi High Court on Tuesday.

The submission before a bench of Chief Justice D N Patel and Justice C Hari Shankar was made by Solicitor General Tushar Mehta while seeking more time to file a report regarding the probe.

Taking note of the submission, the bench granted the Centre time till April 29 to file a reply.

During the hearing, senior advocate Colin Gonsalves, appearing for some students of Jamia, said 93 students and teachers filed complaints about alleged attacks on them by police but no FIR has been filed against the agency till date.

The other lawyers for the petitioners alleged that the government has not complied with the court order to file a response within four weeks of the last date of hearing on December 19.

The bench, however, declined to pass any interim order and granted time till April 29 to the government to file a reply.

New Delhi, Jan 22: The BJP on Wednesday cited statements of several opposition leaders to accuse them of "abusing" Hindus for their appeasement politics and referred to the Congress as "Muslim League Congress".

Seeking apologies from Congress president Sonia Gandhi and NCP chief Sharad Pawar, BJP spokesperson Sambit Patra said leaders of these parties have used the ongoing protests against the amended citizenship law to "abuse" Hindus.

Chavan has said in a public meeting that the Congress decided to join hands with the Shiv Sena to form government in Maharashtra as Muslims wanted the party to stop the BJP, Patra stated, claiming that it shows the opposition party has nothing to do with people belonging to other religions, including Hindus.

Patra also referred to a statement from an NCP leader to attack the opposition.

Asked about Congress leader Mallikarjun Kharge's reported jibe at the RSS for its "non-participation" in the freedom movement, the BJP leader shot back, asking if parents of Sonia Gandhi, who is of Italian origin, had fought in India's independence struggle.

The Indian National Congress, he said referring to the opposition party's full name, should be called "Muslim League Congress".

May 13: Senior Congress leader P Chidambaram on Wednesday mocked the prime minister's announcement of a Rs 20 lakh crore financial package as a "headline and blank page", and said he was looking forward to the finance minister filling the blank page.

Prime Minister Narendra Modi on Tuesday announced massive new financial incentives on top of the previously announced packages for a combined stimulus of Rs 20 lakh crore.

Chidambaram said he would count every additional rupee the government infuses into the economy and examine what the poor, hungry and devastated migrant workers get after walking hundreds of kilometres to their home states.

"Yesterday, PM gave us a headline and a blank page. Naturally, my reaction was a blank!

"Today, we look forward to the FM filling the blank page. We will carefully count every ADDITIONAL rupee that the government will actually infuse into the economy," he said on Twitter.

The former finance minister said "We will also carefully examine who gets what?".

"And the first thing we will look for is what the poor, hungry and devastated migrant workers can expect after they have walked hundreds of kilometres to their home states.

"We will also examine what the bottom half of the population (13 crore families) will get in terms of REAL MONEY," he said in a series of tweets.

Congress leader Jairam Ramesh also slammed the prime minister's announcement.

"Last night the Prime Minister did what comes to him best. Maximum packaging, Minimum meaning.It was a case of classic NAMO. No Action Message Only," he said on Twitter.
