Surveillance teams seize cash, articles worth Rs 28.43 cr in poll-bound Karnataka

Bengaluru, Apr 15: Surveillance and flying squads deployed to oversee violations of model code of conduct ahead of the May 12 Assembly polls in Karnataka have seized cash and articles meant to entice voters to the tune of Rs.28.43 crores.

Disclosing this at a meet the press programme organised by the Bangalore Press Club and the Bangalore Reporters Guild State Chief Election Officer, Sanjiv Kumar said more than 2500 different static surveillance and mobile teams were currently actively engaged in enforcing the model code of conduct. He said the flying squads were fitted with GPS systems so that they could act swiftly on hearing about violations.

He said the conviction rates of violations were high even when compared to other crimes in the country and referred to the cases filed during the 2013 Assembly elections and said that out of 1157 cases reported 1008 cases have been charge sheeted and 299 have been convicted. The conviction rate was 26 per cent as against the national average of 12 to 16 per cent he added. He said the conviction rate would be much higher once the cases that were on trial were completed.

He said in order to make the elections people friendly efforts were being made to bring to voting mainstream people in tribal and remote areas as also people belonging to third gender, sex workers and those who are shelterless.

He ruled out the possibility of changing the polling times in places affected by heatwave and said necessary steps have been taken in these areas to ensure people face least discomfort. Drinking water would be provided and adequate stock of ORS would be ensured to help voters suffering from dehydration, he added.

Referring to demand of political parties to mix EVMs so that they voting pattern is not revealed during the counting process,he said efforts were on to link 10 to 15 evms with totaliser machines at the counting centres. But there was need for change in legislation to enforce it on a large scale he said.

He reiterated that Election Commission was not a law maker to usher in electoral reforms. It is acting under the provisions of the Representation of Peoples Act and any forward looking and pathbreaking reforms need to be legislated by the Parliament.

With regard to paid news he cautioned the news channels while using the channel's time for commercials relating to candidates. Those which are exhibited over and above the allotted commercial time would be charged on the particular candidate and also the concerned media house would also be taken to task.

In a word of caution to the candidates who exceed their expenditure limit of Rs.28 lakhs, Mr Sanjiv Kumar referred to a case of countermanding of elections of a constituency in Madhya Pradesh where the winning candidate had exceeded the limit. He said separate count was being maintained for each candidate.

He said the digital services were being utilised to the fullest extent to reach out to the voters to ensure higher participation. Separate polling stations manned by women, Apps to identify polling booths and also to indicate the queue position in polling booth were now available in an attempt to make voting people friendly,he added.

Wuhan, Feb 6: Chinese multinational conglomerate holding company Tencent has allegedly published "real" data on the novel coronavirus deaths, with briefly listing death toll as 24,589 -- way too higher than over 500 deaths China has officially announced to date.

According to Taiwan News, "Tencent... seems to have inadvertently released what is potentially the actual number of infections and deaths, which were astronomically higher than official figures".

Tencent, on its webpage titled "Epidemic Situation Tracker," showed confirmed cases of novel coronavirus (2019-nCoV) in China as standing at 154,023 - over 10 times the official figure given to the world on February 1.

It listed the number of suspected cases as 79,808, four times the official figure.

"The number of cured cases was only 269, well below the official number that day of 300. Most ominously, the death toll listed was 24,589, vastly higher than the 300 officially listed that day".

Once people noticed this, Tencent immediately updated the numbers to reflect the government's "official" numbers.

"Netizens noticed that Tencent has on at least three occasions posted extremely high numbers, only to quickly lower them to government-approved statistics," said the report.

Some people speculated a coding problem may be behind the real "internal" data but others believe that someone is actually trying to reveal the real numbers.

Tencent was yet to officially comment on these reports.

"According to multiple sources in Wuhan, many coronavirus patients are unable to receive treatment and die outside of hospitals."

There have been multiple reports of Wuhan officials cremating deceased coronavirus victims before they could be added to the official death toll.

The Wall Street Journal reported that the coronavirus numbers coming out of China are "fishy".

If the numbers from the alleged Tencent leak are accurate, it would put coronavirus' mortality rate at almost 16 per cent. By comparison, SARS' mortality rate was 9.6 per cent, reports CCN.

Caijing, an independent magazine based in Beijing that covers societal, political, and economic issues, has also claimed that the Communist Party of China (CCP) is underreporting the extent of the coronavirus outbreak.

Caijing's article on Coronavirus that detailed how Wuhan officials are not reporting real figures was censored in China.

As of Thursday, the official death toll in China rose to 563, with 28,018 confirmed cases.

Bengaluru, Jun 3: Deputy Chief Minister CN Ashwath Narayan on Tuesday invited investors in the Electronics System and Design Manufacturing (ESDM) sector to Karnataka, as the state contributes 64 per cent to the sector's total exports from the nation.

During a video conference organised by Invest India for a few select states with leading ESDM players across the globe, Narayan said, "We are the largest chip design hub and home to 70 per cent of India's chip designers."

Karnataka has introduced industry-friendly policies from the beginning and it continues to be the leader in attracting technology-specific investments, he added.

"Karnataka has an estimated GSDP of almost USD 220 billion. We were the first to come out with IT, BT, ESDM, and AVGC (Animation, Visual Effects, Gaming, and Comics) policies to give a push to the growth of the technology sectors and innovation. We also have vibrant automobiles, agro, aerospace, textile and garment, and heavy engineering industries," Narayan explained.

"We have created sector-specific SEZs for key industries such as IT, biotechnology and engineering, food processing and aerospace,'' he said.

However, the state government is planning ahead as it has initiated talks with other countries.

"We have held multiple consultations with the private sector to seek inputs for returning to business as we ease the COVID-19 lockdown restrictions. We are also initiating dialogue with countries across the globe to understand future plans for their companies in the post COVID era and discuss how the Karnataka government can support that," the Deputy Chief Minister stated.

"Karnataka has attracted cumulative FDI inflows in the state from 2000 to 2019 which were recorded at USD 42.3 billion," he said.

Referring to the Karnataka ESDM policy 2017-2022, Narayan further said, "We aim to stimulate the growth of 2,000 ESDM start-ups during the policy period and create 20 lakh new jobs by 2025.

Bengaluru, Jan 7: The Central Crime Branch (CCB) sleuths held an international bookie in connection with the Karnataka Premier League (KPL) betting scam and spot-fixing racket, police said on Tuesday.

The bookie was identified as Jitin Sait (32), a native of Sonipat in Haryana.

'We had obtained and issued a Look Out Circular (LOC) against Sait, and on Sunday, he was caught after he landed at the Kempegowda International Airport from the Netherlands.
