Trump Signals US Is Likely To Exit Paris Climate Deal

Washington, Jun 1: President Donald Trump is still undecided but leaning toward withdrawing the United States from the landmark Paris climate agreement, White House officials said Wednesday, a move that would honor a campaign vow but risk rupturing global alliances and disappointing both environmentalists and corporate titans.donald

Although officials warned that Trump's thinking could shift before he announces his decision Thursday, a U.S. exit from the climate pact could have severe ramifications internationally. It could raise doubts about the commitment of the world's largest economy to curbing global warming and make it more difficult to hold other nations to their environmental commitments.

All but two countries - Nicaragua and Syria - signed onto the 2015 accord, which was a signature diplomatic achievement for President Barack Obama.

The Paris agreement has long divided the Trump administration, with the president taking much of the spring to make up his mind amid an intense campaign by both sides to influence his decision.

Secretary of State Rex Tillerson and Ivanka Trump, the president's daughter and adviser, are among those who have urged him to stay in the deal. White House chief strategist Stephen Bannon and Environmental Protection Agency Administrator Scott Pruitt have pushed for a withdrawal, which wouldn't actually be finalized until near the end of Trump's term.

Although the White House signaled that Trump was likely to announce an exit from the Paris accord, it made no public announcement Wednesday. Trump tweeted that he would announce his decision Thursday at 3 p.m. in the White House Rose Garden. The president has a history of changing his mind at the last minute, as he did in deciding not to pull out of the North American Free Trade Agreement after aides had suggested he would.

All day, senior administration officials cautioned that Trump had not yet made a final decision on the climate pact - and the president himself seemed eager to maintain the suspense.

"You're going to find out very soon," Trump told reporters Wednesday, in response to questions during a brief Oval Office appearance with Vietnamese Prime Minister Nguyen Xuan Phuc.

Asked whether he had been hearing from CEOs trying to persuade him, Trump said, "I'm hearing from a lot of people, both ways." More than 190 nations agreed to the accord in December 2015 in Paris, and 147 have since formally ratified or otherwise joined it, including the United States - representing more than 80 percent of the world's greenhouse gas emissions.

The United States is the world's second-largest emitter of greenhouse gases. Under the Paris agreement, the United States promised to reduce its emissions 26 percent to 28 percent below their 2005 levels by 2025. As of 2015, emissions were 12 percent lower, according to the U.S. Energy Information Administration.

Hard-line conservatives have sought to convince Trump that meeting this target would be harmful to the bottom lines of U.S. businesses and would jeopardize manufacturing jobs, especially in the Midwest and other regions where Trump found deep support in last year's election.

They also have argued that staying in the Paris agreement could be used as a legal tool by environmental groups seeking to fight Trump's environmental policies.

In addition, a group of 22 Republican senators - including Senate Majority Leader Mitch McConnell, R-Ky., - wrote to Trump urging "a clean break" from the Paris agreement.

But Tillerson and other internationalists have argued that it would be beneficial to the United States to remain part of negotiations and meetings surrounding the agreement as a matter of leverage and influence.

A broad range of outsiders have lobbied Trump to remain part of the global pact, from former vice president Al Gore to Pope Francis. The administration's debate has triggered an outpouring of lobbying from corporate America as well, as Apple, ExxonMobil and other major companies have strongly supported the accord.

During Trump's maiden foreign trip last week, a number of European leaders sought to persuade Trump of the magnitude of the climate change crisis and the importance of American leadership to address it.

Gary Cohn, the National Economic Council director, told reporters last week that Trump "wants to do the right thing for the environment. He cares about the environment. But he also cares very much about creating jobs for American workers." He added, "If those things collide, growing our economy is going to win. The president ran on growing our economy."

As a candidate, Trump railed against the Paris accord and pledged to scrap it, as part of his "America First" agenda to promote economic nationalism and disentangle the United States from international agreements that he considers harmful.

Trump also said he thought climate change was a "hoax." Asked by a reporter Wednesday whether he still believes so, the president said only, "Thank you, everybody."

News reports Wednesday that Trump was expected to withdraw from the Paris accord sparked swift and strong reactions.

Elon Musk, the chief executive of Tesla and a member of a White House manufacturing jobs advisory board, tweeted that if Trump does exit, he would have "no choice" but to end his affiliations with the administration.

Mitt Romney, the 2012 Republican presidential nominee and one of Trump's finalists for secretary of state, tweeted, "Affirmation of the #ParisAgreement is not only about the climate: It is also about America remaining the global leader."

Sen. Michael Bennet, D-Colo., said leaving the Paris agreement would amount to an "abdication" of American values.

"This would be yet another example of President Trump's 'Putting America Last' agenda - last in innovation, last in science, and last in international leadership," Bennet said in a statement.

Others cheered the notion that Trump might soon kill the climate agreement that had been an Obama legacy item.

"President Trump's decision sends a strong message to the environmentalist movement: no longer will the United States be strong armed by their scare tactics intended to harm our economy and inhibit economic growth," David McIntosh, president of the Club for Growth, a conservative political action group, said in a statement.

A party that has fully joined the accord, as the United States has, cannot formally withdraw for three years after the agreement was entered into force in 2016 - and that is capped by an extra year-long waiting period. Under those rules, Trump could not complete a U.S. exit from the agreement until Nov. 4, 2020 - the day after the next presidential election.

European Commission President Jean-Claude Juncker said he tried to explain to Trump during their climate discussions last week that withdrawing from the pact was no simple task.

"Not everything in international agreements is 'fake news,' " Juncker said Wednesday. He added, "This notion, 'I am Trump, I am American, 'America First' and I'm going to get out of it' - that won't happen. We tried to explain that to Mr. Trump in Taormina in clear German sentences. It seems our attempt failed." Taormina is the Sicilian resort town where the Group of Seven leaders met last week.

Trump also could opt to withdraw from the more foundational U.N. Framework Convention on Climate Change, which laid the groundwork for the Paris deal and was signed by President George H.W. Bush and ratified by the Senate in the early 1990s.

But that is a more radical move, which would further withdraw the United States from all international climate change negotiations.

The Trump administration already has rolled back key Obama administration initiatives through executive action, including the EPA's Clean Power Plan, which was a key part of the U.S. promise through the Paris agreement. These policies have made it highly unlikely that the United States could honor its Paris pledge to sharply cut carbon dioxide emissions.

That leaves Trump with two clear choices: withdraw from the Paris agreement or revise the U.S. emissions targets downward to a more achievable level while remaining in the pact.

A downward revision would certainly prompt criticism from the international community, but not nearly so much as an abandonment. The Paris agreement is, after all, the first global accord on climate change action that has managed to unify both developed and developing nations behind a single framework to cut emissions.

Moreover, the accord is flexible in the sense that it does not mandate that any nation achieve any particular level of emissions cuts. Rather, every nation under the agreement pledges to do the best it can, and to participate in a process in which nations will regularly increase their ambitions over time.

The ultimate goal of the Paris agreement is to hold the warming of the planet to "well below" two degrees Celsius (3.6 degrees Fahrenheit) of warming above the temperatures found in the preindustrial times of the late 1800s. The Earth is already about one degree Celsius (1.8 degrees Fahrenheit) warmer than it was at that time, scientists have determined, and current and near future emissions seem quite likely to take the planet past 1.5 degrees Celsius (2.7 degrees Fahrenheit) in the coming decades.

Recent research has highlighted that above 2 degrees, major threats could ensue for Earth systems ranging from coral reefs to the planet's vast ice sheets.

Islamabad, May 25: Pakistan’s coronavirus cases on Monday reached 56,349 with 1,748 new patients while the death toll climbed to 1,167, the health ministry said.

The Ministry of National Health Services reported that 22,491 cases were diagnosed in Sindh, 20,077 in Punjab, 7,905 in Khyber-Pakhtunkhwa, 3,407 in Balochistan, 1,641 in Islamabad, 619 in Gilgit-Baltistan and 209 in Pakistan-occupied Kashmir.

So far 1,167 people have died of the COVID-19 including 34 who lost their lives in the last 24 hours. A total of 17,482 patients have recovered from the deadly contagion.

The authorities have conducted 483,656 tests in the country, including 10,049 on Sunday. The trajectory showed that the number was steadily going up with authorities fearing a rise in cases in the wake of the easing of lockdown before Eid which was observed in the country on Sunday.

Washington, Mar 8: An attendee at last week's Conservative Political Action Conference (CPAC), which also saw the participation of US President Donald Trump, has tested positive for COVID-19, the American Conservative Union (ACU) said.

The exposure occurred prior to the conference held in National Harbor, Maryland, just south of Washington D.C., Xinhua news agency quoted the ACU as saying in a statement on Saturday.

A New Jersey hospital tested the person, and the Centers for Disease Control and Prevention (CDC) confirmed the positive result, said the statement.

"The individual is under the care of medical professionals in the state of New Jersey, and has been quarantined," it said.

Trump and Vice President Mike Pence spoke at the gathering, which took place from February 26-29.

Also present at the event were a number of administration and cabinet officials, including Secretary of State Mike Pompeo, Health and Human Services Secretary Alex Azar, and newly-appointed White House Chief of Staff Mark Meadows.

White House Press Secretary Stephanie Grisham said in a statement Saturday that the White House was aware of the development.

"At this time there is no indication that either President Trump or Vice President Pence met with or were in close proximity to the attendee," Grisham said in a statement.

"The President's physician and US Secret Service have been working closely with White House Staff and various agencies to ensure every precaution is taken to keep the First Family and the entire White House Complex safe and healthy."

The news emerged as Washington D.C. and neighbouring state of Virginia respectively confirmed their first cases of COVID-19 on Saturday.

In a press conference on Saturday night, Washington D.C. Mayor Muriel Bowser said a resident in his 50s showed symptoms of a respiratory virus in February. He was admitted to a hospital in the District on March 5.

The patient had no history of recent international travel, nor had he been exposed to anyone who was confirmed to be infected, according to Bowser.

The Mayor said D.C. health authorities were investigating the man's contact with other people before he went to the hospital.

A US Marine assigned to Fort Belvoir in Fairfax County, Virginia, tested positive on Saturday for COVID-19 and is currently being treated at Fort Belvoir Community Hospital, according to a Pentagon spokesman.

"The Marine recently returned from overseas where he was on official business," tweeted Jonathan Rath Hoffman, adding that Secretary of Defence Mark Esper and the White House have been briefed.

As of Saturday night, more than 420 cases of COVID-19 were reported in the US with 17 deaths, according to the Center for Systems Science and Engineering at Johns Hopkins University.

Wuhan, Feb 9: President Xi Jinping strode onstage before an adoring audience in the Great Hall of the People in Beijing less than three weeks ago, trumpeting his successes in steering China through a tumultuous year and promising "landmark" progress in 2020.

"Every single Chinese person, every member of the Chinese nation, should feel proud to live in this great era," he declared to applause on the day before the Lunar New Year holiday. "Our progress will not be halted by any storms and tempests."

Xi made no mention of a dangerous new coronavirus that had already taken tenacious hold in the country. As he spoke, the government was locking down Wuhan, a city of 11 million people, in a frantic attempt to stop the virus spreading from its epicenter.

The coronavirus epidemic, which has killed more than 800 people in China as of Sunday and sickened tens of thousands, comes as Xi has struggled with a host of other challenges: a slowing economy, huge protests in Hong Kong, an election in Taiwan that rebuffed Beijing and a protracted trade war with the United States.

Now Xi faces an accelerating health crisis that is also a political one: a profound test of the authoritarian system he has built around himself over the past seven years. As the Chinese government struggles to contain the virus amid rising public discontent with its performance, the changes that Xi has ushered in could make it difficult for him to escape blame.

"It’s a big shock to the legitimacy of the ruling party. I think it could be only second to the June 4 incident of 1989. It’s that big," said Rong Jian, a writer about politics in Beijing, referring to the armed crackdown on Tiananmen Square protesters that year.

"There’s no doubt about his control over power," he added, "but the manner of control and its consequences have hurt his legitimacy and reputation."

Xi himself has recognized what is at stake, calling the outbreak "a major test of China’s system and capacity for governance."

Yet as China’s battle with the coronavirus intensified, Xi put the country’s No. 2 leader, Li Keqiang, in charge of a leadership group handling the emergency, effectively turning him into the public face of the government’s response. It was Li Keqiang who traveled to Wuhan to visit doctors.

Xi, by contrast, receded from public view for several days. That was not without precedent, though it stood out in this crisis, after previous Chinese leaders had used times of disaster to try to show a more common touch. State television and newspapers almost always lead with fawning coverage of Xi’s every move.

That retreat from the spotlight, some analysts said, signaled an effort by Xi to insulate himself from a campaign that may falter and draw public ire. Yet Xi has consolidated power, sidelining or eliminating rivals, so there are few people left to blame when something goes wrong.

"Politically, I think he is discovering that having total dictatorial power has a downside, which is that when things go wrong or have a high risk of going wrong, then you also have to bear all the responsibility," said Victor Shih, an associate professor at the University of California San Diego who studies Chinese politics.

Much of the country’s population has been told to stay at home, factories remain closed, and airlines have cut service. Experts warn that the coronavirus could slam the economy if not swiftly contained.

The government is also having trouble controlling the narrative. Xi now faces unusually sharp public discontent that even China’s rigorous censorship apparatus has been unable to stifle entirely.

The death of an ophthalmologist in Wuhan, Dr. Li Wenliang, who was censured for warning his medical school classmates of the spread of a dangerous new disease in December, has unleashed a torrent of pent-up public grief and rage over the government’s handling of the crisis. Chinese academics have launched at least two petitions in the wake of Li’s death, each calling for freedom of speech.

State media still portray Xi as ultimately in control, and there’s no sign that he faces a serious challenge from within the party leadership. The crisis, though, has already tainted China’s image as an emerging superpower — efficient, stable and strong — that could eventually rival the United States.

How much the crisis might erode Xi’s political standing remains to be seen, but it could weaken his position in the long run as he prepares to take a likely third term as Communist Party general secretary in 2022.

In 2018, Xi won approval to remove the constitutional limits on his term as the country’s president, making his plan for another five-year term seem all but certain.

If Xi comes out of this crisis politically insecure, the consequences are unpredictable. He may become more open to compromise within the party elite. Or he may double down on the imperious ways that have made him China’s most powerful leader in generations.

"Xi’s grip on power is not light," said Jude Blanchette, the Freeman Chair in China Studies at the Center for Strategic and International Studies.

"While the ham-fisted response to this crisis undoubtedly adds a further blemish to Xi’s tenure in office," Blanchette added, "the logistics of organizing a leadership challenge against him remain formidable."

In recent days, despite a dearth of public appearances, state media have portrayed Xi as a tireless commander-in-chief. This week they began calling the government’s fight against the virus the "people’s war," a phrase used in the official readout of Xi’s telephone call with President Donald Trump on Friday.

There are increasing signs that the propaganda this time is proving less than persuasive.

The Lunar New Year reception in Beijing where Xi spoke became a source of popular anger, a symbol of a government slow to respond to the suffering in Wuhan. Xi and other leaders appear to have been caught off guard by the ferocity of the epidemic.

Senior officials would almost certainly have been informed of the emerging crisis by the time national health authorities told the World Health Organization on Dec. 31, but neither Xi nor other officials in Beijing informed the public.

Xi’s first acknowledgment of the epidemic came Jan. 20, when brief instructions were issued under his name. His first public appearance after the lockdown of Wuhan on Jan. 23 came two days later, when he presided over a meeting of the Communist Party’s top body, the Politburo Standing Committee, which was shown at length on Chinese television. "We’re sure to be able to win in this battle," he proclaimed.

Back then, the death toll was 106. As it rose, Xi allowed other officials to take on more visible roles. Xi’s only appearances have been meeting foreign visitors in the Great Hall of the People or presiding over Communist Party meetings.

On Jan. 28, Xi met with the executive director of the World Health Organization, Dr. Tedros Adhanom Ghebreyesus, and told Tedros that he "personally directed" the government’s response. Later reports in state media omitted the phrase, saying instead that Xi’s government was "collectively directing" the response.

Since nothing about how Xi is portrayed in state media happens by accident, the tweak suggested a deliberate effort to emphasize shared responsibility.

Xi did not appear on official broadcasts again for a week — until a highly scripted meeting Wednesday with the authoritarian leader of Cambodia, Hun Sen.

There is little evidence that Xi has given up power behind the scenes. Li Keqiang, the premier in formal charge of the leadership group for the crisis, and other officials have said that they take their orders from Xi. The group is filled with officials who work closely under Xi, and its directives emphasize his authority.

"The way the epidemic is being handled now from the top just doesn’t fit with the argument that there’s been a clear shift toward more collective, consultative leadership," said Holly Snape, a British Academy Fellow at the University of Glasgow who studies Chinese politics.

The scale of discontent and the potential challenges for Xi could be measured by repeated references online to the nuclear accident at Chernobyl. Many of them came under the guise of viewer reviews of the popular television miniseries of the same name, which is still available for streaming inside China.

"In any era, any country, it’s the same. Cover everything up," one reviewer wrote.

The Soviet Union of 1986, however, was a different country than China in 2020.

The Soviet state was foundering when Chernobyl happened, said Sergey Radchenko, a professor of international relations at Cardiff University in Wales who has written extensively on Soviet and Chinese politics.

"The Chinese authorities, by contrast, are demonstrating an ability to cope, a willingness to take unprecedented measures — logistical feats that may actually increase the regime’s legitimacy," he added.

Radchenko compared Xi’s actions to those of previous leaders in moments of crisis: Mao Zedong after the Cultural Revolution or Deng Xiaoping after the Tiananmen Square crackdown.

"He’s doing what Mao and Deng would have done in similar circumstances: stepping back into the shadows while remaining firmly in charge."
