UPA group seeks larger Telangana

December 3, 2013
New Delhi, Dec 3: A section of the United Progressive Alliance government has suggested merging two Rayalaseema districts—Anantapur and Kurnool—with the proposed Telangana state, evoking strong reactions from leaders in Andhra Pradesh.

The Rayala-Telangana proposal had initially gained currency in the run-up to the July 30 Congress Working Committee (CWC) meeting. Its revival, at a time when the state is divided over the bifurcation of Andhra Pradesh, may further delay the process of creation of Telangana set in motion by the Centre on October 3, when it formed a Group of Ministers (GoM) on the issue.

The Rayala-Telangana idea was reportedly discussed last week when Andhra Pradesh Deputy Chief Minister Damodar Rajanarasimha had discussions with the Central leadership and later with the Congress Core Group, including party chief Sonia Gandhi and Prime Minister Manmohan Singh.

Congress sources said a section of leaders from the Seemandhra region, who are keen to have a toehold in Hyderabad, are lobbying for a merger of the two Rayalaseema districts with Telangana.

However, no sooner was the proposal renewed than it was strongly opposed by leaders from the Telangana region. “In principle, I am not comfortable with the proposal. When this has not been mentioned in the earlier phases, it is not correct to bring it at such a later stage,” Science and Technology Minister S Jaipal Reddy told reporters at a late night press conference here.

He made it clear that the proposal for Rayala-Telangana was neither mentioned in the CWC resolution on Telangana nor in the Cabinet note on the bifurcation of Andhra Pradesh. “This was never accepted nor discussed at any stage. At no stage did we welcome it,” said Reddy, who is considered as a contender for the chief minister’s post for the proposed Telangana.

The present idea of Telangana includes 10 districts comprising 17 Lok Sabha constituencies and 119 Assembly segments. By merging two of the four districts from the Rayalaseema region, the Congress aims at limiting the influence of the YSR Congress, led by Y S Jagan Mohan Reddy.

However, the proposal is expected to evoke stiff opposition from the Bharatiya Janata Party, which has been maintaining that the Centre should address the concerns raised by people of Seemandhra before going ahead with the bifurcation of the state.

Besides a section of Congress leaders from Seemandhra, only the All India Majlis-e-Ittehadul Muslimeen led by Asaduddin Owaisi may favour the proposal.

Senior leader from Telangana D Srinivas met Defence Minister and GoM member A K Antony and other leaders and is said to have opposed the revived idea.

Meanwhile, the Telangana bill has not been listed on the Parliament agenda for the Winter Session which begins on Thursday. Congress leaders said that this could be because the GoM?was yet to finalise its recommendations on the bifurcation of the state which have to be approved by the Union Cabinet. The GoM, chaired by Home Minister Sushilkumar Shinde, is expected to meet on Tuesday to finalise its recommendations.

Bengaluru, Apr 8: The University Grants Commission (UGC) has asked all universities and higher education institutions across the nation to set up helpline to combat mental health issues among students during the Covid-19 crisis and nation-wide lockdown period.

In an official circular, the UGC stated that, "It is important to address psychological concerns of students and to address mental health and for the well-being of students, universities/colleges and higher education institutions should setup mental health helplines."

These helplines need to be monitored by counselors and other identified faculty members. "It is important for students to stay calm and stress-free. This can be achieved through telephones, e-mails, digital and social media platforms," says UGC.

Jaipur, Jan 27: Senior Congress leader Shashi Tharoor said that if the Citizenship Amendment Act leads to the implementation of the NPR and the NRC, it would be a complete victory for Pakistan's founding father, Muhammad Ali Jinnah.

He said that Jinnah's idea of a country was already winning in India with the contentious Citizenship Amendment Act (CAA) coming into effect, but asserted that there was still a choice available.

"I would not say Jinnah has completely won, but I would say Jinnah is winning. There is still a choice available to the nation between Jinnah's idea of a country and Gandhiji's idea of a country," he said on the sidelines of the Jaipur Literature Festival on Sunday.

The CAA came into force in India in December amid protests across the country and around the world.

The MP from Thiruvananthapuram said that the amended Citizenship Act took Jinnah's logic by declaring that religion shall be the basis of nationhood, reaffirming that Gandhi's idea is that all religions are equal .

"The CAA is, if you are talking Tennis, you would say one set up or big first set lead for Jinnah. But the next step would be if the CAA would lead to the National Population Register (NPR) and the National Register of Citizens (NRC). If that happens, then you would consider that Jinnah's victory is complete," he said.

The CAA seeks to grant citizenship to migrants belonging to Hindu, Sikh, Buddhist, Christian, Jain and Parsi communities who came to India from Pakistan, Bangladesh and Afghanistan on or before December 31, 2014.

On the BJP's defence that the NPR was carried out during the UPA regime, Tharoor said that the Congress government had utilised a decision of the NDA government led by former prime minister Atal Bihari Vajpayee.

"It never asked where were your parents born. It never authorised the enumerators to note on the margin 'dubious citizenship', a term used in the NPR rules crafted by this government. That is purely BJP's invention," he said.

If we go around this country authorising people to interview all the citizens, or identify some who have 'dubious citizenship', you can be pretty sure which Indians are going to be found on the 'dubious citizenship', he said.

"That will principally be one community that is not mentioned in the CAA. And if that happens, then it is indeed Jinnah's victory.

"From wherever he is, he can point to this place and say, 'see I was right in the 1940. We are separate nations and Muslims deserved their own country because Hindus cannot be just'," Tharoor said.

Speaking about the Delhi election, the three-time MP said that the maximum development in the national capital happened under the Congress government.

"What Sheila Dikshit did in her 15 years as Chief Minister of Delhi, no other leader could do it before or after her," he said.
