Vigilance probe ordered against Oommen Chandy

Thiruvananthapuram, Oct 11: The Kerala government today ordered a vigilance probe against former chief minister Oommen chandy in connection with the multi-crore solar scam. A decision in this regard was taken on the basis of the findings of the Justice G Sivarajan Commission, which had probed the scam and had last month submitted its report to the government, Chief Minister Pinarayi Vijayan today said.

The report will be placed before the state assembly within six months, Vijayan told reporters here after a cabinet meeting. Chandy directly and through four of his former office staff Jikkumon Joseph, Tenny Joppen, Salim Raj and Kuruvilla had allegedly taken bribe from Saritha S Nair, who had floated a solar company, and on that basis a case will be registered under the Prevention of Corruption Act, Vijayan said. The government also decided to conduct Vigilance and SIT probe against Chandy's former office staff.

A criminal case will be registered and investigation by SIT will be held against former Home minister, Thiruvanchoor Radhakrishnan, who allegedly tried to destroy the evidence and influenced police personnel to help the former chief minister. An inquiry will also be launched against former Power minister, Arayandan Mohammed, who allegedly helped the solar company, chief minister said. Two former Congress MLAs-- Benny Behanan and Thamapanoor have also been brought under the ambit of the probe. The government had also sought legal opinion of the Advocate General and Director General of Prosecutions (DGP) into the commission's findings following which it was decided to launch proceedings against them.

The state government has also resolved to initiate probe against IGP K Padmakumar and DYSP K Harikrishnan who allegedly destroyed evidence. Vigilance case will be registered and inquiry held into a letter by Sarita Nair in which she has levelled allegations of rape and sexual exploitation against senior UDF leaders, including MPs and MLAs.

The commission was appointed by the previous Oommen Chandy government after allegations surfaced about duping of several people of crores of rupees by Saritha Nair and Biju Radhakrishnan by offering solar panel solutions. The CPI(M)-led LDF, then in opposition, had launched an agitation following reports about Saritha's links with the office of the chief minister.

Several politicians, including then chief minister Chandy, were among those examined by the commission. Chandy's former gunman Salim Raj, his former personal staff member Jikkumon had also been examined, after Saritha, the prime accused, deposed before the panel. Chandy had maintained that the charges against him and his office were "politically motivated" and had denied any wrongdoing. Set up in October, 2013, the commission had held 353 sittings, examined 214 witnesses and 972 documents.

India is among 58 nations, including 27 European Union members, who have moved a draft resolution demanding evaluation of the World Health Organisation (WHO)'s response towards the novel coronavirus pandemic.

The European Union-led draft resolution on global COVID-19 response is set to be tabled at the upcoming World Health Assembly on Monday.

The draft resolution demands initiation "at the earliest appropriate moment to review experience gained and lessons learned from the WHO-coordinated international health response to COVID-19".

"We are deeply concerned by the morbidity and mortality caused by COVID-19 pandemic, the negative impacts on physical and mental health and social well-being, the negative impacts on economy and society and the consequent exacerbation of inequalities within and between countries," read the draft.

"We express solidarity to all countries affected by the pandemic, as well as condolences and sympathy to all the families of the victims of COVID-19," it added.

The resolution says timelines are to be evaluated regarding "recommendations the WHO made to improve global pandemic prevention, preparedness, and response capacity".

The WHO on January 23 declare a global health emergency, but did not declare it and waited for a week for its director-general Tedros Adhanom Ghebreyesus to return from China.

By that time, COVID-19 cases increased 10 times and the virus entered 18 countries.

According to Health Policy Watch, till as late as February, the WHO did not support countries for imposing travel restrictions to China.

"When countries began evacuating their citizens from Wuhan, the COVID-19 epicentre, the WHO said it did not favour this step".

The WHO finally declared it a pandemic on March 11.

The global health body has come under criticism not just from the US for its response being "China-centric".

Jan 7: A Delhi Court today issued death warrant against four convicts in the 2012 Nirbhaya gang-rape and murder case. The hanging will take place on January 22 at 7 am.

During the hearing, the prosecution said there was no application pending before any court or the President right now by any of the convicts and the review petition of all the convicts was dismissed by the Supreme Court.

On Monday, the court had reserved order on issuing of death warrants against four death row convicts.

Today's order comes days after mother of the victim in the 2012 Delhi gang-rape and murder case moved the Supreme Court on opposing the plea filed by one of the four death-row convicts seeking review of its 2017 judgement awarding him death penalty.

The apex court had on July 9 last year dismissed the review pleas filed by the other three convicts — Mukesh (30), Pawan Gupta (23) and Vinay Sharma (24) — in the case, saying no grounds have been made out by them for review of the 2017 verdict.

The 23-year-old girl was gangraped and murdered by six men on a moving bus on 16 December 2012. The main accused, Ram Singh, allegedly committed suicide in Tihar Jail during the trial. Another accused was a minor at the time of the commission of the crime and was sent to a reform facility and released after three years.

Ayodhya, Aug 4: Ramarchan puja begins at Ram Janmabhoomi site ahead of the foundation laying ceremony of Ram Temple in Ayodhya.
Ramarchan Puja is a prayer to invite all major gods and goddesses ahead of Lord Ram's arrival.

Mahesh Bhagchandka, one of the trustees of Ashok Singhal foundation as Yajman in the puja said, "This is being conducted at the temporary seat of Ramlalla. The pooja will be conducted in four phases."

Speaking about the third and fourth phases, he said: "In the third phase, Dashrath, father of Lord Ram with his wives will be worshipped and then all three brothers of Lord Ram - Laxman, Bharat and Shatrughan with their wives. Lord Hanuman ji will too be worshipped. Whereas in the fourth phase, Lord Ram will be worshipped."
Meanwhile, security has been heightened in Ayodhya ahead of the foundation laying ceremony.

Temples across the city is decorated with lights, diyas and flowers ahead of the grand event. Patna's Mahavir Mandir Trust is preparing over 1.25 lakh 'Raghupati Laddoos' for the occasion. Thes laddoos will be distributed as 'prasad' to devotees.

Uttar Pradesh Chief Minister Yogi Adityanath on Monday offered prayers at the Hanuman Garhi temple during his visit to Ayodhya to take stock of the preparations for the 'bhoomi pujan'.
He along with officials also visited 'Ram ki Paudi' to inspect the arrangements ahead of the foundation stone laying ceremony.

Prime Minister Narendra Modi is scheduled to lay the foundation stone of the Ram Temple in Ayodhya on August 5.
