177 minority schools in Mangalore; highest in state

Mangalore, Jun 18: The coastal district of Dakshina Kannada, which is known as one of the educational hubs in India, is also a centre of minority education.

akidAccording to the statistics provided by the Department of Public Instruction (DPI), Mangalore accounts for the highest number of minority schools in Karnataka.

At present, there are 1,059 minority schools, of which 177 schools are in Mangalore. Bangalore Urban district has 160 minority schools.

With the State Cabinet deciding to change the criterion for granting minority status to primary schools, hundreds of schools across the State are likely to become eligible for minority status in the coming months.

This would also mean that the number of seats for children belonging to underprivileged sections in private schools under the RTE would reduce as minority schools are exempted from admitting students under the quota.

A large number of applications of schools, which had applied for minority status were put on the back burner as the definition on minority schools was stayed by the High Court of Karnataka.

The BJP government in July 2012 had notified that a minority school should have 75 per cent intake of students of a notified minority community. On June 13 this year, the State Cabinet decided to reduce the intake to 25 per cent.

Explaining the future course of action, Mohammad Mohsin, Commissioner for Public Instruction, said that once the new guidelines were drafted, the stay order issued by the High Court could be vacated. “Following that, the Directorate of Urdu and Other Minority Language Institutions under the Department of Public Instruction will examine all the parameters and give minority status tag to schools that are eligible,” he said.

Meanwhile, D.Z. Gulshad Ahmed, president of the Karnataka Unaided Minorities Schools Management Association welcomed the new rule. However, he said there was a need for the government to be wary while awarding minority status as several schools now wanted to claim minority status to be exempted from providing admission under the RTE quota.

However, Karnataka Unaided Schools Management Association (KUSMA) termed the new rule unsatisfactory. In a press release, KUSMA said the new definition would only recognise those minorities which are sizeable in any given locality and it would neglect the smaller minorities.

“Such discrimination against smaller minorities would plainly be unconstitutional,” the release said.

Newsroom, Apr 30: Beleaguered billionaire B R Shetty, who went into hiding after after a multi-billion fraud at UAE-based NMC Health came to light, has now put the blame on his companies employees.

The former chairman of the Abu Dhabi headquartered hospital operator said, investigations he commissioned found following things:

1. The fraudulent creation and operating of bank accounts in my name including many fraudulent transfers that I neither authorised, consented to, or had any knowledge of.

2. The fraudulent creation of loans, personal guarantees, cheques and bank transfers in my name, and using my forged signature, that I neither authorised, consented to, or had any knowledge of.

3. The creation and set-up of companies in my name that I neither authorised, consented to, or had any knowledge of, and that were seemingly created with the express intention to commit or conceal fraud.

4. The fraudulent creation of powers of attorney, and the misuse of existing powers of attorney, again in my name, that I that I neither authorised, consented to, or had any knowledge of.

5. The creation and provision to me of false and misleading financial statements and information regarding the performance of some of my private companies and investments by members of my own management team.

6. The payments of expenses using my private companies and personal bank accounts, I believe to hide the true financials of the public companies."

This is the first time Dr. Shetty, who is reportedly hiding in India for the last couple of months, issued a statement based on investigations he commissioned privately. He had brought in a consultancy to conduct it after initial revelations came to light that NMC Health had not been fully transparent with its finances.

Dr. Shetty had stepped down as executive chairman after the then Board of Directors barred him from attending any meetings. “I intend to work tirelessly to clear my name and assist any authorities in getting to the truth and help them ensure that misappropriated or missing funds are returned by the perpetrators to their rightful owners,” said Dr. Shetty.

This month, ADCB, which has the highest exposure among UAE banks to NMC Health, brought charges against five former officials, including ex-board of directors, with Abu Dhabi prosecution. The former CEOs of NMC Health and Finablr are also currently not in the UAE.

Bengaluru, Mar 5: Karnataka chief minister BS Yediyurappa on Wednesday admitted in the legislative assembly that corruption was deep-rooted in government offices and held transfer racket as the root cause of the graft menace.

“Unless we root it out from the system, we can never uphold the spirit of the Constitution and ensure equitable justice to people. If legislators lend support (to this cause), then we can weed out this menace,” Yediyurappa said during a special discussion on the Constitution.

Successive governments have been accused by opposition parties of running a transfer racket, but there’s very little done to institute a probe or order a crackdown following the allegations.

The chief minister’s candid admission came after senior Congress MLA HK Patil, quoting a report from Amnesty International, said 63% of people in Karnataka give bribe to get their work done in government offices. The CM said he agreed with the report in toto.

Chennai, July 25: A widow living alone in her apartment in Chennai city suburbs has filed a police complaint against ABVP national president Dr Subbiah Shanmugam, accusing him of harassment, including urinating and throwing used surgical masks at her doorstep.

Shockingly, no action has been taken so far by the police, even though the complaint against Dr Shanmugam, who is in government service, was filed on July 11 at the Adambakkam Police Station here by the widow’s relative Balaji Vijayaraghavan. 

Dr Shanmugam and the 62-year-old widow were living in the same apartment complex in Nanganallur and an argument broke between them over a parking slot. “He wanted to use our parking lot. We agreed but demanded a nominal charge for using it. He was outraged by our demand and even broke our signboard at the parking lot,” Vijayaraghavan wrote in his complaint.

He also alleged that Dr Shanmugam began harassing her by throwing “pieces of chicken” outside her apartment despite knowing she is a vegetarian. Vijayaraghavan also alleged in his two-page written complaint that the ABVP National President had urinated outside the woman’s apartment gate and had been throwing garbage and used masks at her gate.

The 62-year-old woman has been living alone in her apartment for the last year following her husband’s death. In his complaint, Vijayaraghavan also said the family was “concerned about her safety”, while asking police to take action against Dr Shanmugam, who he says, “has a bad track record in maintaining rapport with neighbours.”

CCTV footage corroborates with the allegations of urinating outside the residence of the widow. However, the ABVP claimed the incident as a “malicious and derogatory propaganda” by the Congress’ student wing of NSUI.
