21 schoolkids among nearly 250 dead in powerful Mexico quake

Mexico City, Sept 20: At least 248 people were killed when a powerful 7.1-magnitude earthquake struck Mexico on Tuesday, including 21 children crushed beneath an elementary school that was reduced to rubble.

The destruction revived horrific memories in Mexico on the anniversary of another massive quake in 1985, the disaster-prone country's deadliest ever.

One of the most gut-wrenching scenes was at the Enrique Rebsamen primary school on Mexico City's south side, whose three floors collapsed into one, trapping students and teachers inside.

Twenty-one children and five adults were killed, said Major Jose Luis Vergara of the Mexican navy, who was coordinating a rescue effort that involved hundreds of soldiers, police, civilian volunteers and rescue dogs.

He said another 30 to 40 people remained trapped inside, while 11 children have been rescued so far.

Emergency workers found a teacher and a student alive beneath the rubble and are trying to get them out, he said.

But the situation was precarious. Late into the night, part of the wreckage collapsed as rescuers continued their search.

Local media reports said soldiers had administered oxygen to one trapped child through a tube. President Enrique Pena Nieto, who rushed to the site, warned the death toll could rise.

"Unfortunately, many people have lost their lives, including children, in schools, buildings and homes," he said in a national address.

The devastation struck across a swath of central states and the death toll as of early Wednesday was 248, the head of the national disaster response agency, Luis Felipe Puente, said on Twitter.

In addition to Mexico City, people were also killed in Puebla, Morelos, Mexico state and Guerrero, said Interior Minister Miguel Osorio Chong.

Well after nightfall, rescue crews and volunteers in Mexico City -- home to 20 million people -- were still clawing through the rubble of dozens of collapsed buildings looking for survivors and bodies.

Local media reported that families were getting WhatsApp messages pleading for help from desperate relatives trapped under debris.

Memories of the devastating 1985 earthquake, which killed at least 10,000 people, surged to the surface on what was meant to be a low-key 32nd anniversary.

Adding to the national sense of vulnerability, the quake also came just 12 days after another temblor that killed nearly 100 people and left more than 200 injured, mainly in the southern states of Oaxaca and Chiapas.

Many in the capital ran outdoors when walls around them swayed and cracked. "I'm so worried. I can't stop crying. It's the same nightmare as in 1985," Georgina Sanchez, 52, sobbed to AFP in a plaza in the capital.

The quake -- which occurred in the early afternoon, hours after city authorities had conducted an earthquake drill -- caused massive damage in the bustling center of the city. "It was horrible," said resident Leiza Visaj Herrera, 27. "I had to hold on to the ground."

Scenes of chaos erupted in the quake's aftermath. Traffic jammed to a standstill before blanked-out stop lights, and anxious people ran between vehicles as ambulances tried to make headway, sirens blaring.

In several locations, large crowds of people clambered on buildings that were now piles of stone and tangled metal, trying to pull people out. Emergency workers held up signs commanding "Silence" so crews could listen for the sounds of any survivors.

Jorge Lopez, a 49-year-old Spaniard living in Mexico City, said he raced to his children's school in the central Roma district, to find it collapsed but his offspring safe but terrified. "We arrived at the school and everyone was crying, everyone was frantic, and the kids were holding on to a rope," he said.

Patients were evacuated from a nearby hospital, wheeled out on beds and wheelchairs. Pena Neto said on Twitter he had ordered the evacuation of damaged hospitals.

At one collapsed building in the Roma district, dozens of people dug through rubble as they waited for the arrival of heavy machinery to move the massive chunks of stone. Officials called out for more volunteers, and for water.

A woman standing and watching the efforts with her husband, a doctor, turned to him and said, "Darling, if you want to help, go ahead. Just give me your glasses, and be careful."

Mexico City's international airport closed for more than three hours following the quake. The stock market was forced to shut. Fearful residents whose homes were damaged were preparing to spend the night on the street or in parks.

On the clogged and darkened roads, muggers came out at night to assault motorists. Officials in several other countries responded to the quake with offers of help. Honduras sent a 36-strong rescue team.

US President Donald Trump, who has forged an antagonistic relationship with Mexico, tweeted: "God bless the people of Mexico City. We are with you and will be there for you."

Canadian Prime Minister Justin Trudeau tweeted: "Devastating news from Mexico City. My thoughts are with those affected by today's earthquake -- Canada will be ready to help our friends."

Dubai, Jan 8: Iranian state television said on Wednesday that at least 80 "American terrorists" were killed in attacks involving 15 missiles Tehran launched on US targets in Iraq, adding that none of the missiles were intercepted.

State TV, citing a senior Revolutionary Guards source, also said Iran had 100 other targets in the region in its sights if Washington took any retaliatory measures. It also said US helicopters and military equipment were "severely damaged".

Iran launched missile attacks on US-led forces in Iraq in the early hours of Wednesday in retaliation for the US drone strike on an Iranian commander whose killing has raised fears of a wider war in the Middle East.

New Delhi, Jan 15: Suspended Deputy Superintendent of J&K Police Davinder Singh had ferried Hizbul Mujahideen terrorist Naveed Babu to Jammu last year also and facilitated his return to Shopian after "rest and recuperation", officials interrogating him said here Tuesday.

"Meri mati maari gayi thi (I must have lost my mind to do what I did)," an interrogator quoted Singh as saying after the DSP failed to impress them with his theory of catching a big terrorist.

Singh was arrested last Saturday along with Naveed Babu alias Babar Azam, a resident of Nazneenpora in South Kashmir's Shopian district, and his associate Asif Ahmad.

He is believed to have taken Rs 12 lakh for smuggling the two to Chandigarh for providing them accommodation for a couple of months, officials said. The officials, who have been spending considerable time questioning Singh, said there have been many inconsistencies in his statements and everything was being crosschecked and corroborated with the confessions of captured militants who have been kept in different rooms at an interrogation centre in South Kashmir.

During questioning it emerged that Singh had taken them to Jammu in 2019 also, the officials said.

In a tone laced with sarcasm, they said the DSP was taking the militants for "rest and recuperation".

Naveed told the interrogators that they used to stay in the hilly regions to avoid the J&K police and left the areas to escape harsh winters, they said.

The official said the DSP's bank accounts and other assets were being verified by the police and papers were being collected, amid speculations that the case may be handed over to the National Investigation Agency (NIA).

Going into the service history of Singh, majority of retired and serving officials of the JKP spoken to referred to a proverb -- coming events cast their shadows long before -- to say that if action had been taken against the officer during his probation period, such things would not have happened.

Recruited in 1990 as a sub-inspector, Singh along with another probationary officer were subject of an internal enquiry where some narcotics had been seized from a truck. However, the contraband was sold by Singh and another sub-inspector, the officials recalled.

There was a move to dismiss them from the service which was stalled by an Inspector General rank officer purely on humanitarian ground and the duo was shifted to the Special Operations Group, a team of policemen engaged in counter-militancy offensive.

However, he could not last there for long and was shifted this time to the police lines only to be rehabilitated in 1997 again in the SOG.

During this period, he was posted in Budgam and is alleged to have indulged in extortion for which he was sent back to the police lines.

His proper rehabilitation began in 2015 by the then Director General of Police K Rajendra, who posted him in district headquarters of Shopian and Pulwama, the officials said.

However, after some alleged wrongdoing during his stint in Pulwama, the then Director General of Police S P Vaid transferred him in August 2018 to the sensitive Anti-Hijacking Unit in Srinagar, though the move was opposed by some other officers.

An advocate, Irfan Ahmad Mir, was driving the vehicle when they were caught by the police on National Highway in Kulgam district.

The advocate, who has also been arrested, had travelled to Pakistan five times on an Indian passport.

Washington, May 15: A top US senator has unveiled an 18-point plan, including enhancing military ties with India, to hold the Chinese government accountable for its "lies, deception, and cover-ups" that ultimately led to the global COVID-19 pandemic.

The prominent suggestions are moving manufacturing chain from China and deepening military-strategic ties with India, Vietnam and Taiwan.

"The Chinese government maliciously covered up and enabled a global pandemic that has caused misery for so many Americans. This is the same regime that locks up its own citizens in labour camps, steals America's technology and jobs, and threatens the sovereignty of our allies,” said Senator Thom Tillis, presenting his detailed, 18-point plan on Thursday.

"This is a major wake-up call to the United States and the rest of the free world. My plan of action will hold the Chinese government accountable for lying about COVID-19; sanctioning the Chinese government while protecting America's economy, public health, and national security," he said.

The plan seeking to create a Pacific Deterrence Initiative and immediately approve the military's request for USD 20 billion in funding. It also calls for deepening military ties with regional allies and expand equipment sales to India, Taiwan and Vietnam.

Encourage Japan to rebuild its military and offer Japan and South Korea sales of offensive military equipment, it said.

"Move manufacturing back to the US from China and gradually eliminate our supply chain dependency on China. Stop China from stealing our technology and provide incentives to American companies to regain our technological advantage. Strengthen cybersecurity against Chinese hacks and sabotage," the plan stated.

"Prevent American taxpayer money from being used by the Chinese government to pay off their debt. Implement the US ban on (Chinese technology company) Huawei and coordinate with our allies to implement similar bans,” it added.

The plan seeks restitution from the Chinese government and imposition of sanctions for lying about the virus. It further said China should be sanctioned for their atrocious human rights record.

Senator Tillis' plan urges the Trump Administration to formally request the International Olympic Committee to withdraw the 2022 Winter Olympics from Beijing.

"Stop China's propaganda campaign inside the United States. Treat Chinese government-run media outlets as the propaganda proxies that they are," the plan stated.

Urging the government to investigate the Chinese government's cover-up of the spread of COVID-19, the plan also seeks to investigate America's reliance on China's supply chains and threats to public safety and national security.

"Ensure the independence of the WHO through investigations and reform. Expose and counter China's predatory debt-trap diplomacy targeting developing countries. Increase intelligence sharing on potential pandemics and lead the creation of a watchdog organization to monitor foreign governments' handling of deadly viruses," Tillis said in his suggestions.

The coronavirus, which first emerged in China's Wuhan city in December last, has killed over 3,00,000 people with 4.3 million confirmed cases across the world. More than a quarter of all confirmed COVID-19 cases are from the US.

There has been increasing pressure on the President Trump, in the last several weeks, to take action against China as lawmakers and opinion-makers feel that the COVID-19 spread across the world from Wuhan because of Chinese inaction.

Meanwhile, Senator John Barrasso, in a speech on the Senate floor on Thursday, highlighted the need to update the Foreign Intelligence Surveillance Act (FISA) legislation that was put on hold by the coronavirus pandemic.

"The virus could have been contained had it not been for the Chinese Government's unscrupulous cover-up. China knew the risk months before the rest of the world; yet Chinese communist leaders destroyed key evidence, they under-reported the number of coronavirus cases, and they misled the world about its deadly, rapid spread," he said.

Asserting that the virus should have been contained in Wuhan, he said tens and tens of thousands of Americans and hundreds of thousands of people worldwide have died as a result of China's failure.

Barrasso said the US should encourage its companies to create American and western supply chains. "That way our frontline workers have what they need in the time of crisis," he said.

"Not again, not ever will we be exclusively sourced for critical drugs from China. We should diversify supply and bring home as much of our supply chain as possible," he added.

Congressman Troy Balderson introduced bicameral legislation with Congressman Doug Collins and Senator Lindsey Graham that will hold China accountable for deceptive actions taken by its leaders that led to the spread and subsequent global pandemic.

The COVID-19 Accountability Act authorises president Donald Trump to impose sanctions on China if it fails to cooperate with a full investigation led by the US or its allies into the events that lead to the COVID-19 outbreak.

"The number of Ohioan lives needlessly claimed by this pandemic could have been significantly reduced had China taken appropriate measures to control the virus' spread and disclose its severity," said Balderson.

"The United States can't look the other way when China so recklessly compromised worldwide health and the global economy. China and its Communist Party leadership must be held accountable," he said.
