ABVP protesters defy police warning; several injured in lathicharge

August 19, 2016

Bengaluru, Aug 19: Police today resorted to 'mild' lathicharge to disperse ABVP activists staging a protest in front of the Amnesty International India office here demanding arrest of those who allegedly raised anti-India slogans at an Amnesty event.

Several ABVP activists were injured, with a girl student fainting in the commotion before she was rushed to a hospital, police said, adding they detained many activists during the crackdown on the protest.

Additional Commissioner of Police Bengaluru East P Harishekaran said police had to disperse protesters as they tried to burn an effigy in a residential area.

"With two bottles of petrol they tried to burn an effigy in front of Amnesty International here. We had in prior warned them against any effigy burning as it is a residential area and from the security point of view," he said.

The protesters alleged that the police under the DCP's leadership behaved in an "inhuman" way and more than 10 ABVP activists were injured in the lathicharge.

Calling their protest "peaceful", ABVP National General Secretary Vinay Bidre said, "We demanded that police vacate Amnesty staff who were recording our protest from their office. We told police we won't cause any harm to them. We did not try to barge into their premises and tried to burn Amnesty's effigy, but police unnecessarily used force on us."

He accused the Congress-led Karnataka government and police of protecting those involved in anti-national sloganeering.

Stating that ABVP would continue its protest, Bidre claimed, "We will intensify our protest across the state after today's atrocity, we will show this government student power."

As a precautionary step, police have asked Amnesty International India to keep its office in Bengaluru closed until the ABVP protest subsides, following which the organisation had asked its employees to work from other locations.

Amnesty International had on Saturday organised the event as part of a campaign to seek justice for "victims of human rights violations" in Jammu and Kashmir, which took an ugly turn with heated exchanges and alleged raising of pro-Kashmir 'Independence' and anti-Army slogans.

ABVP activists had submitted a CD containing video recording of the event after filing a complaint with police, who have registered an FIR against Amnesty International.

IPC sections 142 (Being member of an unlawful assembly), 143 (whoever is a member of an unlawful assembly), 147 (rioting), 124A (sedition), 153A (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language and doing acts prejudicial to maintenance of harmony) have been invoked against the organisation.

Apr 23: An FIR has been registered in Nagpur against Republic TV channel's editor Arnab Goswami for promoting social disharmony and accusing Congress President Sonia Gandhi of orchestrating the Palghar lynching.

Three Mumbai residents, including two sadhus, who were on their way to Silvassa on April 16, were lynched by a mob in Gadakchinchale village of Palghar district on the suspicion that they were thieves. Nagpur Police Commissioner B K Upadhyaya said they received a complaint which was turned into an FIR at Sadar police station.

DCP Vinita Sahu said Goswami has been booked under sections 117 (abetting commission of offence by the public or by more than 10 persons), 120 (B) (criminal conspiracy), 153 (A) (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language and doing acts prejudicial to maintenance of harmony), 153 (B) (imputations, assertions prejudicial to national-integration), 295 (A) (deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs), 290-A (public nuisance in cases not otherwise provided for), 500 (defamation), 504 (intentional insult with intent to provoke breach of the peace), and 506 (criminal intimidation) of the ipc. Another FIR was filed against him in Raipur, Chhattisgarh.

In a statement condemning Goswami, Maharashtra Congress said the killing has been wrongly given a communal angle despite ample proof of the contrary. "At a time when country is fighting against coronavirus pandemic, it is very unfortunate that a section of media as well as politicians are trying to create social unrest... [and] spread racial and religious hatred in society. Goswami has tried to create misogyny against women in the society. He made an outrageous remark against the Congress president on a live TV programme. This is completely unethical journalism and we publicly protest it. We believe in brotherhood and cannot accept such animosity. This will be dangerous for the unity and integrity of the country (sic)," it said.

Bengaluru, Mar 6: The Karnataka Congress on Thursday termed the budget for fiscal 2020-21 presented by the B.S. Yediyurappa government as the "weakest ever state budget".

"This is the weakest budget ever that our state has had. There is no clear cut provision in the budget for industrial growth or to generate jobs. No clarity on department wise allocation," tweeted Congress.

Congress leader Dinesh Gundu Rao said he did not expect such a bad budget which has discriminated on agriculture and education sectors.

"The state budget does not mention major irrigation projects like Kaveri valley and Krishna. No farmers loan waiver," noted Rao.

The opposition party has criticised the ruling Bharatiya Janata Party (BJP) that the potential of Karnataka was not realized to generate revenue through this budget.

Assailing the additional tax on petrol and diesel, Congress said the development will lead to price rise and is a huge disappointment.

"People are reeling under high inflation and reduction in income. BJP has rubbed salt into injury by further increasing prices and providing no relief to common man," said the party.

Bhalki MLA and Karnataka Pradesh Congress Committee working president Eshwar Bhimanna Khandre pointed out that the Centre gave the state only Rs 1,869 crore, despite a loss of Rs 35,160 crore in 2019.

Calling stamp duty reduction for housing within Rs 20 lakhs as an insult to people, Congress questioned the Chief Minister and BJP to first show where in Bengaluru does one get housing within Rs 20 lakh.

"This is mockery of people. No mention or allotment to universal housing programme that Congress government had delivered," claimed Congress.

Focusing on Karnataka capital Bengaluru, Congress slammed the BJP saying no proper revenue policy has been mooted.

"Last mile connectivity issue not addressed. Drinking water issue is not mentioned. No mention of peripheral ring road. No mention of Akrama-Sakrama and no thought process has gone in while planning Bengaluru," tweeted the party.

The party said Yediyurappa has admitted that there is a financial crisis in his budget speech.

"He admits Rs 8,883 crore aid has been cut, around Rs 11,000 crore state share from Centre has been cut. No additional allocation for flood relief. What is stopping him and 25 members of Parliament to question the centre," observed Congress.

Former chief minister Siddaramaiah mocked Yediyurappa that though he calls himself a farmer''s son, he delivered an anti-farmer budget.

"No one will benefit from this budget. A complete failure to boost the economy, to realize inclusive development and to improve standard of living," he tweeted.
