Citizenship, triple talaq bills set to lapse on June 3

New Delhi, Feb 13: The contentious Citizenship (Amendment) Bill and the one on banning triple talaq are set to lapse on June 3 when the term of the present Lok Sabha ends as they could not be passed in the Rajya Sabha which adjourned sine die on Wednesday.

The Budget session was the last Parliament session of the present government.

The 17th Lok Sabha has to be constituted before June 3. Lok Sabha polls are due this summer.

Bills introduced in the Rajya Sabha and pending there do not lapse with the dissolution of the Lok Sabha. Bills passed by the Lok Sabha and pending in the Rajya Sabha lapse.

The opposition had been opposing provisions of the two bills in Rajya Sabha where the government lacks numbers.

The Citizenship (Amendment) Bill, 2019 provides for according Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan after seven years of residence in India instead of 12 years, which is the norm currently, even if they do not possess any document.

The legislation was passed by the Lok Sabha during the Winter Session on January 8 and has been awaiting the Rajya Sabha's nod.

There has been strong opposition to the bill in Assam and other Northeastern states.

Student organisations, political parties and socio-cultural bodies have been protesting on the grounds that it seeks to grant nationality to non-Muslims who have come into India up to December 31, 2014, thereby increasing the deadline from 1971 as per the Assam Accord.

Also, according to the Assam Accord, all illegal immigrants who have come after 1971, irrespective of their religion, have to be deported and this bill violates that.

Two BJP chief ministers of the Northeast -- Arunachal Pradesh's Pema Khandu and Manipur's N Biren Dingh -- have also voiced their opposition to the contentious Bill.

Prime Minister Narendra Modi announced that the bill is an "atonement of the wrong that was done during India's Partition. India will safeguard all who had been victims of the Partition".

On Saturday, addressing a rally in Assam, Modi said the citizenship bill won't harm the interests of the people of the region but will provide succour to those who have "embraced the idea and ethos of Mother India".

The Muslim Women (Protection of Rights on Marriage) bill which makes the practice of instant triple talaq (talaq-e-Biddat) a penal offence, is being opposed by opposition parties which claim that jail term for the husband for divorcing his wife is legally untenable.

The government has promulgated the ordinance on triple talaq twice. Under the Muslim Women (Protection of Rights on Marriage) Ordinance, 2019, divorcing through instant triple talaq will be illegal, void and would attract a jail term of three years for the husband

A Bill to convert the earlier ordinance, issued in September, 2018, was cleared by the Lok Sabha in December and was pending in the Rajya Sabha

Since the Bill could not get parliamentary approval, a fresh ordinance was issued.

Seeking to allay fears that the proposed law could be misused, the government has included certain safeguards in it such as adding a provision of bail for the accused before trial.

These amendments were cleared by the Cabinet on August 29, 2018. While the ordinance makes it a "non-bailable" offence, an accused can approach a magistrate even before trial to seek bail.

In a non-bailable offence, bail cannot be granted by police at the police station itself.

A provision has been added to allow the magistrate to grant bail "after hearing the wife", the government had said.

New Delhi, Mar 15: Dozens of Hindu activists held a cow urine party in New Delhi on Saturday to protect themselves from the new coronavirus, as countries around the world struggle to control the deadly pandemic.

Members and supporters of the All India Hindu Mahasabha staged fire rituals and drank from earthen cups to fight the Covid-19 virus at the gathering in New Delhi dubbed a "gaumutra (cow urine) party".

"Whoever drinks cow urine will be cured and protected," Hari Shankar Kumar, a volunteer at the event, said as he served the remedy in brown clay cups.

Governments and scientists have said no medicine or vaccine is available to protect or cure people of the infection that has killed more than 5,400 people and infected nearly 150,000 across six continents.

Two people have died in India while more than 80 have fallen ill, and the government has ordered the closure of some land routes into the country and cancelled all visas to stop the spread of the virus in the world's second most populous country.

Members draped in saffron clothes chanted Hindu hymns at the fire ritual as devotees sang paeans for the sacred animal.

"We have gathered here and prayed for world peace and we will make an offering to the corona (virus) to calm it," Chakrapani Maharaj, the group's leader, told reporters before gulping down a cup of urine.

He then offered a glass to a devil-shaped caricature of the virus to "pacify" it.

He urged people to adopt the "tried and tested" practice of drinking cow urine to ward off diseases, and desist from killing animals and eating meat.

"The coronavirus is also a bacteria and cow urine is effective against all forms of bacteria that harm us," claimed Om Prakash, a participant from the neighbouring state of Uttar Pradesh.

One legislator from the BJP last week suggested use of the urine as well as cow dung can cure the coronavirus.

A Waste is a Waste.... God has created a system in our body and animals to throw out the excess wastage from our body... Guys please stay away from drinking the wastage and putting the wastage inside the body again . U will be a loser health wise and mentally.

New Delhi, Jun 7: Rain lashed some parts of the Delhi-NCR on Sunday morning.

The India Meteorological Department (IMD) has predicted partly cloudy sky with possibility of development of thunder lightning for three days from June 10 onwards with minimum and maximum temperature will hover around 29° Celcius and 42° Celcius respectively.

Strong surface winds during day time have been predicted for today by IMD.

India's COVID-19 tally raced past the seven lakh-mark with 22,252 fresh infections on Tuesday, five days after crossing the six lakh post, while the death toll climbed to 20,160 as 467 more people succumbed to the disease, according to the Union health ministry.

With this, the country has recorded over 20,000 cases of the infection for the fifth consecutive day.

India's coronavirus infection caseload stands at 7,19,665, the ministry's data updated at 8 am showed.

With a steady rise, the number of recoveries stands at 4,39,947, while there are 2,59,557 active cases of coronavirus infection in the country.

"Thus, around 61.13 % of patients have recovered so far," an official said.

The total number of confirmed cases also includes foreigners.

Of the 467 deaths reported in the last 24 hours, 204 are from Maharashtra, 61 from Tamil Nadu, 48 from Delhi, 29 from Karnataka, 24 from Uttar Pradesh, 22 from West Bengal, 17 from Gujarat.

Telangana and Haryana reported 11 deaths each; Madhya Pradesh nine; Andhra Pradesh seven; Jammu and Kashmir six; Rajasthan and Punjab five each; Bihar, Kerala and Odisha two each; and Arunachal Pradesh and Jharkhand one each.
