Bengaluru, Jan 13: Not only previous governments, Chief Minister Siddaramaiah led Congress government too has indulged in rampant illegal mining, according to former chief minister and JD(S) state president H D Kumaraswamy.

Speaking to media persons here on Saturday, Mr Kumaraswamy, who is also facing illegal mining charges, claimed that iron ore wroth over Rs 5,000 crore has been illegally lifted and transported by the state owned Mysore Minerals Ltd (MML) between 2014 and 2017.

Kumaraswamy said that an internal inquiry by senior officers of the department of Mines and Geology had revealed that 60,56,440 MT of ore had been illegally lifted and sold by MML.

He said, MML had entered into a three-year agreement with Subbarayanahalli Iron Ore Mines and Thimmappanagudi Iron Ore Mines, to mine ore in Sandur taluk in Ballari district from November 27, 2014 to March 31, 2017.

Contracts had also been awarded to S S Muchandi (excavation); Amit Earth Movers (drilling); Vishal Enterprises (crushing/screening); and South West Mining Ltd Kumaraswamy alleged.

The former CM said that as per the committee report dated April 27, 2017, Rs 2,062 crore worth ore was illegally lifted and transported within the state between 2014 and 2015 itself.

MML officials had swindled money by tampering with the records of the production register book. Officials had shown records of less quantity of ore being mined, where the quantum of ore excavated was much higher, he said.

As many as eight IAS officers (serving as Director, Mines and Geology) who tried to expose the scam had been transferred by the government in quick succession.

"IAS officer Munish Moudgil was transferred barely one month after he took charge. The office of the chief minister is directly involved in this illegality," he said.

He also pointed out that the IAS officer Tushar Girinath was heading the department at the height of the scam. Girinath is Siddaramaiah's principal secretary.

"The government was forced to constitute the inquiry committee after another IAS officer P Hemalatha wanted to refer the matter to the Lokayukta," said Kumaraswamy.

He also said that though the contractors had single permits, they had made multiple trips and transported the raw material illegally.

The committee had also highlighted that South West Mining Ltd had carried out excavations on behalf of S S Muchandi, as the latter had no excavation equipment.

"It is a fact that BJP leader B S Yeddyurappa has links with South West Mining Ltd. Ironically, the illegal mining activities carried out by the Congress government is worse than previous BJP regime. These people are more intelligent - they know how to escape, unlike Yeddyurappa who was caught red handed with a cheque," he said.

Kumaraswamy also hinted that Siddaramaiah was in the know of the illegalities. "The Mines department continues to be under Siddaramaiah. Minister Vinay Kulkarni holds the portfolio in name alone. This kind of rampant illegalities cannot be carried out without the blessings of the higher ups," he added and demanded a fair probe into the matter.

Bengaluru, Jul 3: Karnataka Health Department on Thursday permitted District Health Departments to appoint doctors with MBBS, on a contractual basis with permission of concerned District Health Officers and Commissioners, a statement said.

The state government has also hiked the salary of contractual doctors from Rs 45000 to Rs 60000 per month.

Earlier in the day, Karnataka Health Minister B Sriramulu urged contract doctors to continue offering their services amid their demand for regularisation of services.

"I request the contract doctors with folded hands to continue offering their services. With regard to their two demands, one of salary hike and the other being permanency, I assure all of them that I stand with them and their requests will definitely be fulfilled," said Mr Sriramulu.

The Chief Minister had also discussed about the two issues yesterday and agreed to facilitate the pay hike, he added.

New Delhi, Jan 25: The latest edition of the Oxford Advanced Learner's Dictionary features 26 new Indian English words, including Aadhaar, chawl, dabba, hartal and shaadi.

The 10th edition of the dictionary, which was launched on Friday, has 384 Indian English words and incorporates over 1,000 new words such as chatbot, fake news and microplastic.

The dictionary focuses on language change and its evolution through the years, and has ensured that the language and examples used in the new edition are relevant and up to date with the times, Oxford University Press (OUP) said.

The new edition comes with interactive online support through the Oxford Learner's Dictionaries website and an app. The website includes advanced features such as audio-video tutorials, video walkthroughs, self-study activities and enhanced iWriter and iSpeaker tools.

"This edition has 26 new Indian English words of which 22 figure in the printed dictionary. The other four are in the digital version," said Fathima Dada, Managing Director (Education Division) at OUP.

Some of other new Indian words in the dictionary are auntie (while aunty already figures in the English dictionary, auntie is an Indianism), bus stand, deemed university, FIR, non-veg, redressal, tempo, tube light, veg and videograph.

The four new Indian English words in the online version of the dictionary are current (for electricity), looter, looting and upazila (one of the areas that a district is divided into for administration purposes).

According to OUP, the new edition provides better, more accurate and understandable definitions with examples, usage notes and additional resources to help the learner use the right word in the right context.

"Prevalence and common usage are the main criteria for enlisting new words. We scan the globe for words which are often used by people while speaking English. Then these words go through a rigorous testing process," Dada said.

"As OUP is the custodian of English language globally, these words have to go through its processes," she told PTI.

The Oxford Advanced Learner's Dictionary, she said, has been reinventing itself for nearly eight decades, anticipating the growing learning requirements of learners.

"The 10th edition also is equipped with a strong digital support system, including an app," she said.

It is equipped with several digital tools. With iSpeaker, learners can get help preparing for speaking exams and presentations. With iWriter, learners can plan, write and review their written work. Text Checker allows the teacher to check any text against the Oxford 3000, 5000, and OPAL (Oxford Phrasal Academic Lexicon) written word list.

Resources accessible through online premium access include lesson plans, worksheets, video walkthroughs, and classroom and self-study activities. With the OALD app one can find 86,000 words, 95,000 phrases, 112,000 meanings and 237,000 examples.

The dictionary, which spans 77 years, was originally published in Japan in 1942 and was first brought out by OUP in 1948. The learner's dictionary is based on the original values of its creator, Albert Sydney Hornby, whose aim was to help language learners worldwide understand the meaning of English words.
