Karnataka Cabinet clears notification on complete plastic ban

Bengaluru, Mar 4: The State Cabinet on Thursday cleared a final notification to ban the manufacture and use of various kinds of plastic items including carry bags, banners, buntings, flags, flexes, plates, thermocol cups, spreading sheets, among others, irrespective of their thickness.

plasticbanThe ban will come into effect once the notification is gazetted. The Cabinet, however, has not fixed a timeframe to gazette the notification, sources said. There was no official briefing after the cabinet meeting as the legislature is in session.

The Forest, Ecology and Environment Department in October 2015, had issued a draft notification to ban manufacture, supply, storage, transportation, sales, distribution and use of nearly a dozen kinds of plastic items. Products made out of thermocol and microbeads are also included in the list. The department had called for objections and suggestions from the public within 30 days.

The department received as many as 1,600 objections and suggestions. According to officials in the department most of the objections were plastic manufacturers and traders associations who felt that the plastic ban was not practical. Moreover, it would hit the livelihood of thousands of persons and their families working in the plastic industry. The traders in their objections had also pointed out that hundreds of them had availed loans to start work in the plastic industry and that they would go bankrupt if the ban is put in place.

The Cabinet, on Thursday, approved the final notification that seeks to impose the ban under Section 5 of the Environment Protection Act. Sources said that no major changes have been made in the final notification.

According to the notification, top administrative officials in the Bruhat Bengaluru Mahanagara Palike, deputy commissioners of districts, health officers, members of local bodies in the State, assistant commissioners, tahsildars in taluks, environmental officers of the Karnataka State Pollution?Control Board, officers of the Commercial?Taxes Department and Food and Civil Supplies Department will be conferred with the power to enforce the ban.

Legal action would be initiated against those who violate the ban and cases booked in the jurisdictional court of law as per section 19 of the Environment (Protection)?Act, 1986.

after banning the plastic govt is providing its own plastic that is also costing more than previous, now totally ban will force people to buy other materiel bags that will be costing more than vegetables we are carrying.

Bengaluru, Mar 5: Karnataka is facing unprecedented economic difficulties following a Rs 8,887 crore reduction in the state's share in central taxes, cut in allocation under 15th finance commission and a Rs 3,000 crore hit in GST compensation, Chief Minister B S Yediyurappa indicated on Thursday.

Presenting the state budget for 2020-21 in the Assembly, he said Karnataka's share in central taxes has come down by Rs 8,887 crore in 2019-20 as per the revised budget estimates of the central government. Therefore the state's revenue resources have been reduced. Apart from this, Rs 3,000 crore GST compensation will also be reduced as collection from the GST compensation cess is not as expected, the Chief Minister said. "With all this it has become difficult to reach to reach the 2019-20 budget targets and to manage this situation within the bounds of the Karnataka Fiscal Responsibility Act, an inevitable situation has arisen this year to cut down the expenditure of many departments," he added.

As per the interim report submitted by the 15th finance commission, there is a reduction in the state's share of central taxes to 3.64 per cent compared to 4.71 per cent fixed by the 14th finance commission. In view of this, there will be a reduction of Rs 11,215 crore in the state's share of central taxes in 2020-21 budget, when compared to the previous one.

He, however, noted that the allocation recommendation of the 15th finance commission is limited to one year only and the complete report for the period 2021-22 to 2025-26 will be submitted in October 2020.

"Our government will soon submit a revised memorandum to the commission to set right the loss caused to the state with regard allocation for the year 2020-21 and give more allocation for the remaining period," the Chief Minister said. He also said, when compared to the previous year, there is an increase of approximately Rs 10,000 crore for 2020-21 with regards to government employees salary, pension and interest on government loans, but there is no proportionate increase in resources as compared to committed expenditure. "Due to this reduction of the state's share of central taxes as per the 15th finance commission report and other developments, serious difficulties are being faced in resource mobilisation efforts of the state," Yediyurappa said. "This magnitude of economic difficulties was never faced in the previous years by our state," he added.

However, the state's own tax revenue collection is excellent during this year, he said. As compared to the previous year, there is a growth of 14 per cent in State GST collection. "Based on this, in the new budget, efforts are being made to manage the reduction in the share of central taxes by stabilising the state's own resources more", the Chief Minister said.

Karnataka recorded a gross state domestic product growth rate of 7.8 per cent in 2018-19 and Yediyurappa said for the current financial year it is estimated to be 6.8 per cent.

Dubai, Jul 9: Air India Express has opened ticket bookings for flights from India to the UAE from July 12 to 26. The carrier posted the announcement on its social media pages.

“INDIA to UAE - Flights are open for sale! Bookings could be made through our website (http://airindiaexpress.in), call centre or authorised travel agents. Visit http://blog.airindiaexpress.in for more details,” the budget airline tweeted.

A clause mentioned in the flyer attached to the post added that only UAE residents with permits to return from India can book flights.

Thousands of Indian expats have been waiting to book flights back to the UAE after being stuck home for about four months due to the COVID-19 travel restrictions.

Vande Bharat Mission flights

Under the fourth phase of Vande Bharat Mission, as many as 104 flights will be operating between UAE and India. 

The Air India announced this on Twitter under a post “#FlyAI : Important Information for ICA approved UAE residents who wish to travel to UAE on Vande Bharat Mission flights.”

A flyer attached to the post addressed passengers who wish to travel to UAE on flights being operated under Vande Bharat Mission by Air India and Air India Express in pursuance of agreement between Civil Aviation authorities of India and the UAE.

“AI and AIE operating evacuation flights to Indian citizens from the UAE to India will carry ICA approved UAE residents (returning to the UAE from India) on the outward journey from India to the UAE.”

“On the India-UAE journey, all these flights will carry only those passengers who are destined for the UAE.”

“This arrangement will be operational for a period of 15 days from July 12 to 26,” the airline added.

While most of the Vande Bharat flights are operated by AIE, a few flights from Sharjah are operated by Air India.

Bengaluru, Mar 13: Health Minister B Sriramulu on Thursday assured the House that the state government will recruit doctors in all Primary Health Centres across the state through direct recruitment by the end of April this year.

The minister was answering MLA A T Ramaswamy, who raised the issue of shortage of doctors on Thursday. Sriramulu said there are 2,359 primary health centres in Karnataka, of which 1,432 centres have permanent doctors, 436 have doctors on contract basis, 236 have Ayush doctors, 55 have doctors who work under rural service, and the rest work on contract basis under the National Health Mission.

Chief Minister B S Yediyurappa, who had recently directed ministers to cancel KPSC recruitment and go for direct recruitment, expressed his anger  as it hasn’t been implemented even now. Sriramulu said, “I have directed the concerned District health officer to take action and go for direct recruitment. It will be done by end of April.”

He also said he is aware of the difference in salary between doctors working under the health department and those working under the medical education department. “This will also be rectified,’’ he assured.

Meanwhile, Sriramulu said that a hospital that he had inaugurated recently in Mysuru, has been shut due to the lack of doctors and furniture. “This will be sorted out soon,’’ he assured.
