Bengaluru, May 7: Out of the 2560 candidates in the Karnataka elections fray, 391 have self-declared criminal cases against them while 254 of them have “serious criminal cases” in their names.  A total of 883 candidates are crorepatis, including 208 from the BJP and 207 from Congress.

The Association for Democratic Reforms (ADR) and Karnataka Election Watch have analysed affidavits of 2560 candidates out of the 2655 and released a report days ahead of the May 12 elections.

The analysis shows that four candidates have declared cases related to murder (Section 302 of the Indian Penal Code). As many as 23 candidates are facing cases related to crimes against women.

The ADR report says, among all major parties contesting the elections, BJP has the most number of candidates with criminal cases, followed by Congress and JD(S).

Out of the 224 BJP candidates, 83 or 37% have criminal cases of varied degrees against them while 59 or 27% of the 220 candidates from Congress have similar cases in their names.

JD(S) has 41 such candidates among its 199 contenders while Nitish Kumar’s JD(U), too, has 5 candidates out of its 25, with criminal records. Five of AAP’s candidates too have such dubious records while 108 out of the 1,090 Independent candidates have declared criminal cases against themselves in their affidavits.

Again, in the “serious criminal cases” category too, BJP has the maximum number of candidates with such offences followed by Congress and JD(S).

Among major parties, 58 BJP candidates have serious criminal records while 32 of 220 Congress candidates and 29 JD(S) candidates similar records.

The ADR has also declared 56 Karnataka seats as “red alert constituencies” where there are at least 3 candidates in the poll fray with declared criminal records.

The percentage of crorepatis in the BJP has jumped from 72% in 2013 to 93%. In the Congress, the number went up from 88% to 94%, though affidavits of two candidates were yet to be analysed. The JD(S) has 77% crorepatis, as against 70% in 2013.

Harish Narasappa, state coordinator of KEW, said heads of the political parties seem to be giving more importance to the candidates’ money power rather than their leadership qualities or parliamentary knowledge. “It seems they think 15 such (knowledgeable leaders) are enough to lead party and pick the rest among those who can supply money,” he said.

Chennai, Feb 5: In order to ensure housing for all, the Madras High Court has proposed ban on non-resident Indians from purchasing houses in India, prohibit speculative sale, and impose 100 per cent extra stamp duty on purchase of second house.

The court on its own impleaded the Union housing and finance ministries as party respondents.

It has directed them to answer a series of questions including as to how many families have basic amenity of housing in India as well as in Tamil Nadu, population and housing ratio in the country and in the state, when 'Housing for All' mission of the central government would be achieved.

"Why the government does not consider imposing such restrictions to control escalation of house prices and to provide a house to every family in the country, a division bench of Justice N Kirubakaran and Justice Abdul Quddhose wondered.

Directing the authorities to inform as to whether the central and state have got special schemes to provide housing for the marginalized and economically weaker sections including SC/ST communities, the bench has also sought the details of the number of families that possess more than one house.

"Why the governments do not restrict families/individuals from purchasing/possessing more than one housing unit/flat/plot till "Housing for all" is achieved?

Why not the government charge 100 per cent more or extra stamp duty to discourage buying more than one house by a family while purchasing second house?

Why not the government conditionally allow the families to purchase more than one house provided the said family pays 100 per cent extra statutory dues like property tax, electricity charges, water and sewerage charges on the second property?" the bench said.

This apart, the court also wanted the authorities to know as to why it should not prohibit the NRIs from purchasing houses in India to bring down the cost of housing.

Justifying its directions, the court said "Lakhs and lakhs of people are living on platforms, roads, and cement pipes, slums, under the trees and on banks of water bodies without proper shelter and basic amenities and safety."

It is true that the Centre had taken a policy decision to provide housing unit to every family.

It should be achieved at the earliest, the court said, adding it could become fruitful when restrictions are put on persons who hold more than one housing units.

The court passed the order while hearing an appeal moved by the Tamil Nadu Housing Board challenging a single judge order against acquisition of about 369 acres of private land in Thudiyalur and Vellakinar areas of Coimbatore for a housing scheme.

Bengaluru, Jun 15: Karnataka Chief Minister B S Yediyurappa on Monday laid the foundation stone for the construction of a Rs 220 crore airport project in his political bastion of Shivamogga, as he expressed confidence that it will give a boost to tourism, industries and economic activities in the region.

"The long cherished dream of people of Shivamogga about having an airport is finally becoming a reality.

The project that was planned when I was Deputy Chief Minister and Chief Minister in the past was shelved due to contractor issues and lack of interest by the governments that came later," Yediyurappa said.

Speaking at the foundation laying event for the airport, which he attended virtually via video conference, he said, now the government is once again taking up the project through infrastructure development and PWD departments.

The project to construct the well-equipped airport at Sogane in Shivamogga taluk at the cost of Rs 220 crore in about 662.38 acre land area has been initiated, he said, adding that the project will be taken up in two phases.

He expressed hope that it will be completed in a year's time.

The first phase consists of runway, taxiway, apron, approach road, peripheral road and compound wall construction, while the second phase consists of terminal building, ATC tower, fire station building, among others, a release said.

Noting that under the Udan scheme the project has been envisaged to provide affordable air travel to people, the Chief Minister expressed confidence about tourism, industries and economic activities in the region getting a boost, with the small airport coming up at Shivamogga.

He also directed officials to complete the airport work on time without compromising on the quality.

Highlighting various developmental works that is being implemented in Shivamogga, the district which is regarded as his political turf, Yediyurappa said, with the cooperation of the central government various railway projects have also been taken up in the district including Shivamogga- Shikaripura rail route.

Shikaripura is the constituency represented by the Chief Minister, while his son B Y Raghavendra represents Shimoga constituency in Lok Sabha.

Yediyurappa, who also inaugurated the divisional office of National Highway authority in the district, said a bridge project across river Sharavati at Singndur in Sagara taluk will be taken up.

Conceding that developmental work has taken a backseat due to the COVID-19 situation, the Chief Minister said the challenge is to overcome it and achieve development.
