Kerala tops Health Index, Uttar Pradesh worst performer

New Delhi, Feb 9: Kerala has topped among large states on overall health performance in NITI Aayog's Health Index, while Uttar Pradesh appears at the bottom though it has shown big improvement in the recent past. Kerala was followed by Punjab, Tamil Nadu and Gujarat, according to the report -- 'Healthy States, Progressive India: Report on Rank of States and UTs'.

Rajasthan, Bihar and Odisha are among those which have performed poorly on the index. In terms of annual incremental performance, Jharkhand, Jammu & Kashmir and Uttar Pradesh are the top three states. These three states showed the maximum gains in indicators such as Neonatal Mortality Rate (NMR), Under-five Mortality Rate (U5MR), full immunisation coverage, institutional deliveries.

Among the smaller states, Mizoram ranked first followed by Manipur and Goa. Among Union Territories or UTs, Lakshadweep showed both the best overall performance as well as the highest annual incremental performance. Releasing the report, NITI Aayog CEO Amitabh Kant said the government think tank believes that the Health Index will act as a tool to leverage co-operative and competitive federalism, accelerating the pace of achieving health outcomes. Kant further said: "By June this year, we would take out the ranking of 730 district hospitals based on their performance. We want to encourage the good performers and name and shame those who don't." NITI Aayog member Vinod Kumar Paul said that absolute and incremental changes in health outcomes, as measured by the Health Index, promote cross-learning between states, capturing the very spirit of cooperative & competitive federalism.

Health and Family Welfare Secretary Preeti Sudan said her ministry will soon announce the linked incentives for states which have performed better on Health Index. World Bank India Country Director Junaid Ahmad said that India is the only large country which has done this kind of exercise and the index developed by NITI Aayog and World Bank has global implication. 

According to a NITI Aayog statement, the ranking was done under three categories -- larger states, smaller States and UTs to ensure comparison among similar entities. The three indicators which were factored while ranking the states are Health Outcomes (70 per cent), Governance and Information (12 per cent) and Key Inputs and Processes (18 per cent), with each domain assigned a weight based on its importance. The statement said that there was a large gap in overall performance between the best and the least performing states and UTs.

"In the reference year (2015-16) among the larger states, the index scope for overall performances ranged widely between 33.69 in Uttar Pradesh to 76.55 in Kerala," it said. The Index is expected to nudge states towards further achieving a rapid transformation of their health systems and population health outcomes, it added.

Mangaluru, May 5: Even though India is all set to bring back Indian nationals stranded abroad through special commercial flights, no flights have been arranged for the repatriation Kannadigas stuck in Kingdom of Saudi Arabia in the first phase (May 7 to May 14). However a few flights will fly from Saudi to Kerala and Delhi.

The government is likely to introduce flights from Saudi Arabia to Karnataka (Bengaluru and Mangaluru Airports) in second or third phase.

Meanwhile, the Indian Embassy in Riyadh has clarified that the purpose is only to collect data and no decision has been taken yet regarding resumption of flights.

High airfare

Even though some GCC governments paid the ticket fares to bring back their citizens, the government of India has clarified that it will not pay the ticket fares of Indian nationals stranded abroad. It is predicted that tickets on repatriation flights from Saudi Arabia to India could be costlier than regular airfare.

Only asymptomatic can travel 

As per Standard Operating Protocol, medical screening of passengers would be done before taking the flight. Only asymptomatic passengers would be allowed to travel. During the journey, all these passengers would have to follow the protocols, such as the health protocols, issued by the ministry of health and the ministry of civil aviation," it said in a statement.

Mandatory quarantine

The govt has made elaborate arrangements to conduct medical test on arrival at the Airports. As per plan, based on medical check-up, passengers will be categorised as group A/B/C. Later, they will be quarantined for the mandated days

Respective district administrations have taken steps to quarantine people returning from outside India. Marriages halls, general halls and hostels are being identified for the quarantine.

Bidar, Feb 15: Leader of the Opposition in the Assembly Siddaramaiah on Friday demanded the State government to withdraw the sedition case against a mother and a teacher of Shaheen school immediately.

“The police can’t execute anything without the government’s permission. The sedition case against two women should be withdrawn immediately. I will raise the matter in the Assembly to draw the government’s attention,” Siddaramaiah told reporters after meeting the woman at the prison here. 

He clarified that he visited the woman not to support the school, but to extend moral support to her.

“I am an advocate and I can clearly establish based on my experience that staging a satirical play doesn’t amount for sedition. It doesn’t even defame anybody. Three cases of sedition have been registered across the state,” he charged.

He alleged that the government was following dual policy. Though the Supreme Court had concluded that the demolition of Babri Masjid was illegal, a play dealing with the demolition was staged at Kalladka Prabhakar Bhat’s school.
The sedition case had not been registered for staging the play.

He charged that there was an undeclared emergency in the country as the freedom of expression was being suppressed.

Bengaluru, Jan 9: Primary and Secondary Education Minister S Suresh Kumar on Thursday said that the Education Department would launch a helpline by March 2020 to address the complaints.

Speaking to reporters here, he said, the helpline is not only for children but also for teachers.

"Entire department including teachers and parents can make use of the opportunity”, the minister said.

“The helpline can be called for any complaint related to the Education Department. Our objective is to resolve problems within a stipulated time,” the Minister said.
