Mangaluru, Jul 30: The Mangaluru City Corporation has resolved to name the Town Hall after social reformer late Kudmul Ranga Rao, who fought for the rights of depressed classes and strived for their welfare.

The decision comes about six months after the renovation of the five decade old Town Hall of Mangaluru, which hosted thousands of political, social and cultural events in the past 50 years.

Who is KRR?

Kudmul Ranga Rao (29 June 1859 – 30 January 1928) was a social reformer from Kudmul, a village in the erstwhile Madras Presidency, (in the present-day Dakshina Kannada district) who established "Depressed Classes Mission" in 1897 in Mangaluru for providing education, better housing, drinking water and empowering the backward classes socially by guarding them against exploitation by upper classes.

He was born into a middle-class Goud Saraswat Brahmin community. His father, Devappayya, worked as a clerk under a landlord and his mother, Gauri, a housewife. Rangarao completed his primary education in Kasaragod, before losing his father when he was 16.

Moving to Mangaluru in search of a job, he began working as a teacher for a monthly salary of R 8. Completing his matriculation amid financial difficulties through a correspondence course, he cleared the pleadership examination, that certified him argue for a client in courts. Following this, he began his career as a lawyer in Mangaluru.

Rangarao as an advocate in profession was better known as 'the poor man's lawyer'. 'Education is the source of progress' was his tenet. At a time when the depressed classes had no schools, when they were treated with scorn, Rangarao stepped forward as a crusader for the cause. Albeit facing grave opposition, Kudmul Rangarao continued to combat the orthodox beliefs of the then superstitious Indian society.

Rangarao set up schools in Kankanadi, Bannanje, Mulki, Beloor, Udupi, Nejaru, Atthavara, Baabuguddde, Dhaddal forests for the downtrodden. He called them 'Panchama schools'. To persuade the kids to attend schools, he arranged for mid day meals and 2 paise per day to the parents to develop an interest and motivate the families to get their progeny to schools. It is said that he bathed the young kids, sat with them for lunch, slept in their huts to win over their hearts. He freed many servants and slaves from the clutches of demanding and barbarous masters. Despite being threatened myriad times, his grit and gusto could not be dampened.

By marrying off his own daughter, RadhaBai to Dr. Subrayan of Madras, he set an example of inter-caste marriage in India. Following his inspiration, M K Gandhi's son entered wedlock with Chakravarthi Rajagopalachari's daughter. Mahatma Gandhi had once said, "I discerned social loyalty from Mr. Rangarao. He is an inspiration and a guide for me. He is my teacher when it comes to the upliftment of the untouchables".

Why not. It can be named as KRR Town Hall.
Let us start discovering our old ancestors who fought for us.

Let this be a good beginning.
But we should name all those regardless from what community.

Kudmul Ranga Rao is a much sweeter name. I strongly support the belated decision of the Mangalore City Corporation authorities to the name the town hall after him. It is not a honor done to him- the honor is for the city to have a town hall named after this great man. He said the day a dalit boy becomes a DC and comes to my village in his car raising the dust, I will make a tilak of that on my forehead and consider my life's ambition as fulfilled.

Bengaluru, Apr 7: The Karnataka Government indicated today that it is too early to take a call now on lifting the nation-wide lockdown but said it’s in favour of its extension in COVID-19 hotspots in the country by at least an additional two weeks.

“We need to see for another few days before taking final call,” Medical Education Minister Sudhakar K, who is in-charge of all matters related to COVID-19, told news agency Press Trust of India when asked if the State is in favour of the rollback after the 21-day period ends on April 14.

The minister opined that the decision on its withdrawal should be based on the COVID-19 pandemic situation at the time in terms of number of cases and response to the outbreak.

When the lockdown is lifted, it has to be in a staggered and phased manner, and not at one go, Mr Sudhakar stressed.

“Where there are red alerts and zones, those zones, in my opinion, should continue to be in a lockdown situation at least for two weeks…till this month-end, I will request them (the Centre) to do this,” he said.

The Telananga Chief Minister K Chandrasekhar Rao on Monday appealed to the Prime Minister Narendra Modi to extend the 21-day national lockdown imposed to contain COVID-19 outbreak beyond April 14, saying it was essential to save lives.

Mr Sudhakar said the Karnataka government is facing financial challenges because of drastic fall in revenues due to the lockdown, adding, it would take “tough decisions” to cut expenditure.

The Finance Department is in the process of evaluating the state’s fiscal position.

“Finance department is gathering information…what is the need now, what should be the overall expenditure, how much we can save; financial support for unorganised and organised sector, along with stimulus to other sectors, we have to see where we stand financially,” the minister said.

“Based on that, we have to take certain steps for sure because after all the government runs on the exchequer money. Once the exchequer is stopped because of lockdown, we are not getting GST, no motor vehicle tax. No tax money is coming.”

Government also has to run right? he said.

He said commitment and obligations with regard to paying interest on loans taken at the national and international level would have to be met.

“So, there are some financial constraints, and financial challenges before the government. The Government will take tough decisions only after studying the entire finance (position of the State).”

The Telangana government last week announced pay cut for government employees.

The Union Cabinet on Monday approved a 30 per cent cut in salaries of all Members of Parliament and a two-year suspension of the MP Local Area Development (MPLAD) scheme.

Bengaluru, May 18: Over two months after his appointment as the Karnataka Congress President, DK Shivakumar is likely to take-over the reigns of the party officially on May 31.

"There are two dates, May 31 and June 7. He is most likely to officially take over as KPCC President on the 31st," sources close to Mr Shivakumar told PTI.

After remaining in a virtual vacuum for nearly three months, the party high command on March 11 appointed Mr Shivakumar, known to be the Congress' chief troubleshooter in crisis situations, replacing Dinesh Gundu Rao as KPCC chief.

Mr Rao had quit the post in December 2019 after the party's dismal show in the bypolls when it won only two of the 15 seats and yielded 12.

Congress sources said once the appointment letter came from the high command, he has been KPCC president and officially taking charge was just a formality.

"He will be officially handed over the party insignias and responsibilities relating to bank accounts and cheques, among other things, that has been traditionally followed," they said, adding the official take over was delayed by the coronavirus.

After his appointment as KPCC president, Mr Shivakumar has been meeting a host of senior party leaders and leading the party in the fight against coronavirus.

These include setting up of Congress' COVID-19 task force, alerting the government in its management of the crisis, holding weekly video conferencing with leaders of party's local units to gather information, among other things.

Sources close to Mr Shivakumar said the official take over would be a simple event, looking at the current situation due to the pandemic.

"Very few select party leaders and office bearers, say about 50 odd people, are likely to be in attendance at the simple event at KPCC office," they said, adding that arrangements may be made to telecast the event live for the benefit for party workers and local leaders.

A six-time MLA, Mr Shivakumar had a long wait for his appointment to the coveted post, due to opposition within. There were reports that Congress Legislature Party leader Siddarmaiah had lobbied in favour of one of his confidants for the top job.

In a first, appointment of three KPCC Working Presidents- Satish Jharkiholi, Saleem Ahammed and Eashwar Khandre, was seen as an attempt by those apposing Mr Shivakumar, to weaken his hold on the party.
