Mumbai dance bars to reopen amid fears of sex trafficking

March 16, 2016

Mumbai, Mar 16: After a 10-year hiatus, dance bars are set to reopen in Mumbai and Maharashtra state with activists warning women and girls could be trafficked and abused in these venues but bar owners arguing this is legitimate, needed work.

dancebarMaharashtra in 2005 suspended the licences of hundreds of bars and hotels that featured skimpily dressed women dancing to Bollywood tunes on a small stage for male customers.

But after several appeals over the years against the ban, the Supreme Court ordered the state to issue licences from 15 March on condition that certain rules are adhered to.

When the bars were shut in 2005, about 75,000 women were estimated to be working there and bar owners said the women were earning a legitimate living.

But activists and charities feared the women were victims of trafficking and the bars were fronts for brothels.

“It's not as if shutting them down stopped trafficking, but reopening them would legitimise it and give traffickers another reason to dupe and abuse women and girls,” said Suparna Gupta, founder of Aangan Trust which works with victims of trafficking.

“A majority of dance bars were doubling up as brothels, and we established a clear link between many rescued minor girls and these establishments.”

State chief minister Devendra Fadnavis last week said the government was not in favour of reopening dance bars and will draft legislation to find a way around the Supreme Court ruling.

About 150 bars and hotels in Mumbai and about 1,200 in the state are applying for licences, according to an industry lobby.

South Asia, with India at its centre, is the world's fastest-growing and second-biggest region for human trafficking after Southeast Asia, according to the United Nations Office for Drugs and Crime.

Mumbai, India's financial hub, is one of the biggest destinations for trafficked women and children.

Most of them are brought from other states and neighbouring countries, including Nepal and Bangladesh, under the guise of securing a well-paid job in a home or shop but are sold into sex work or forced into manual labour.

The Maharashtra government, which opposes dance bars on the grounds of obscenity, had proposed more than two dozen conditions for new licences but the Supreme Court rejected some of them, including requiring a live stream to police stations.

Instead, closed-circuit televisions will be installed at the entrance, with a limit of four dancers per bar, a railing around the performance area, and a distance of at least 5 feet between the stage and customers.

Women won't be permitted to dance in an obscene manner and customers cannot fling money at the dancers, the rules state.

Hotel and bar owners have lobbied against some of these conditions, calling them unreasonable.

“What has the state done in the last 10 years for the rehabilitation of the thousands of women who lost their livelihood overnight?” said Adarsh Shetty, head of the Indian Hotel and Restaurant Association in Mumbai.

Many women who found themselves without a job then were forced into prostitution or trafficked to Gulf nations, said Bharat Thakur, president of the Dance Bars' Association in Mumbai, which has criticised the state's “moral policing”.

This would be good news for Dance Bar Owners, mostly from costal Karantaka, specially DK, and Udipi Districts. It was alleged that Dance Bar Association paid 35 Lakhs cheque to the BJP party fund for shutting their mouth against opening of Dance Bars. Dance Bars are nothing but a red light homes.

Dance Bar is another name of Cabaret Dance or Strip Dances. The day is not far every city of the India will have Strip Dance Bars which will destroy the peace of society and heritage of India.

As far as livelihood of the Dance Bars females and other workers concerned government of Maharastra should have made alternate arrangement for them for their livelihood. But they did not.

Very sad news of opening Dance Bars.

Ladies are not safe in modesty if working in such exploiting atmosphere. their respect dignity are damaged.

If these 75,000 lady workers are required to work in a very sensitive situation to support their family, then it is the responsibility of the society to arrange them a job or support.

For such a state these 75,000 number is a not a matter.
Give jobs to their male members as much as possible and the rest of the ladies can be given even good gov't jobs.

Whoever showing pity are not genuinely concerned. Bar and Hotel owners are not expressing real pity.

Bengaluru, Apr 21: Hardline BJP leader and Bengaluru South MP Tejasvi Surya, who had deleted some of his old sexist tweets while contesting for Lok Sabha polls, yesterday deleted deleted his ugly remarks against Arab woman after it went viral and triggered sharp response from  many quarters, including from the Arab world.

In 2015, before Surya became an MP, he had said in a tweet, "95% of Arab women have never had an orgasm in the last few hundred years! Every mother has produced kids as an act of sex and not love. @Tarek Fatah."

The old tweet was picked up some influential members in the Arab community. Many intellectuals and various members of the royal families too have over the past few days condemned the attacks on Muslims in India and called out instances on Islamophobia. They have been highlighting derogatory comments about the Arab community purportedly made by supporters of the ruling BJP. It was then that a few found that even present day recognised leaders like Tejasvi had made similar comments in the past.

As the outrage grew, Tejasvi deleted the old tweet. A lot of BJP supporters on Twitter then started pointing out that Tejasvi Surya had merely quoted Canadian journalist Tareh Fatah, known for his anti-Islam comments. But by then someone had archived the tweet and Tejasvi's response to it in 2015.

In a thread to the same tweet, responding to criticism, Surya had said that these were not his opinion but attributed to Tarek Fatah. He also said that he agrees with Fateh's position that 'Islamofascism was a threat to all civilsations'.

Surya could not be reached for a comment.

However, a source close to Surya, said, "This is a 2015 tweet where Tejasvi Surya was quoting Tarek Fatah from an interview. It is being wrongly attributed to him with malicious intent. The main issue being addressed in the interview was about the barbaric and inhuman practice of genital mutilation of women. If there's any person to comment on it, it has to be Tarek Fatah."

Tejasvi Surya had landed in a similar controversy soon after his nomination as a candidate just ahead of the 2019 Lok Sabha elections.

The Congress also stepped in to criticise Surya and the BJP, national spokesperson Sanjay Jha said in a tweet, “The BJP gives tickets to Pragya Singh Thakur and #TejasviSurya etc because it helps popularise their hardline bigoted political profile. But the chickens usually come home to roost. Today, India stands embarrassed, humiliated.”

Chikkamagaluru, Jan 28: Karnataka Deputy Chief Minister and Minister for Public Works Govind Karjol on Tuesday said that he is ready to quit if the post asks him to do so to pave way for smooth expansion of the Cabinet.

Responding to a question from media persons on the issue here, he said he was ready to quit his post any time.

“If the party asks me to resign now, I will send back my official car and return by bus”, he added.

Further, he opined that there should not be efforts to seek a berth in the Cabinet based on caste.

“Putting pressure on the party based on caste is not right. The party will consider those who worked for the party and also take district-wise representation into account while filling up the vacancies”, he added.

Bengaluru, May 29: A cost-effective state of the art glove box testing booth for swab collection was inaugurated by Karnataka Medical Education Minister Dr K Sudhakar at Victoria hospital.

Inaugurating the specially designed booth for safer, easier and quicker testing, Medical Education Minister Dr Sudhakar said that the portable booths can be used at border check posts and hot spots.

"The testing method involves the collection of samples from inside a box of aluminium and glass. The suspected corona virus-infected individual, whose samples are being taken, has to walk up to the booth and stand in front of the glass exterior. The healthcare worker inside the kiosk collects the sample and then, follows the sanitisation process before proceeding to take the next sample. The collection process, fully contactless, gets over in five minutes," the Minister said.

Dr Sudhakar also said: "This booth significantly reduces manpower requirement and the need for PPE kits. The main advantages of this procedure are that it needs fewer healthcare workers and strictly adheres to the norms of social distancing.

The booth is low-cost. Each model costs about Rs 15,000-20,000."
It is also portable and can be mounted on a vehicle and transported to any location.

It can be particularly useful for collecting samples in hot spots and border checkpoints, he added.
