Muslim women likely to go to Hajj without Mahram: Naqvi

New Delhi, Dec 9: A large number of Muslim women are likely to go to Hajj without 'Mahram' (male companion) next year, Minority Affairs Minister Mukhtar Abbas Naqvi said on Sunday.

Naqvi, while chairing a meeting here with representatives of organisations associated with Hajj, said that the Hajj Committee of India has received more than 2,23,000 applications for Hajj 2019 till now.

The over 2,23,000 applications include about 47 per cent women, he was quoted as saying by a statement released from his office.

Hajj application process had started on November 7, 2018, and the last date for it is December 12.

Naqvi said that more than 2,000 women have applied to go for Hajj in 2019 without 'Mahram' with the number likely to go up.

Naqvi said that in 2018, for the first time, the Centre had lifted the ban on women going to Hajj without Mahram, which resulted into about 1,300 women going for the pilgrimage without any male companion.

They had been exempted from the lottery system and more than 100 women Hajj coordinators and Hajj assistants had been deployed to assist the Indian women Hajj pilgrims, Naqvi said.

For the first time after Independence, a record number of Muslims -- 1,75,025 -- from India performed Hajj in 2018 and that too without any subsidy, he said.

Naqvi said that making the Hajj process completely digital has helped in making the entire process transparent.

For Hajj 2019, about 1,36,000 online applications have been received and the online portal for Private Tour Operators (PTOs) is already operational, Naqvi said.

While on one hand, the portal has ensured transparency in the functioning of PTOs, on the other hand, it is very beneficial for the pilgrims as they get all the necessary information, he said, adding that the new policy for the PTOs is also likely to be chalked out this year.

Naqvi said that the central government, in coordination with Indian Consulate in Jeddah and various concerned agencies in Saudi Arabia, is working to ensure safety and better facilities for the pilgrims.

The bilateral Hajj agreement between India and Saudi Arabia is likely to be signed soon, he said.

A woman does not have to go for Hajj unless she is able, and having a Mahram who can accompany her is one of the prerequisites for her to be able to go to Hajj. If it is not easy for her to find a Mahram to go for Hajj with her, then she is not able according to Shareeah, because in Islam a woman is forbidden to travel without a Mahram. Therefore Hajj is not obligatory for you unless you find a Mahram. So have patience until Allaah makes it easy for you to have a Mahram with whom you can go for Hajj. You have a valid excuse and there is no sin on you for this. As for going with a group without a Mahram, this is not permissible because of the hadeeth narrated by Ibn Abbaas (may Allaah be pleased with him) who said: The Prophet (peace and blessings of Allaah be upon him) said: No woman should travel except with a Mahram, and no man should enter upon a woman unless her Mahram is with her. A man said, O Messenger of Allaah, I want to go out with such-and-such an army and my wife wants to go to Hajj. He said, Go to Hajj with her.

(Reported by al-Bukhaari, 1729). The pilgrims used to go out from Madeenah in one caravan like a group but still the Prophet (peace and blessings of Allaah be upon him) did not allow women to travel without a Mahram.

It turns out that the Saudi Arabia government had relaxed the mahram provision for women over 45 years of age, travelling in organised groups in 2014 itself.

So clearly, India has just caught up. It should also be noted that if India had altered the rules and Saudi’s visa guidelines had not, it still wouldn’t have been possible for Indian Muslim women to travel for Hajj without a male escort.

  1. All women are required to travel for Hajj with a Mahram. Proof of kinship must be submitted with the application form. Women over the age of forty-five (45) may travel without a Mahram with an organized group, They must, however submits a no objection letter from her husband, son or brother authorizing her to travel for Hajj with the named group. This letter should be notarized."

New Delhi, April 5: Former Karnataka chief minister HD Kumaraswamy on Sunday challenged Prime Minister Narendra Modi to offer a "credible scientific and rational" explanation for his candle-lighting call and said he is giving "meaningless tasks" to an already exhausted population.

The JD(S) leader questioned if the Prime Minister asked the nation to observe a candle-light vigil on the eve of foundation day of BJP.

"Has the PM slyly asked the nation to observe a candle light vigil on the eve of foundation day of BJP? April 6 being its foundation day, what else can explain the choice of date & time for this event? I challenge the PM to offer a credible scientific and rational explanation," Kumaraswamy tweeted.

"The government is yet to provide PPEs for doctors and make test kits affordable for the common man. Without telling the nation what concrete steps are being taken to combat COVID-19 menace, the prime minister is giving meaningless tasks to an already exhausted population," he tweeted.

"It is shameful to convert the national crisis into an event of self aggrandizement & it is beyond shameful to push the hidden agenda of his party in the face of global calamity. May sense prevail upon the PM," the JDS leader said in another tweet.

Amid a nationwide COVID-19 lockdown, Prime Minister Modi on Friday appealed to countrymen to light diyas and candles on April 5 at 9 pm to fight the darkness spread by the pandemic. He asked the people to turn off all the lights in their homes and stand at doors or balconies and light candles or diyas, torches or mobile flashlights for 9 minutes on April 5.

Last month, PM Modi had asked the people to come out in their balconies and clap and beat utensils to show appreciation for doctors, nurses and others helping fight coronavirus on 'Janata Curfew'.

Mangaluru, Jun 27: The second flight chartered by the Karnataka Sports and Cultural Club (KSCC) to repatriate stranded Kannadigas in UAE landed at Mangalore International Airport at 6 p.m. today.

The Air Arabia flight with 171 passengers took off from Sharjah international airport around 1 am (UAE Time). The flight had 18 pregnant women, 9 children, 3 infants, 8 senior citizens, 20 people with medical emergencies besides those have lost jobs, stranded visit visa holders and those who had reported deaths in their families.

KSCC had set up help desk to finalize list of passengers and guide them throughout the process. All the legal procedures were carried out smoothly.

KSCC president Mohammed Ismail accorded a warm welcome to all passengers. Rapid tests for Covid-19 were conducted before departure. Mandatory quarantine for all the passengers was arranged in three hotels in Mangaluru for a period of seven days.

KSCC office bearers Ismail, Javed, Safwan and volunteers were present at the airport during the time of departure. KSCC has expressed its gratitude to Consulate General, DC of DK district, Umar U H and Ataullah Jokkate for their support.

Shivamogga, May 21: An FIR has been registered against Congress interim President Sonia Gandhi in Sagar taluk of Shivamogga district of Karnataka over tweets on May 11 by the party's official handle about PM-CARES fund.

The FIR, registered under Sections 153 (wantonly giving provocation with intent to cause riot) and 505 (statements conducing to public mischief) of the Indian Penal Code (IPC), identifies Gandhi as the handler of the social media account.

The complaint by advocate Praveen KV alleged that the Congress party, through the tweets, has made rumourous statements against the Government of India and Prime Minister Narendra Modi and was trying to provoke the people against the government.

According to the FIR, the Congress party had on May 11, 2020, made false and baseless allegations, claimed misappropriation of PM-CARES Fund and cast aspersions on the Government of India through the tweets.

"A Twitter account handled by All India Congress Committee headed by Sonia Gandhi had on May 11, 2020, published tweets terming PM CARES Fund as PM CARES Fraud. They had claimed that the PM CARES fund is not being used for the public," Praveen KV told ANI on Thursday.

He said that he has collected all the details related to the tweets and account from the handle and filed a complaint in the matter, following which a preliminary enquiry was conducted and an FIR was registered in the matter.

"They had also said that the Prime Minister was enjoying and going to foreign trips with this fund. This is clearly rumourous news against the Government of India in this COVID-19 pandemic situation. In this regard, I had filed a complaint. After a primary enquiry, the Sagar Police has filed an FIR against Sonia Gandhi, who heads the INC Twitter account," Praveen KV said.
