Bring judiciary under Lokpal: Justice N Santosh Hegde

New Delhi, November 28: There is nothing wrong in bringing the Prime Minister under the jurisdiction of Lokpal as like others he is also a public servant, former Supreme Court Judge and erstwhile Karnataka Lokayukta N Santosh Hegde said today.

"What is wrong in the Lokpal having jurisdiction over the Prime Minister? Is the Prime Minister not a public servant? Aren't there cases of corruption against PMs in other countries? In Japan, you find every other year a Prime Minister is prosecuted.

(Former US President Richard) Nixon was prosecuted... What is so great about the PM?," he asked

Noting that the position of the Lokpal was akin to "giving a dog a bad name and kicking it", he said there have been allegations of corruption against Indian PMs in the past and added that only the President and Governors are excluded from being prosecuted and not the PM.

"We have had allegations of corruption against two former PMs - Bofors and the JMM bribery case. In a democracy, how can a person merely because he is holding an office be excluded from prosecution?

The Constitution excludes the prosecution of the President and the Governors in some cases...One can't apply the same principle on a man who passes executive orders on a daily basis," he told PTI.

Responding to a query as to how he expects Arvind Kejriwal's newly-launched 'Aam Aadmi Party' to perform, Hegde raised doubts about its success saying it was not an "easy job".

"My only apprehension is how far will a political party survive because of the very many demands of the political system, these days. It requires a huge amount of money to elect nearly 546 Members of Parliament from Kashmir to Kanyakumari. It is not going to be an easy job.

"It is a good thing in principle, but in reality, can it succeed?" he asked.

On being queried on Kejriwal's possible expose on corruption in judiciary, Hegde said, "Haven't we heard of malpractices in judiciary? We have had one Supreme Court judge against whom impeachment proceedings had started, but it was not completed. We had one Chief Justice against whom impeachment proceedings had been initiated- Justice Dinakaran- he resigned, so it came to an end.

"We had Soumitra Sen from Calcutta High Court. Impeachment process started against him (and then) stopped; didn't go anywhere. We have a charge sheet filed against Justice Nirmal Yadav of Punjab High Court. We have 34 judges of the Allahabad High Court, who are being investigated by the CBI.

"So, there is corruption there and therefore, he must be having some material against some judges," he said.

On being questioned if self regulation was the way for the judiciary to control corruption within its ranks, he said, "We have tried it and it has not succeeded.

We have tried it all these years...About the judiciary, everybody said that.. we will self-regulate, we will control, the superior court will look after the subordinate courts...nothing has happened," he said.

Hegde replied in the affirmative to a query on whether he is willing to have a Lokpal that has the authority to investigate and prosecute judges.

The very judge who is being investigated can go to the court- of which he may be a judge - and then question the investigation, he said.

"Who will investigate the judges? Somebody should be there. You want to have a separate investigating(sic)vigilance body of retired judges, then create it, that is okay, but it should not be out of the purview of investigation.

"That very judge, who is being investigated, can go to the same institution, court of which he is a judge and then question the investigation," he said.

Mumbai, Feb 3: Maharashtra Chief Minister Uddhav Thackeray has accused the BJP-led central government of siding with Karnataka in the Supreme Court over the Belgaum border dispute between Karnataka and Maharashtra.

"I am committed toward a unified Maharashtra... Whatever is happening in Belgaum is shocking. I will meet the committee looking after this matter. The central government is a guardian of all states and is expected to be unbiased towards all states, but it is shocking that Centre is taking sides with Karnataka in Supreme Court for last the five years. This is really shocking," Thackeray said in an interview with Shiv Sena mouthpiece Saamana.

On December 7 last year, Maharashtra Chief Minister Uddhav Thackeray had chaired a high-level meeting over the border dispute between the two states.

It was decided in the meeting that attempts will be made to get fast track hearing on the border issue in the Supreme Court.

Earlier on January 19, Shiv Sena leader Sanjay Raut had said that Belgaum border dispute between Karnataka and Maharashtra is a long-pending dispute but can be resolved if Union Home Minister wants.

"If Home Ministry can resolve Kashmir issue and abrogate Article 370 then I think this border issue can be resolved too if Amit Shah wants. The matter comes under the Home Ministry. It is a long-pending issue. He should pay attention to this too," he said while speaking to ANI in Belagavi.

Hubballi, Jan 30: Seeking to disabuse people of the notion that the Citizenship (Amendment) Act (CAA), recently passed by the BJP-led central government threatened the legitimacy of Muslims in the country, yoga guru Baba Ramdev on Wednesday said that he would among the first to take to the streets should the community face any such trouble. “If the National Register of Citizens (NRC) threatens injustice to Indian Muslims, it I not just I, but a billion Indians will protest against its implementation,” he added.

Recalling his longstanding association with Prime Minister Narendra Modi, Ramdev said, “I have known Modi for more than 15 years, and I can assure you that he cannot be called anti-Muslim. There is nothing in the CAA that threatens the rights of Muslims, some of whom are being misled by a few.”

The yoga guru said that, while 99% of the Muslims in India were patriotic, the remaining ones were seeking to divide the country, which he said was resulting in Islam falling into disgrace. “I appeal to all Muslims to keep away from such anti-national forces seeking to bring a bad name to Islam,” said Ramdev, calling on the people to stay united in the face of the severe economic crisis that the country was presently in the grips of.

He added that he was as committed to his goal of getting black money back to India. However, when quizzed by journalists as to how long he was willing to wait for PM Modi to realise this objective, Ramdev said, “Chodi, mere aur Modi ke beech jagada mat lao (Please do not incite a fight between Modi and me).”

The yoga guru also endorsed the decision of the Centre to recognise singer Adnan Sami with a Padma award.

Bengaluru, May 9: A three-year-old boy was killed by a leopard in the early hours of Saturday in Magadi taluk near Bengaluru.

According to police, the boy identified as C Hemanth, was sleeping with his parents - Chandrasekhar and Mangalagowramma - outside his grandfather Chikkanna's residence at Kadaraiana Palya.

The couple, residents of Dodderi, near Big Banyan Tree (Dodda Alada Mara), had been staying at Chikkanna's [Mangalagowramma's father] residence since past a few days following the outbreak of COVID-19 epidemic in Bengaluru.

Some of the family members, with the child, had slept outside the residence on Friday as the temperature was high. The feline might have taken the child between 1.30 a.m. and 4 a.m., and killed it on the outskirts of the village, said the sources.

After a frantic search, family members and villagers found the mutilated body of the child in the early hours. The leopard had left the partially devoured body on the outskirts of the village, added the sources.

According to the villagers, many felines have been prowling in the area, probably arriving from forests around Magadi and attached areas, for the last several weeks.

The Forest Department officials said that they have launched an exercise to trap the animal by placing cages with live baits.

According to preliminary investigations, the child was killed by a leopard. Pugmarks were found near the body. A detailed investigation and post-mortem report will find the exact cause for the death.

The incident has sent shockwaves in the vicinity of the village. According to the sources, people are planning to launch a protest to condemn the killing of the boy.

Minister for Forest and Environment B.S. Anand Singh has announced a compensation of ₹7.5 lakh to the family of the victim.

Accompanied by Bengaluru Rural Lok Sabha member D.K. Suresh, Magadi legislator Manjunath and senior officials, Mr. Singh visited the place on Saturday morning.

Addressing media persons, he said that the department has decided to start combing operations for the leopard.

Mr. Suresh said the leopard might have come from Thippagondanahalli reservoir's catchment area on the outskirts of Bengaluru. The leopard has already tasted the blood of the child and hence the department should initiate immediate action [as the chances of the feline becoming a man-eater is high, Mr. Suresh added.
