Apex court takes over Rajiv assassins' mercy plea

New Delhi, May 1: The Supreme Court Tuesday transferred to itself a petition seeking commutation of the death sentence of the three assassins of former prime minister Rajiv Gandhi, on the ground of inordinate delay in deciding their mercy pleas by the president.

The apex court bench headed by Justice G.S. Singhvi transferred to itself the petitions of the three convicts condemned to death from the Madras High Court on a plea by lawyer K.L. Venkat. He argued that the "surcharged atmosphere in Chennai would not allow for a fair hearing".

The three convicts who are on death row in the Rajiv Gandhi assassination case are Murugan, Santhan and Perarivalan. Rajiv was assassinated in 1991 at an election rally at Sriperumbudur, near Chennai.

The Rajiv assassins were pronounced guilty and awarded death sentence by the trial court in 1999. They had moved their mercy petitions before the president seeking commutation of their death sentences to life imprisonment in the year 2000.

The petitions were transferred from the Madras High Court by the apex court through a ruling pronounced Tuesday.

Earlier, in 2011, their mercy petitions were rejected by the president.

New Delhi, Aug 2: The Centre has written to all states and Union Territories stating that smartphones and tablet devices should be allowed for hospitalised Covid-19 patients so that they can interact with family and friends through video conferencing, which would provide them psychological support.

Though mobile phones are allowed in hospital wards, the missive was issued following some representation from the kin of patients alleging otherwise.

Director-General of Health Services (DGHS) in the Health Ministry Dr Rajiv Garg in the letter to the principal secretaries of health and medical education of states and Union territories said appropriate protocols for disinfecting devices and allotting timeslots can be developed by the hospital concerned to facilitate contact between patients and their family.

He underlined that administrative and medical teams should be responsive to the psychological needs of patients admitted in Covid-19 wards and ICUs of various hospitals.

"Social connection can calm down patients and also reinforce the psychological support given by the treating team. Please instruct all concerned that they should allow smartphones and tablet devices in patient areas so that the patient can video conference with their family and friends," stated the letter issued on July 29.

"Though mobile phones are allowed in the wards to enable a patient stay in touch with his or her family, we received representations from the patient families from some states stating mobile phones are not being allowed by hospital administrations because of which they were not being able to stay in contact with the patient," said Dr Garg.

New Delhi, May 30: As the NDA government completes one year of its second term, Prime Minister Narendra Modi listed several achievements and initiatives taken by his government in the past year in an audio message addressed to the people of the country.

PM Modi said, "This day last year began a golden chapter in the history of Indian democracy. It was after several decades that the people of the country voted back a full-term government with a full majority."

"Your role has played a pivotal role in creating this chapter. In such a situation, this day is an opportunity for me to bow to the citizens of the country and the democratic ethos of our nation," said PM Modi.

"Had the situation been normal, I would have got the chance to meet you. Your affection and active support in the past year have given me new energy and inspiration. During this period, the way you have shown the collective powers of democracy, they have become an example for the whole world," he added.

PM Modi talked about several important initiatives taken by his government in 2014 as well as India's demonstration of its mettle through the surgical strike and airstrike.

"Six years ago in 2014, the people of this country voted to bring a major change in the country. You voted to change the country's policy and manner. During that tenure where surgical strike and airstrike took place, one rank one pension, one nation one tax GST, and better MSP for farmers were also fulfilled. That period was dedicated to fulfilling many needs of the country."

He further said that in these years the country has seen systems coming out of the quagmire of inertia and corruption. The country has seen governance change to make life easier for the poor.

"During that period, India's stature in the world increased. By opening bank accounts of poor people, by giving them gas connections, by providing free electricity connections, by building washrooms, by building houses, the dignity of the poor has also been increased," said PM Modi.

New Delhi, Jan 16: The Arvind Kejriwal-led Delhi government on Thursday rejected the mercy plea of Mukesh, one of the convicts in the 2012 Nirbhaya case.

The mercy plea was then forwarded to Lieutenant Governor, who has now sent it to Union Ministry of Home Affairs.

The convicts were sentenced to death for raping a 23-year-old woman in a moving bus in the national capital on the intervening night of December 16-17, 2012.

The victim, who was later given the name Nirbhaya, had succumbed to injuries at a hospital in Singapore where she had been airlifted for medical treatment.
